由中國海油投資建造的我國首座深遠海浮式風電平臺日前完成浮體總裝。這標志著全球首座水深超100米、離岸距離超100公里的“雙百”海上風電項目建設取得重要進展。
China's first deep-sea floating wind power platform, invested in and built by the China National Offshore Oil Corporation, has completed its floating body assembly. It marks an important step in the construction of the world's first offshore wind power project with a water depth of over 100 meters and an offshore distance of over 100 kilometers.

【知識點】
我國首個深遠海浮式風電平臺——“海油觀瀾號” 平臺由3個邊立柱和1個中心立柱組成三角形形狀,邊長超80米,高約35米,重量近4000噸,風機將安裝在中心立柱上。項目投產(chǎn)后,風機所發(fā)電力通過動態(tài)海纜接入海上油田群電網(wǎng)用于油氣生產(chǎn),年發(fā)電量可達2200萬千瓦時,可減少二氧化碳排放2.2萬噸。“海油觀瀾號”平臺將安裝于距海南文昌136公里的海上油田海域。
近年來,我國海上風電裝機容量持續(xù)增長,截至2022年累計裝機容量預計達3250萬千瓦,持續(xù)保持海上風電裝機容量全球第一,我國海上風電加速向深遠海發(fā)展。
我國海上風能資源非常豐富,我國擁有1.8萬公里的海岸線,近海水深5至50米范圍內(nèi),風能資源技術開發(fā)量為5億千瓦,而我國深遠海風能可開發(fā)量則是近海的3到4倍以上。深遠海風電機主要以漂浮式為主,不僅可以就地消納,還可以為遠海設施供電。我國浮式風電起步較晚,但正加速推進商業(yè)化探索。目前我國浮式風電裝機容量排名全球第四,預計到2026年,累計裝機容量有望突破50萬千瓦。浮式風電應用前景廣闊,不僅可以就地消納,為遠海設施供電,亦可協(xié)同發(fā)展海洋牧場、海水制氫、海洋旅游、海洋礦產(chǎn)資源開發(fā),形成綜合能源島等跨界融合的海洋產(chǎn)業(yè)新生態(tài)。未來,隨著技術進步和規(guī)模化開發(fā),疊加綠電溢價效應,浮式風電有望超預期實現(xiàn)平價開發(fā)。
【重要講話】
中國已建成全球規(guī)模最大的碳市場和清潔發(fā)電體系,可再生能源裝機容量超10億千瓦,1億千瓦大型風電光伏基地已有序開工建設。實現(xiàn)碳達峰碳中和,不可能畢其功于一役。中國將破立并舉、穩(wěn)扎穩(wěn)打,在推進新能源可靠替代過程中逐步有序減少傳統(tǒng)能源,確保經(jīng)濟社會平穩(wěn)發(fā)展。
China now has the world's biggest carbon market and biggest clean power generation system: the installed capacity of renewable energy has exceeded one billion kilowatts, and the construction of wind and photovoltaic power stations with a total installed capacity of 100 million kilowatts is well under way. Carbon peak and carbon neutrality cannot be realized overnight. Through solid and steady steps, China will pursue an orderly phase-down of traditional energy in the course of finding reliable substitution in new energy. This approach, which combines phasing out the old and bringing in the new, will ensure steady economic and social development.

立足我國能源資源稟賦,堅持先立后破,有計劃分步驟實施碳達峰行動。完善能源消耗總量和強度調(diào)控,重點控制化石能源消費,逐步轉(zhuǎn)向碳排放總量和強度“雙控”制度。推動能源清潔低碳高效利用,推進工業(yè)、建筑、交通等領域清潔低碳轉(zhuǎn)型。
Based on China’s energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
