China called for more international cooperation to enhance industrial and supply chain security amid pressure from COVID-19 outbreaks, geopolitical tensions and a gloomy global outlook, the country's top economic regulator said on Wednesday.

國家發(fā)展改革委11月2日表示，在新冠肺炎疫情、地緣政治緊張局勢和全球經(jīng)濟(jì)挑戰(zhàn)加劇的壓力下，中國呼吁開展更多的國際合作，以加強(qiáng)產(chǎn)業(yè)鏈供應(yīng)鏈安全。

Lin Nianxiu, deputy head of the National Development and Reform Commission, called on Asia-Pacific Economic Cooperation members to promote regional trade liberalization and facilitation, boost industrial and supply chain connectivity, and build a green and sustainable supply chain system.

國家發(fā)展改革委副主任林念修呼吁亞太經(jīng)合組織（APEC）各成員經(jīng)濟(jì)體推進(jìn)區(qū)域貿(mào)易自由化便利化，促進(jìn)產(chǎn)業(yè)鏈供應(yīng)鏈互聯(lián)互通，構(gòu)建綠色可持續(xù)供應(yīng)鏈體系。

Lin said China is willing to work with other APEC members to actively participate in consultation as well as economic and trade cooperation in fields such as digital economy, big data and artificial intelligence.

林念修表示，中國愿與亞太經(jīng)合組織其他成員經(jīng)濟(jì)體一道，積極參與數(shù)字經(jīng)濟(jì)、大數(shù)據(jù)、人工智能等領(lǐng)域的磋商和經(jīng)貿(mào)合作。

More efforts will be made to strengthen cooperation to tackle shortcomings in the supply chain and deal with challenges in fields like logistics, energy and agriculture. And China will also work with other APEC members to promote policy research, standards setting and international cooperation in the green industry.

各方將進(jìn)一步加強(qiáng)合作，解決供應(yīng)鏈的短板，應(yīng)對(duì)物流、能源、農(nóng)業(yè)等領(lǐng)域的挑戰(zhàn)。中國還將與亞太經(jīng)合組織其他成員經(jīng)濟(jì)體一道，推動(dòng)綠色產(chǎn)業(yè)的政策研究、標(biāo)準(zhǔn)制定和國際合作。

"China will not shut its door to the outside world, but only open it wider," Lin said.

他說：“中國開放的大門不會(huì)關(guān)閉，只會(huì)越開越大?！?/p>

"China will not change its determination to share development opportunities with the rest of the world, and it will not change its commitment to economic globalization that is more open, inclusive, balanced and beneficial for all."

“中國同世界各國分享發(fā)展機(jī)遇的決心不會(huì)改變，推動(dòng)更加開放、包容、平衡、共贏的經(jīng)濟(jì)全球化的決心不會(huì)改變。”

Lin made the remarks at the APEC Workshop on Strengthening Supply Chains Resilience for Economic Recovery held in Beijing on Wednesday. Taking place both online and offline, the event was organized by the NDRC and brought together around 150 guests from home and abroad to discuss topics including maintaining stability of supply chains, bolstering free trade and increasing supply chain resilience.

Zhang Shaogang, vice-chairman of the China Council for the Promotion of International Trade, said the country is committed to building an open economy and ensuring the security and smooth flow of global supply chains.

中國國際貿(mào)易促進(jìn)委員會(huì)副會(huì)長張少剛表示，中國致力于建設(shè)開放型經(jīng)濟(jì)，確保全球供應(yīng)鏈的安全和暢通。

Zhang highlighted the importance of increasing the resilience and stability of industrial and supply chains, saying this will help promote global economic recovery amid pressure from the ongoing pandemic and regional conflicts.

張少剛強(qiáng)調(diào)了增強(qiáng)產(chǎn)業(yè)鏈和供應(yīng)鏈韌性和穩(wěn)定性的重要性，表示這將有助于在當(dāng)前疫情和地區(qū)沖突的壓力下促進(jìn)全球經(jīng)濟(jì)復(fù)蘇。

He called for more efforts to promote building an open global economy, support the multilateral trading system with the World Trade Organization at its core, encourage e-commerce and digital trade development and cooperation, increase support for small and medium-sized enterprises, strengthen the construction of logistics infrastructure and accelerate the green and low-carbon transformation of industrial and supply chains.

他呼吁進(jìn)一步推動(dòng)構(gòu)建開放型世界經(jīng)濟(jì)，支持以世界貿(mào)易組織為核心的多邊貿(mào)易體制，鼓勵(lì)電子商務(wù)和數(shù)字貿(mào)易發(fā)展與合作，加大對(duì)中小企業(yè)的支持力度，加強(qiáng)物流基礎(chǔ)設(shè)施建設(shè)，加快產(chǎn)業(yè)鏈和供應(yīng)鏈綠色低碳轉(zhuǎn)型。

Zhang's views were echoed by Lu Mei, China's APEC senior official, who called on deepening international cooperation in industrial and supply chains to promote solid and sustainable economic recovery in the Asia-Pacific region.

張少剛的觀點(diǎn)得到了中國APEC高官魯梅的贊同，她呼吁深化產(chǎn)業(yè)鏈和供應(yīng)鏈方面的國際合作，以促進(jìn)亞太地區(qū)穩(wěn)固和可持續(xù)的經(jīng)濟(jì)復(fù)蘇。

Lu said more efforts are needed to encourage green development, foster new growth drivers, insist on openness and connectivity and promote digital transformation and upgrading of traditional enterprises.

魯梅表示，要大力鼓勵(lì)綠色發(fā)展，培育發(fā)展新動(dòng)能，堅(jiān)持開放和互聯(lián)互通，推動(dòng)傳統(tǒng)企業(yè)數(shù)字化改造升級(jí)。

Looking ahead, she said China will continue to expand high-level opening-up and it is willing to deepen industrial and supply chain cooperation with all parties, offering more development opportunities for global stakeholders and helping promote innovation-driven development in the Asia-Pacific region.

魯梅表示，展望未來，中國將堅(jiān)持高水平的對(duì)外開放，堅(jiān)定深化產(chǎn)業(yè)鏈供應(yīng)鏈國際合作，為各方提供更多發(fā)展機(jī)遇，助力推動(dòng)亞太地區(qū)的創(chuàng)新驅(qū)動(dòng)發(fā)展。

Despite challenges and pressures from renewed COVID-19 outbreaks and a grim and complicated international situation, China has witnessed a steady rise in foreign direct investment, showcasing foreign investor confidence in the China market.

在新冠肺炎疫情和國際形勢嚴(yán)峻復(fù)雜帶來的挑戰(zhàn)和壓力下，中國的外國直接投資穩(wěn)步增長，顯示了外國投資者對(duì)中國市場的信心。

The actual use of FDI in the Chinese mainland rose 15.6 percent year-on-year to over 1 trillion yuan in the first nine months, said the Ministry of Commerce. In US dollar terms, the country's actual use of foreign capital grew by 18.9 percent.

商務(wù)部的數(shù)據(jù)顯示，今年前9個(gè)月，全國實(shí)際使用外資金額超過1萬億元，按可比口徑同比增長15.6%，按美元計(jì)算增長18.9%。

In the next step, the NDRC will make a big push to encourage more foreign investment, continuously promote the implementation of major foreign-invested projects and improve services for foreign investors, said Xia Qing, deputy director of the NDRC's Department of Foreign Capital and Overseas Investment.

國家發(fā)展改革委外資司副司長夏晴表示，下一步，國家發(fā)改委將大力鼓勵(lì)更多外資投資，不斷推動(dòng)重大外商投資項(xiàng)目的實(shí)施，并改善對(duì)外國投資者的服務(wù)。
