中國(guó)共產(chǎn)黨第十九屆中央委員會(huì)第七次全體會(huì)議，于2022年10月9日至12日在北京舉行。

出席全會(huì)的有中央委員199人，候補(bǔ)中央委員159人。中央紀(jì)律檢查委員會(huì)委員和有關(guān)負(fù)責(zé)同志列席會(huì)議。

全會(huì)由中央政治局主持。中央委員會(huì)總書記習(xí)近平作了重要講話。

全會(huì)決定，中國(guó)共產(chǎn)黨第二十次全國(guó)代表大會(huì)于2022年10月16日在北京召開。

全會(huì)聽取和討論了習(xí)近平受中央政治局委托作的工作報(bào)告。全會(huì)討論并通過了黨的十九屆中央委員會(huì)向中國(guó)共產(chǎn)黨第二十次全國(guó)代表大會(huì)的報(bào)告，討論并通過了黨的十九屆中央紀(jì)律檢查委員會(huì)向中國(guó)共產(chǎn)黨第二十次全國(guó)代表大會(huì)的工作報(bào)告，討論并通過了《中國(guó)共產(chǎn)黨章程（修正案）》，決定將這3份文件提請(qǐng)中國(guó)共產(chǎn)黨第二十次全國(guó)代表大會(huì)審查和審議。習(xí)近平就黨的十九屆中央委員會(huì)向中國(guó)共產(chǎn)黨第二十次全國(guó)代表大會(huì)的報(bào)告討論稿向全會(huì)作了說明，王滬寧就《中國(guó)共產(chǎn)黨章程（修正案）》討論稿向全會(huì)作了說明。

全會(huì)充分肯定黨的十九屆六中全會(huì)以來中央政治局的工作。一致認(rèn)為，一年來，面對(duì)復(fù)雜嚴(yán)峻的國(guó)際環(huán)境和艱巨繁重的國(guó)內(nèi)改革發(fā)展穩(wěn)定任務(wù)，中央政治局全面貫徹習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想，團(tuán)結(jié)帶領(lǐng)全黨全軍全國(guó)各族人民，弘揚(yáng)偉大建黨精神，堅(jiān)持穩(wěn)中求進(jìn)工作總基調(diào)，落實(shí)疫情要防住、經(jīng)濟(jì)要穩(wěn)住、發(fā)展要安全的要求，統(tǒng)籌新冠肺炎疫情防控和經(jīng)濟(jì)社會(huì)發(fā)展，統(tǒng)籌發(fā)展和安全，毫不放松抓好常態(tài)化疫情防控，推動(dòng)高質(zhì)量發(fā)展，深化改革開放，發(fā)展全過程人民民主，加強(qiáng)宣傳思想文化工作，突出保障和改善民生，推進(jìn)生態(tài)文明建設(shè)，加快國(guó)防和軍隊(duì)現(xiàn)代化步伐，積極開展中國(guó)特色大國(guó)外交，推進(jìn)全面從嚴(yán)治黨，成功舉辦北京冬奧會(huì)、冬殘奧會(huì)，隆重慶祝香港回歸祖國(guó)25周年，堅(jiān)決開展反分裂、反干涉重大斗爭(zhēng)，妥善應(yīng)對(duì)烏克蘭危機(jī)帶來的風(fēng)險(xiǎn)挑戰(zhàn)，著力保持平穩(wěn)健康的經(jīng)濟(jì)環(huán)境、國(guó)泰民安的社會(huì)環(huán)境、風(fēng)清氣正的政治環(huán)境，推動(dòng)黨和國(guó)家各項(xiàng)事業(yè)取得新的重大成就，為召開黨的第二十次全國(guó)代表大會(huì)創(chuàng)造了良好條件。

全會(huì)總結(jié)了黨的十九大以來5年的工作。一致認(rèn)為，黨的十九大以來的5年，是極不尋常、極不平凡的5年。5年來，以習(xí)近平同志為核心的黨中央高舉中國(guó)特色社會(huì)主義偉大旗幟，全面貫徹黨的十九大和十九屆歷次全會(huì)精神，堅(jiān)持馬克思列寧主義、毛澤東思想、鄧小平理論、“三個(gè)代表”重要思想、科學(xué)發(fā)展觀，全面貫徹習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想，團(tuán)結(jié)帶領(lǐng)全黨全軍全國(guó)各族人民，統(tǒng)攬偉大斗爭(zhēng)、偉大工程、偉大事業(yè)、偉大夢(mèng)想，統(tǒng)籌推進(jìn)“五位一體”總體布局，協(xié)調(diào)推進(jìn)“四個(gè)全面”戰(zhàn)略布局，統(tǒng)籌新冠肺炎疫情防控和經(jīng)濟(jì)社會(huì)發(fā)展，統(tǒng)籌發(fā)展和安全，堅(jiān)持穩(wěn)中求進(jìn)工作總基調(diào)，全力推進(jìn)全面建成小康社會(huì)進(jìn)程，完整、準(zhǔn)確、全面貫徹新發(fā)展理念，著力推動(dòng)高質(zhì)量發(fā)展，主動(dòng)構(gòu)建新發(fā)展格局，蹄疾步穩(wěn)推進(jìn)改革，扎實(shí)推進(jìn)全過程人民民主，全面推進(jìn)依法治國(guó)，積極發(fā)展社會(huì)主義先進(jìn)文化，突出保障和改善民生，集中力量實(shí)施脫貧攻堅(jiān)戰(zhàn)，大力推進(jìn)生態(tài)文明建設(shè)，堅(jiān)決維護(hù)國(guó)家安全，防范化解重大風(fēng)險(xiǎn)，保持社會(huì)大局穩(wěn)定，大力度推進(jìn)國(guó)防和軍隊(duì)現(xiàn)代化建設(shè)，全方位開展中國(guó)特色大國(guó)外交，全面推進(jìn)黨的建設(shè)新的偉大工程。如期打贏脫貧攻堅(jiān)戰(zhàn)，完成全面建成小康社會(huì)的歷史任務(wù)，實(shí)現(xiàn)第一個(gè)百年奮斗目標(biāo)，邁上全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家新征程，向第二個(gè)百年奮斗目標(biāo)進(jìn)軍。隆重慶祝中國(guó)共產(chǎn)黨成立100周年、中華人民共和國(guó)成立70周年，制定第三個(gè)歷史決議，在全黨開展黨史學(xué)習(xí)教育，號(hào)召全黨學(xué)習(xí)和踐行偉大建黨精神。堅(jiān)持人民至上、生命至上，開展抗擊新冠肺炎疫情人民戰(zhàn)爭(zhēng)、總體戰(zhàn)、阻擊戰(zhàn)，最大限度保護(hù)了人民生命安全和身體健康。依照憲法和基本法有效實(shí)施對(duì)特別行政區(qū)的全面管治權(quán)，落實(shí)“愛國(guó)者治港”原則，香港局勢(shì)實(shí)現(xiàn)由亂到治的重大轉(zhuǎn)折。堅(jiān)持一個(gè)中國(guó)原則和“九二共識(shí)”，展示了我們維護(hù)國(guó)家主權(quán)和領(lǐng)土完整、反對(duì)“臺(tái)獨(dú)”的堅(jiān)強(qiáng)決心和強(qiáng)大能力。堅(jiān)持國(guó)家利益為重、國(guó)內(nèi)政治優(yōu)先，保持戰(zhàn)略定力，發(fā)揚(yáng)斗爭(zhēng)精神，在斗爭(zhēng)中維護(hù)國(guó)家尊嚴(yán)和核心利益，牢牢掌握了我國(guó)發(fā)展和安全主動(dòng)權(quán)。5年來，以習(xí)近平同志為核心的黨中央審時(shí)度勢(shì)、守正創(chuàng)新，敢于斗爭(zhēng)、善于斗爭(zhēng)，團(tuán)結(jié)帶領(lǐng)全黨全軍全國(guó)各族人民有效應(yīng)對(duì)嚴(yán)峻復(fù)雜的國(guó)際形勢(shì)和接踵而至的巨大風(fēng)險(xiǎn)挑戰(zhàn)，以?shī)^發(fā)有為的精神把新時(shí)代中國(guó)特色社會(huì)主義不斷推向前進(jìn)，攻克了許多長(zhǎng)期沒有解決的難題，辦成了許多事關(guān)長(zhǎng)遠(yuǎn)的大事要事，推動(dòng)黨和國(guó)家事業(yè)取得舉世矚目的重大成就。

全會(huì)強(qiáng)調(diào)，黨的十九大以來5年黨和國(guó)家事業(yè)的重大成就，是在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下、在習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想指引下全黨全國(guó)各族人民團(tuán)結(jié)奮斗取得的。黨確立習(xí)近平同志黨中央的核心、全黨的核心地位，確立習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想的指導(dǎo)地位，反映了全黨全軍全國(guó)各族人民共同心愿，對(duì)新時(shí)代黨和國(guó)家事業(yè)發(fā)展、對(duì)推進(jìn)中華民族偉大復(fù)興歷史進(jìn)程具有決定性意義。全黨要深刻領(lǐng)悟“兩個(gè)確立”的決定性意義，增強(qiáng)“四個(gè)意識(shí)”、堅(jiān)定“四個(gè)自信”、做到“兩個(gè)維護(hù)”，更加緊密地團(tuán)結(jié)在以習(xí)近平同志為核心的黨中央周圍，全面貫徹習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想，踔厲奮發(fā)、勇毅前行，為全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家、全面推進(jìn)中華民族偉大復(fù)興而團(tuán)結(jié)奮斗。

全會(huì)總結(jié)了黨的十九屆中央紀(jì)律檢查委員會(huì)的工作。一致認(rèn)為，在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，各級(jí)紀(jì)律檢查委員會(huì)忠實(shí)履行黨章賦予的職責(zé)，堅(jiān)決貫徹黨的自我革命戰(zhàn)略部署和全面從嚴(yán)治黨戰(zhàn)略方針，持之以恒落實(shí)中央八項(xiàng)規(guī)定精神，嚴(yán)明政治紀(jì)律和政治規(guī)矩，堅(jiān)決維護(hù)黨中央權(quán)威和集中統(tǒng)一領(lǐng)導(dǎo)，強(qiáng)化政治監(jiān)督，深化政治巡視，推動(dòng)落實(shí)全面從嚴(yán)治黨政治責(zé)任，整治群眾身邊的不正之風(fēng)和腐敗問題，一體推進(jìn)不敢腐、不能腐、不想腐，推動(dòng)反腐敗斗爭(zhēng)取得壓倒性勝利并全面鞏固，完善黨和國(guó)家監(jiān)督體系，深化紀(jì)檢監(jiān)察體制改革，提高規(guī)范化法治化正規(guī)化水平，建設(shè)忠誠(chéng)干凈擔(dān)當(dāng)?shù)募o(jì)檢監(jiān)察隊(duì)伍，紀(jì)檢監(jiān)察工作高質(zhì)量發(fā)展取得新成效。

全會(huì)按照黨章規(guī)定，決定遞補(bǔ)中央委員會(huì)候補(bǔ)委員馬國(guó)強(qiáng)、王寧、王偉中為中央委員會(huì)委員。

全會(huì)審議并通過了中共中央紀(jì)律檢查委員會(huì)關(guān)于傅政華、沈德詠、李佳、張敬華嚴(yán)重違紀(jì)違法問題的審查報(bào)告，確認(rèn)中央政治局之前作出的給予傅政華、沈德詠、張敬華開除黨籍處分，給予李佳撤銷黨內(nèi)職務(wù)處分。

全會(huì)分析了當(dāng)前形勢(shì)和任務(wù)，深入討論了新時(shí)代新征程堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義、全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家的若干重大問題，為召開黨的第二十次全國(guó)代表大會(huì)作了充分準(zhǔn)備。

Plenum makes full preparation for 20th CPC National Congress

The 19th Central Committee of the Communist Party of China (CPC) concluded its seventh plenary session in Beijing on Wednesday with a communique issued.
Xi Jinping, general secretary of the CPC Central Committee, made an important speech at the four-day session, which was presided over by the Political Bureau of the CPC Central Committee.
It was decided at the plenary session that the 20th CPC National Congress will open on Oct. 16 in Beijing, according to the communique.
Entrusted by the Political Bureau of the CPC Central Committee, Xi delivered a work report to the plenum.
The plenary session also discussed and adopted a report to be made by the 19th CPC Central Committee to the 20th CPC National Congress, a work report of the 19th CPC Central Commission for Discipline Inspection (CCDI) to the congress, and an amendment to the CPC Constitution.
The three documents will be submitted to the upcoming congress for examination and deliberation, read the communique.
During the session, Xi delivered explanatory remarks on the draft report by the 19th CPC Central Committee to the 20th CPC National Congress. Wang Huning made explanations on the draft amendment to the CPC Constitution.
It was noted at the session that over the past year, confronted with a complex and challenging international situation and demanding tasks of advancing reform, promoting development, and maintaining stability at home, the Political Bureau of the CPC Central Committee has fully implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and united and led the whole Party, the armed forces and the people of all ethnic groups in securing new and major achievements in the undertakings of the Party and the state, creating favorable conditions for convening the 20th CPC National Congress.
The past five years since the 19th CPC National Congress have been unusual and extraordinary, said the communique.
Over the past five years, the CPC Central Committee with Comrade Xi Jinping at its core has held high the banner of socialism with Chinese characteristics, and united and led the whole Party, the armed forces and the people of all ethnic groups in completing the historic mission of building a moderately prosperous society in all respects and thus realizing the first centenary goal, and in embarking on a new journey toward building a modern socialist country in all respects and advancing toward the second centenary goal, the communique said.
Over the past five years, the CPC Central Committee with Comrade Xi Jinping at its core has united and led the whole Party, the armed forces and the people of all ethnic groups in effectively coping with the grave and complex international situation and a series of major risks and challenges, and pushing forward socialism with Chinese characteristics for a new era in an energetic manner, according to the communique.
Many tough problems that remained unsolved for a long time have been solved, many things of vital importance and long-term significance have been accomplished, and major achievements that captured the attention of the world have been scored in the cause of the Party and the country, the communique said.
The communique noted that these major achievements have been the result of concerted efforts of all Party members and all Chinese people under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, and the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
It emphasized that, the Party has established Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and has defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. This reflects the common will of the Party, the armed forces, and the Chinese people of all ethnic groups, and is of decisive significance for advancing the cause of the Party and the country in the new era and for driving forward the historic process of great national rejuvenation.
The session took stock of the work of the 19th CPC CCDI, noting that discipline inspection commissions at all levels, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, had resolutely implemented the Party's strategic decisions of self-reform and full, rigorous self-governance.
An overwhelming victory has been achieved in the fight against corruption, and this has been consolidated across the board, it read.
The session analyzed the current situation and the tasks, and hosted in-depth discussion on major issues including upholding and developing socialism with Chinese characteristics on the new journey in the new era, and building a modern socialist country in all respects. It made full preparation for the upcoming 20th CPC National Congress, the communique said.
The seventh plenary session of the 19th CPC Central Committee opened in Beijing on Oct. 9, with 199 full members and 159 alternate members present. Members of the CCDI and leading officials of related departments were also present in a non-voting capacity.
In accordance with the CPC Constitution, the session decided to admit Ma Guoqiang, Wang Ning and Wang Weizhong as full members to the 19th CPC Central Committee. They had been alternate members of the committee.
The session also endorsed the expulsion of Fu Zhenghua, Shen Deyong and Zhang Jinghua from the CPC, as was decided by the Political Bureau of the CPC Central Committee, as well as the punishment on Li Jia, who was removed from his post in the Party.
