為助力特困行業(yè)紓困穩(wěn)崗，有效對(duì)沖疫情影響，人力資源社會(huì)保障部辦公廳和國(guó)家稅務(wù)總局辦公廳近日發(fā)布通知，對(duì)特困行業(yè)階段性實(shí)施緩繳養(yǎng)老保險(xiǎn)、失業(yè)保險(xiǎn)和工傷保險(xiǎn)費(fèi)政策。通知明確，緩繳適用于餐飲、零售、旅游、民航、公路水路鐵路運(yùn)輸企業(yè)三項(xiàng)社保費(fèi)的單位應(yīng)繳納部分。

The central government will allow companies to defer some insurance payments to support their business and those who face losing their jobs due to the effects of the COVID-19 epidemic. The Ministry of Human Resources and Social Security and State Taxation Administration has released a notice allowing companies in five sectors including catering, retail, tourism and transportation to defer the payment of their employees' insurance for pensions, unemployment and work-related injury.

5月5日召開(kāi)國(guó)務(wù)院常務(wù)會(huì)議指出，量大面廣的中小微企業(yè)和個(gè)體工商戶是穩(wěn)經(jīng)濟(jì)的重要基礎(chǔ)、穩(wěn)就業(yè)的主力支撐，當(dāng)前相關(guān)市場(chǎng)主體困難明顯增多，要落實(shí)黨中央、國(guó)務(wù)院部署，加大幫扶力度。會(huì)議指出，要抓緊把已確定的退稅減稅降費(fèi)、緩繳社保費(fèi)、物流保通保暢、推動(dòng)企業(yè)復(fù)工達(dá)產(chǎn)等政策舉措落實(shí)到位。

對(duì)特困行業(yè)階段性實(shí)施緩繳養(yǎng)老保險(xiǎn)、失業(yè)保險(xiǎn)和工傷保險(xiǎn)費(fèi)政策是黨中央、國(guó)務(wù)院統(tǒng)籌推進(jìn)疫情防控和經(jīng)濟(jì)社會(huì)發(fā)展，對(duì)目前生產(chǎn)經(jīng)營(yíng)遇到特殊困難行業(yè)進(jìn)行精準(zhǔn)支持幫扶的重要舉措。據(jù)測(cè)算，上述緩繳費(fèi)款政策可以為企業(yè)和個(gè)人增加800多億元的現(xiàn)金流，對(duì)緩解這些行業(yè)特別是中小微企業(yè)、個(gè)體工商戶的資金壓力、穩(wěn)定就業(yè)、共渡難關(guān)，起到重要的支撐作用。
