>Guideline on establishing unified domestic market
加快建設(shè)全國(guó)統(tǒng)一大市場(chǎng)頂層設(shè)計(jì)出爐

China has released a guideline on accelerating the establishment of a unified domestic market that is highly efficient, rules-based, fair for competition, and open. China aims to promote the efficient circulation and expansion of the domestic market, foster a stable, fair, transparent, and predictable business environment, and reduce market transaction costs. It further aims to boost sci-tech innovation and industrial upgrade, and cultivate new advantages for participating in international competition and cooperation, said the guideline, jointly issued by the Communist Party of China Central Committee and the State Council.
《中共中央 國(guó)務(wù)院關(guān)于加快建設(shè)全國(guó)統(tǒng)一大市場(chǎng)的意見(jiàn)》近日發(fā)布。意見(jiàn)明確，加快建設(shè)高效規(guī)范、公平競(jìng)爭(zhēng)、充分開(kāi)放的全國(guó)統(tǒng)一大市場(chǎng)。持續(xù)推動(dòng)國(guó)內(nèi)市場(chǎng)高效暢通和規(guī)模拓展，加快營(yíng)造穩(wěn)定公平透明可預(yù)期的營(yíng)商環(huán)境，進(jìn)一步降低市場(chǎng)交易成本，促進(jìn)科技創(chuàng)新和產(chǎn)業(yè)升級(jí)，培育參與國(guó)際競(jìng)爭(zhēng)合作新優(yōu)勢(shì)。

Efforts will be made to improve a unified property rights protection system, implement a unified market access system, and optimize a unified social credit system.
推動(dòng)完善統(tǒng)一的產(chǎn)權(quán)保護(hù)制度，實(shí)行統(tǒng)一的市場(chǎng)準(zhǔn)入制度，健全統(tǒng)一的社會(huì)信用制度。

>China moves to promote employment of people with disabilities
國(guó)辦印發(fā)《促進(jìn)殘疾人就業(yè)三年行動(dòng)方案》

China will take measures to promote the employment of people with disabilities from 2022 to 2024, in a bid to realize adequate and relatively high-quality employment for the group during the 14th Five-Year Plan period (2021-2025). An action plan issued by the General Office of the State Council aims to achieve employment for 1 million people with disabilities, enhance the group's ability to find jobs or start businesses, and better safeguard their rights and interests.
日前，國(guó)務(wù)院辦公廳印發(fā)《促進(jìn)殘疾人就業(yè)三年行動(dòng)方案（2022－2024年）》，對(duì)當(dāng)前和今后一個(gè)時(shí)期加快推進(jìn)殘疾人就業(yè)工作，實(shí)現(xiàn)“十四五”時(shí)期殘疾人較為充分較高質(zhì)量的就業(yè)目標(biāo)作出部署?！缎袆?dòng)方案》提出，2022－2024年共實(shí)現(xiàn)全國(guó)城鄉(xiāng)新增殘疾人就業(yè)100萬(wàn)人，殘疾人就業(yè)創(chuàng)業(yè)能力持續(xù)提升，殘疾人就業(yè)權(quán)益得到更好保障。

The action plan also defines supporting conditions in terms of policy, funding, information and organizations, and proposes the launch of a publicity campaign to raise awareness.
《行動(dòng)方案》明確了政策、資金、信息和組織等方面的保障條件，提出開(kāi)展“2022殘疾人就業(yè)宣傳年”活動(dòng)。

>China unveils plan to boost healthcare for women, children
到2030年每千名兒童有望擁有兒科執(zhí)業(yè)(助理)醫(yī)生達(dá)到1.12名

China's National Health Commission has unveiled an implementation plan to achieve a range of major targets in boosting healthcare for women and children by 2030.
國(guó)家衛(wèi)生健康委近日印發(fā)《國(guó)家衛(wèi)生健康委關(guān)于貫徹2021-2030年中國(guó)婦女兒童發(fā)展綱要的實(shí)施方案》。

The average number of practicing pediatricians and beds in medical institutions per 1,000 children will be raised to 1.12 and 3.17 respectively, according to the plan.
方案指出，到2030年，每千名兒童擁有兒科執(zhí)業(yè)(助理)醫(yī)生達(dá)到1.12名、床位增至3.17張。

By then, the ratio of eligible women who receive cervical cancer screening will surpass 70 percent, while the rate of mother-to-child transmission of HIV/AIDS will be reduced to below 2 percent, the plan said.
適齡婦女宮頸癌人群篩查率達(dá)到70%以上, 艾滋病母嬰傳播率下降到2%以下。

>World food prices soar to record highs
全球3月食品價(jià)格指數(shù)創(chuàng)30余年新高

World food commodity prices made a significant leap in March to reach their highest levels, as the conflict between Russia and Ukraine continues to push up energy costs and cause supply chain slowdowns.
由于俄烏沖突持續(xù)，推高能源成本并導(dǎo)致供應(yīng)鏈放緩，3月份全球食品價(jià)格大漲，創(chuàng)30余年新高。

The monthly food price index, released Friday by the United Nations Food and Agriculture Organization (FAO), rose 12.6 percent to reach 159.3 points in March, compared to a baseline of 100 points in 2014-2016 (adjusted for inflation.) This is by far the highest total in the history of the index, which was launched in its current form in 1990.
聯(lián)合國(guó)糧食及農(nóng)業(yè)組織4月8日發(fā)布的3月食品價(jià)格指數(shù)（2014-2016年=100）達(dá)到159.3點(diǎn)，比2月增長(zhǎng)12.6%，為1990年開(kāi)始編制指數(shù)以來(lái)的最高值。

All of the five sub-categories in the index rose, with prices for grains and cereals - the largest component in the index - climbing a stunning 17.1 percent.

The UN organization said the main factor behind this rise is that Russia and Ukraine are both major producers of wheat and coarse grains.
