近日，國(guó)務(wù)院正式批復(fù)《北部灣城市群建設(shè)“十四五”實(shí)施方案》。批復(fù)要求，北部灣城市群建設(shè)要以西部陸海新通道為依托，深度對(duì)接長(zhǎng)江經(jīng)濟(jì)帶發(fā)展、粵港澳大灣區(qū)建設(shè)等區(qū)域重大戰(zhàn)略，協(xié)同推進(jìn)海南自由貿(mào)易港建設(shè)，融入共建“一帶一路”。

A blueprint for the Beibu Gulf urban cluster during the 14th Five-Year Plan period (2021-2025) was approved by the State Council according to a circular issued last week. Based on the New Land-Sea Corridor in West China, construction of the cluster should be connected with development of the Yangtze River Economic Belt, construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and other major regional strategies. It should also play a coordinated role in the construction of Hainan Free Trade Port and contribute to the Belt and Road Initiative , according to the circular.

2022年3月，國(guó)務(wù)院批復(fù)同意北部灣城市群建設(shè)“十四五”實(shí)施方案。批復(fù)要求，北部灣城市群建設(shè)要以西部陸海新通道為依托，深度對(duì)接長(zhǎng)江經(jīng)濟(jì)帶發(fā)展、粵港澳大灣區(qū)建設(shè)等區(qū)域重大戰(zhàn)略，協(xié)同推進(jìn)海南自由貿(mào)易港建設(shè)，融入共建“一帶一路”，積極拓展全方位開放合作，大力發(fā)展向海經(jīng)濟(jì)，加快建設(shè)藍(lán)色海灣城市群，在推動(dòng)城市群高質(zhì)量發(fā)展上闖出新路子，在服務(wù)和融入新發(fā)展格局上展現(xiàn)新作為，在推動(dòng)綠色發(fā)展上邁出新步伐，在維護(hù)邊疆海疆安寧上彰顯新?lián)?dāng)。

China will continue to expand high-standard opening-up, steadily advance institutional opening-up that covers rules, management and standards, deliver national treatment for foreign businesses, and promote high-quality Belt and Road cooperation. With the entry into force of the Regional Comprehensive Economic Partnership Agreement (RCEP) on 1 January this year, China will faithfully fulfill its obligations and deepen economic and trade ties with other RCEP parties.

要推動(dòng)城市組團(tuán)式發(fā)展，形成多中心、多層級(jí)、多節(jié)點(diǎn)的網(wǎng)絡(luò)型城市群結(jié)構(gòu)。城市之間既要加強(qiáng)互聯(lián)互通，也要有必要的生態(tài)和安全屏障。

We should develop city clusters and form polycentric, multi-level, and multi-node urban agglomeration networks. There must not only be strong interconnections between cities, but also necessary ecological and security barriers.
