中共中央辦公廳、國(guó)務(wù)院辦公廳、中央軍委辦公廳日前印發(fā)《關(guān)于加強(qiáng)新時(shí)代烈士褒揚(yáng)工作的意見(jiàn)》?！兑庖?jiàn)》明確，要大力宣傳弘揚(yáng)英烈事跡和精神；要突出解決烈屬家庭后續(xù)生活保障、救助幫扶援助等實(shí)際問(wèn)題，優(yōu)化烈屬住房、養(yǎng)老、醫(yī)療、就業(yè)、教育、司法等服務(wù)專項(xiàng)優(yōu)待內(nèi)容。

Chinese authorities have called for more measures to publicize martyrs' deeds and support the lives of martyrs' families, said a recent guideline issued by the general offices of the Communist Party of China Central Committee, the State Council, and the Central Military Commission. The document urged efforts to improve preferential treatment for martyrs' families in housing, elderly care, medical care, employment, education, and judicial service.

褒揚(yáng)烈士、弘揚(yáng)烈士精神、撫恤優(yōu)待烈士遺屬，是我們黨和國(guó)家的優(yōu)良傳統(tǒng)，也是愛(ài)國(guó)主義教育的重要組成部分。黨的十八大以來(lái)，烈士褒揚(yáng)工作取得長(zhǎng)足發(fā)展。2014年8月31日，十二屆全國(guó)人大常委會(huì)第十次會(huì)議通過(guò)《關(guān)于設(shè)立烈士紀(jì)念日的決定》，將9月30日設(shè)立為烈士紀(jì)念日。

此次《關(guān)于加強(qiáng)新時(shí)代烈士褒揚(yáng)工作的意見(jiàn)》是為推動(dòng)新時(shí)代烈士褒揚(yáng)工作創(chuàng)新發(fā)展而出臺(tái)的。《意見(jiàn)》堅(jiān)持問(wèn)題導(dǎo)向和系統(tǒng)思維，從以下幾方面進(jìn)行了系統(tǒng)部署：一是健全烈士褒揚(yáng)工作體系，構(gòu)建以法律法規(guī)為基礎(chǔ)、部門規(guī)章為支撐、政策文件相配套的烈士褒揚(yáng)制度體系。二是做好關(guān)心關(guān)愛(ài)烈屬工作，細(xì)化烈屬待遇保障、榮譽(yù)激勵(lì)、人文關(guān)懷、就業(yè)創(chuàng)業(yè)、教育優(yōu)待等一系列強(qiáng)化烈屬服務(wù)保障和提高社會(huì)地位的優(yōu)待政策。三是加強(qiáng)烈士紀(jì)念設(shè)施建設(shè)管護(hù)，提出烈士紀(jì)念設(shè)施規(guī)劃建設(shè)和提質(zhì)改造，烈士紀(jì)念設(shè)施規(guī)范管理和標(biāo)準(zhǔn)化建設(shè)，發(fā)揮烈士紀(jì)念設(shè)施紅色教育主陣地作用，促進(jìn)境外烈士褒揚(yáng)工作發(fā)展的一系列措施。四是宣傳弘揚(yáng)英烈精神，從培育尊崇英烈社會(huì)風(fēng)尚、講好英烈故事、廣泛開展英烈紀(jì)念、持續(xù)做好為烈士尋親、切實(shí)加強(qiáng)英烈保護(hù)等方面綜合施策。五是強(qiáng)化烈士褒揚(yáng)工作保障，強(qiáng)調(diào)了加強(qiáng)對(duì)烈士褒揚(yáng)工作的組織領(lǐng)導(dǎo)、經(jīng)費(fèi)保障、信息化支撐、人才隊(duì)伍建設(shè)等有關(guān)要求。
