近期，國務(wù)院批復(fù)了《河南鄭州等地特大暴雨洪澇災(zāi)害災(zāi)后恢復(fù)重建總體規(guī)劃》（以下簡稱《總體規(guī)劃》）。2021年7月中下旬，河南多地持續(xù)遭遇歷史罕見的極端強降雨天氣，引發(fā)特大暴雨洪澇災(zāi)害，給經(jīng)濟社會發(fā)展和人民群眾生命財產(chǎn)安全造成重大損失?！犊傮w規(guī)劃》提出的近期目標是，經(jīng)過一年的努力，基本完成影響防洪的水毀水利工程修復(fù)，基本完成損壞房屋修繕加固和村民自建住房原址重建，優(yōu)先恢復(fù)醫(yī)院等公共服務(wù)設(shè)施和交通、能源、通信等重點基礎(chǔ)設(shè)施到災(zāi)前水平。

China's State Council has approved an overall plan for recovery and reconstruction work in flood-hit regions in Central China's Henan province after torrential rains in July last year caused heavy casualties and property losses. The plan aims to basically finish the restoration of water conservancy projects, repair damaged houses and reconstruct self-built houses by rural residents following a year's work. By then, basic infrastructure for areas including transportation, energy and communications, as well as medical care services should be basically restored to pre-disaster levels.

《總體規(guī)劃》以保障安全和改善民生為核心，遵循“尊重自然、系統(tǒng)謀劃、立足當前、著眼長遠”的基本要求，從居民住房、基礎(chǔ)設(shè)施、城市內(nèi)澇治理、公共服務(wù)、產(chǎn)業(yè)恢復(fù)振興、生態(tài)環(huán)境、應(yīng)急管理等7個方面提出了災(zāi)后恢復(fù)重建任務(wù)，明確了重要時間節(jié)點和階段性目標。提出經(jīng)過三年的努力，全面完成災(zāi)后恢復(fù)重建任務(wù)，防災(zāi)減災(zāi)能力得到顯著提升，災(zāi)區(qū)生產(chǎn)生活條件和經(jīng)濟社會發(fā)展水平全面恢復(fù)并超過災(zāi)前水平。

While making effective flood control and disaster relief efforts, local authorities should at the same time carefully plan the reconstruction to restore production and help people return to their normal life as soon as possible. Serious efforts must be made to assist the flood-affected poor residents so that they will not fall back into poverty because of the disasters.

各地區(qū)各有關(guān)部門要在抓好防汛救災(zāi)各項工作的同時，精心謀劃災(zāi)后重建，盡快恢復(fù)生產(chǎn)生活秩序。要認真做好受災(zāi)困難群眾幫扶救助，防止因災(zāi)致貧返貧。
