　　談經(jīng)濟(jì)增長(zhǎng)

　　實(shí)現(xiàn)5.5%左右的增長(zhǎng)，這是在高水平上的穩(wěn)，實(shí)質(zhì)上就是進(jìn)，是不容易的。今年的舉措是立足當(dāng)前、著眼長(zhǎng)遠(yuǎn)的，決不預(yù)支未來(lái)，是可持續(xù)的。

　　China has set its economic growth target at around 5.5 percent for 2022. A slower growth on the surface actually now carries more weight. The policies set for this year are also sustainable and have taken into account long-term development needs.

　　談烏克蘭局勢(shì)

　　愿意和國(guó)際社會(huì)一道為重返和平發(fā)揮積極的作用。一切有利于和平解決危機(jī)的努力我們都支持和鼓勵(lì)。

　　China supports all efforts to resolve the Ukraine crisis by peaceful means, and is willing to work with the international community to play a positive role for an early return of peace in the country.

　　談減稅降費(fèi)

　　從我們這幾年的實(shí)踐看，減稅降費(fèi)效果最直接、公平、有效率。如果效果好，我們還會(huì)加大力度。

　　Tax, fee cuts and tax refunds are the most direct, fair and effective measures to help businesses and to steady the overall economy, and the government will scale up such efforts if they deliver positive outcomes.

　　所謂水深魚(yú)歸、水多魚(yú)多，這是涵養(yǎng)了稅源，培育壯大了市場(chǎng)主體。

　　It's like building a deeper pool to farm more fish. Our tax and fee cut and refund measures have helped to nurture business growth and create more sources of tax revenue.

　　談地方財(cái)政

　　今年中央對(duì)地方的轉(zhuǎn)移支付增幅是多年來(lái)少有的，增長(zhǎng)18%，總規(guī)模達(dá)到9.8萬(wàn)億。

　　This year, the central government's transfer payments to local governments is likely to increase by 18 percent compared with last year to 9.8 trillion yuan ($1.55 trillion).

　　談香港疫情

     中央政府每天都在關(guān)注著香港的疫情，十分惦念香港市民的生命健康和安全。

　　The central government follows the COVID-19 situation developments in Hong Kong every day and has deep concern for the life, health and safety of residents in Hong Kong.

　　特區(qū)政府要負(fù)起抗疫的主體責(zé)任，中央政府會(huì)全力支持抗疫。

　　The government of the Hong Kong Special Administrative Region (HKSAR) should assume the primary responsibility in fighting COVID-19 and the central government will give its full support.

　　談“動(dòng)態(tài)清零”

　　我們會(huì)根據(jù)疫情的形勢(shì)變化和病毒的特點(diǎn)，使防控更加科學(xué)精準(zhǔn)，保障人民生命健康，保障正常生產(chǎn)生活秩序，保障產(chǎn)業(yè)鏈供應(yīng)鏈的安全。

　　China will continue to make its COVID-19 response more scientific and targeted based on the epidemic situation and new developments and features of the virus.

　　China will prevent and control the epidemic to protect people's life, health and safety to keep up the normal running of work and life, and ensure security of industrial and supply chains.

　　談優(yōu)化營(yíng)商環(huán)境

　　政府必須進(jìn)行刀刃向內(nèi)的改革，不能讓政府部門(mén)圍繞著自己的權(quán)力在轉(zhuǎn)，而要通過(guò)改革，讓市場(chǎng)主體層出不窮、生機(jī)勃勃。

　　This requires the government to pursue self-targeted reform to show that government power is not about departments or other interests but to help market entities flourish.

　　談“放管服”

　　這些年我們持續(xù)推進(jìn)市場(chǎng)化改革、推進(jìn)“放管服”改革，有1000多項(xiàng)行政許可被下放或取消，非行政許可退出歷史舞臺(tái)。

　　China has streamlined administration, delegated power, improved regulation and upgraded services to improve its business environment.

　　Over 1,000 items for administrative approval had been canceled or delegated to lower-level authorities, and all items for non-administrative approval had been eliminated.

　　“放”“管”是并行的，“放”不是放責(zé)，“管”是政府必須履行的職責(zé)?！胺拧币膊皇欠湃危瑢?duì)那些假冒偽劣、坑蒙拐騙等行為要堅(jiān)決打擊，尤其是對(duì)一些涉及人民生命健康和群眾利益的，像食品藥品、安全生產(chǎn)、金融等領(lǐng)域，要加強(qiáng)監(jiān)管，違規(guī)違法的必須懲處。

　　China will strengthen supervision over sectors that are closely related to the health and interests of the people, and will improve oversight and regulation of new business models and forms to enable all market entities to compete and develop in a fair and just environment.

　　談中美關(guān)系

　　既然雙方互相打開(kāi)了大門(mén)，就不應(yīng)再關(guān)上，更不能脫鉤。中美合作對(duì)兩國(guó)、對(duì)世界都有益。中方愿同美方一道擇寬處行，謀長(zhǎng)久利。

　　Now that the door has been opened, it shouldn't be shut again, nor should there be decoupling. China-US cooperation benefits both countries and the world, and there should be more dialogue and communication between the two countries.

　　談困難行業(yè)

　　我們扶持這些特殊困難行業(yè)，不僅是讓他們挺過(guò)去，而且也是讓人民群眾的生活有溫度，讓我們的經(jīng)濟(jì)能夠顯示更多生機(jī)。

　　Our policy support for these industries in special difficulty is not just about providing these industries with timely help, it will also help bring greater warmth to our people's lives and add greater vibrancy to China's economy.

　　談兩岸關(guān)系

　　兩岸同胞說(shuō)到底是一家人，手足親情任何時(shí)候是割不斷的，我們?cè)敢饫^續(xù)同廣大臺(tái)灣同胞分享發(fā)展機(jī)遇，對(duì)來(lái)大陸發(fā)展的臺(tái)灣同胞提供同等待遇，為他們辦實(shí)事、做好事、解難事。只要兩岸同胞和衷共濟(jì)、團(tuán)結(jié)向前，就一定能夠推動(dòng)兩岸關(guān)系和平發(fā)展，共享中華民族復(fù)興的福祉。

　　Compatriots on both sides of the Taiwan Straits are members of one big family and this fraternal bond can never be severed. The mainland will continue to share development opportunities with Taiwan compatriots and provide those coming to work and live on the mainland equal treatment. We will also take concrete measures and help them solve difficulties.

　　When the people on both sides of the Straits come together and forge ahead in unity, we will be able to promote the peaceful growth of cross-Straits relations and share the benefits of the rejuvenation of the Chinese nation.

　　談保障和改善民生

　　政府的職責(zé)就是要順應(yīng)民心，給人民排憂解難，讓人民過(guò)好日子。今年要實(shí)施身份證電子化。也要為那些不用智能手機(jī)的人特別是老人提供便利，還要保障公民的信息安全和隱私。

　　It's the responsibility of the government to follow the aspiration of the people, help them resolve concerns and difficulties and enable them to live a better life. One policy this year is to make electronic ID cards. We'll also provide more convenience for elderly people who do not use smartphones regularly. At the same time, we'll also protect information security and individual privacy.

　　談保障人民群眾合法權(quán)益

　　最近，有的地方發(fā)生了嚴(yán)重侵害婦女權(quán)益的事件，我們不僅為受害者痛心，也對(duì)此事十分氣憤。對(duì)漠視群眾權(quán)益的，要堅(jiān)決追責(zé)問(wèn)責(zé)，對(duì)那些拐賣(mài)婦女兒童的犯罪行為要嚴(yán)厲打擊，嚴(yán)懲不貸。

　　The recent incident involving the gross violation of one woman's rights and interests was indeed deeply distressing and we feel indignant about it. Those who disregard people's pain and suffering must be held accountable, and those involved in trafficking women must be brought to justice and prosecuted to the full extent of law.

　　談對(duì)外開(kāi)放

　　無(wú)論國(guó)際風(fēng)云如何變幻，中國(guó)都會(huì)堅(jiān)定不移地?cái)U(kuò)大開(kāi)放。長(zhǎng)江、黃河不會(huì)倒流。只要是有利于擴(kuò)大高水平開(kāi)放的事情，我們都愿意積極去做。中國(guó)對(duì)外開(kāi)放40多年了，發(fā)展了自己，造福了人民，也有利于世界。這是個(gè)機(jī)遇的大門(mén)，我們決不會(huì)也決不能把它關(guān)上。

　　China will maintain the course of wider openness, no matter how the international environment may change, just as the course of the Yangtze and Yellow rivers will not be reversed. Anything that is conducive to expanding high-level opening-up, we will go for it. It has been 40 years since China began on this journey, opening-up has brought benefits to the country, its people and the world. We will not and must not close this door of opportunity.
