中共中央辦公廳、國務(wù)院辦公廳、中央軍委辦公廳日前印發(fā)《“十四五”退役軍人服務(wù)和保障規(guī)劃》，對“十四五”時(shí)期做好退役軍人工作作出部署安排?！兑?guī)劃》部署了深化退役軍人安置制度改革、全面促進(jìn)退役軍人就業(yè)創(chuàng)業(yè)等八個(gè)方面的重點(diǎn)任務(wù)。

China has issued a plan to further bolster the development of services and support for retired servicemen during the 14th Five-Year Plan period (2021-2025). The plan, jointly issued by the general offices of the Communist Party of China (CPC) Central Committee, the State Council and the Central Military Commission, outlines eight measures including reforming the assistance system for veterans and supporting their employment and entrepreneurship.

退役軍人為國防和軍隊(duì)建設(shè)作出了重要貢獻(xiàn)，是社會(huì)主義現(xiàn)代化建設(shè)的重要力量。做好退役軍人工作是我們黨一以貫之的優(yōu)良傳統(tǒng)。

《“十四五”退役軍人服務(wù)和保障規(guī)劃》提出“十四五”時(shí)期退役軍人工作的六項(xiàng)目標(biāo)，即政治引領(lǐng)作用充分發(fā)揮、安置就業(yè)質(zhì)量全面提高、撫恤優(yōu)待制度更加健全、合法權(quán)益得到有力維護(hù)、服務(wù)保障能力明顯提升、尊崇尊重氛圍不斷濃厚。

為實(shí)現(xiàn)上述目標(biāo)，《規(guī)劃》部署了以下重點(diǎn)任務(wù)：一是完善退役軍人事務(wù)管理體系，二是強(qiáng)化退役軍人思想政治引領(lǐng)，三是深化退役軍人安置制度改革，四是全面促進(jìn)退役軍人就業(yè)創(chuàng)業(yè)，五是積極提升軍休服務(wù)管理水平，六是健全撫恤優(yōu)待保障制度，七是深入推進(jìn)英雄烈士褒揚(yáng)紀(jì)念，八是充分發(fā)揮雙擁工作政治優(yōu)勢。

要堅(jiān)持以人民為中心的發(fā)展思想，兜住民生底線，落實(shí)就業(yè)優(yōu)先戰(zhàn)略和積極的就業(yè)政策，突出做好高校畢業(yè)生、退役軍人、農(nóng)民工、城鎮(zhèn)困難人員等重點(diǎn)群體就業(yè)工作。

Authorities should adhere to the people-centered development philosophy and ensure the bottom line of people's livelihood. Efforts should be made to implement pro-employment policies and facilitate the employment of key groups such as college graduates, veterans, rural migrant workers and urban people facing difficulties.
