1月9日，國(guó)務(wù)委員兼外長(zhǎng)王毅在科倫坡同斯里蘭卡總統(tǒng)戈塔巴雅、總理馬欣達(dá)共同出席中斯建交65周年暨《米膠協(xié)定》簽署70周年慶?；顒?dòng)啟動(dòng)儀式。

Chinese State Councilor and Foreign Minister Wang Yi, during his visit to Sri Lanka, attended a ceremony to launch a series of events marking the 65th anniversary of the establishment of diplomatic ties between China and Sri Lanka, and the 70th anniversary of the signing of the Rubber-Rice Pact on Sunday.

王毅表示，70年前，中斯兩個(gè)新生國(guó)家簽署《米膠協(xié)定》，打開(kāi)了兩國(guó)友好交往的大門(mén)，展現(xiàn)了兩國(guó)不畏強(qiáng)權(quán)的民族風(fēng)骨，也沖破了西方以意識(shí)形態(tài)劃線的冷戰(zhàn)“藩籬”?！蔼?dú)立自強(qiáng)、團(tuán)結(jié)互助的《米膠協(xié)定》精神深入人心，值得兩國(guó)進(jìn)一步傳承和弘揚(yáng)?！?/p>

He said the two countries opened the door for friendly exchanges by signing the Rubber-Rice Pact, demonstrating their national spirit in the fight against hegemony and power politics, and breaking the Cold War isolation imposed by the West. "The spirit of the pact characterized by independence, self-reliance, unity and mutual support is deeply rooted in the hearts of the two peoples, and such spirit should be carried forward.”

新中國(guó)成立之初，中國(guó)急需從國(guó)際社會(huì)進(jìn)口包括橡膠在內(nèi)的多種物資。與此同時(shí)，斯里蘭卡剛從殖民統(tǒng)治中獨(dú)立，作為出口支柱的橡膠價(jià)格暴跌，而需要進(jìn)口的大米一日三漲，在此背景下，1952年12月18日，中斯雙方簽署了《關(guān)于橡膠和大米的五年貿(mào)易協(xié)定》，為推動(dòng)兩國(guó)社會(huì)經(jīng)濟(jì)恢復(fù)和發(fā)展發(fā)揮了重要作用。中斯間貿(mào)易往來(lái)快速發(fā)展，兩國(guó)于1957年2月7日正式建交。《米膠協(xié)定》的簽署不僅開(kāi)啟了中斯在各領(lǐng)域的往來(lái)，也為新中國(guó)同其它南亞、東南亞國(guó)家開(kāi)展貿(mào)易奠定了良好的基礎(chǔ)。

今年是中斯建交65周年。65年來(lái)，斯方恪守一個(gè)中國(guó)政策，支持中方在國(guó)際地區(qū)事務(wù)中的正當(dāng)立場(chǎng)。中方也堅(jiān)定支持斯維護(hù)國(guó)家主權(quán)和獨(dú)立，支持斯方走適合本國(guó)國(guó)情的發(fā)展道路。中方為斯里蘭卡建成了首條高速公路、首條現(xiàn)代化鐵路及其它重要基礎(chǔ)設(shè)施。特別是“一帶一路”倡議提出后，斯里蘭卡最早響應(yīng)、最早參與。科倫坡港口城和漢班托塔港是雙方共建海上絲綢之路的旗艦項(xiàng)目，成為斯經(jīng)濟(jì)發(fā)展的兩大引擎，也給斯里蘭卡人民帶來(lái)實(shí)實(shí)在在的好處。
