1.46萬億元新增專項債提前下達

China's Ministry of Finance has allocated 1.46 trillion yuan from its 2022 quota for local government special bonds, as the country seeks to boost local infrastructure investment and steady economic growth for the upcoming year.
為助力地方基礎(chǔ)設(shè)施投資，穩(wěn)定經(jīng)濟增長，財政部已向各地提前下達了2022年新增專項債限額1.46萬億元。

Set to be issued and used in the first quarter, these special bonds are expected to "provide strong support for stabilizing the macroeconomic climate," Vice Minister Xu Hongcai said at a recent news conference.
財政部副部長許宏才在近日召開的政策吹風會上說，提前下達額度在明年一季度發(fā)行使用，"為穩(wěn)定宏觀經(jīng)濟大盤提供有力支撐"。

According to a guideline jointly released by the ministry and the National Development and Reform Commission, the bonds will fund projects providing significant economic and social benefits, including those in transport infrastructure, energy, ecological conservation and government-subsidized housing.
根據(jù)財政部會同國家發(fā)改委聯(lián)合印發(fā)的通知，2022年專項債券重點用于交通基礎(chǔ)設(shè)施、能源、生態(tài)環(huán)保、保障性安居工程等經(jīng)濟社會效益明顯的重大項目。

The issuance will also prioritize projects that have been incorporated into the country's 14th Five-Year Plan and other major long-term strategies for regional development.
此外，要優(yōu)先支持納入國家"十四五"規(guī)劃綱要的項目，以及納入國家重大區(qū)域發(fā)展戰(zhàn)略的重點項目。

>Greenhouse gas observation network established
首個溫室氣體觀測網(wǎng)基本建成

China's meteorological authority said the country has basically established its first greenhouse gas observation network after nearly 40 years of construction.
近日，中國氣象局發(fā)布我國第一份國家溫室氣體觀測網(wǎng)名錄，這標志著經(jīng)過近40年建設(shè)，我國首個溫室氣體觀測網(wǎng)基本建成。

The announcement came after the China Meteorological Administration released its first national greenhouse gas observation network directory, which consists of 60 high-precision observation stations covering major critical climate areas in the country.
本次發(fā)布的觀測網(wǎng)名錄包含60個覆蓋全國主要氣候關(guān)鍵區(qū)、并以高精度觀測為主的站點。

Its observation elements contain seven types of greenhouse gases specified in the Kyoto Protocol, including carbon dioxide, methane and nitrous oxide.
其觀測要素涵蓋《京都議定書》中規(guī)定的二氧化碳、甲烷、氧化亞氮等7類溫室氣體。

China is one of the first countries in the world to carry out the background observation of greenhouse gases.
我國是世界上較早開展溫室氣體本底觀測的國家之一。

In 1982, China's first regional atmospheric background monitoring station was put into use in Beijing.
1982年，國內(nèi)第一個區(qū)域大氣本底監(jiān)測站在北京投入使用。

More advanced facilities and monitoring networks will be built in the coming years to provide data support for China's fulfillment of its carbon peak and carbon neutrality commitments, said Cao Xiaozhong, a senior official at the administration.
中國氣象局官員曹曉鐘表示，未來幾年，中國將建設(shè)更先進的設(shè)施和監(jiān)測網(wǎng)絡(luò)，為中國實現(xiàn)碳達峰和碳中和承諾提供數(shù)據(jù)支持。

Coming in at over 5 percent of all emojis used for the year 2021 was “tears of joy”. The Unicode Consortium notes the only other emoji to get close was “heart”.

While the smiley/emotion category was the most popular overall, the new report breaks down nine different emoji categories by the most and least used.

The least popular subcategory? Country flags. They represent the largest collection (258 emojis), but are used the least.

Animals (mammals) are the next largest subcategory (53 emojis).

It is noteworthy the coronavirus pandemic has contributed little to the popularization of microbe emojis, which barely entered the top 500.
