中共中央辦公廳、國務院辦公廳近日印發(fā)了農(nóng)村人居環(huán)境整治提升五年行動方案。方案指出，改善農(nóng)村人居環(huán)境事關廣大農(nóng)民根本福祉，事關美麗中國建設。
China has released a five-year action plan on improving rural living environment. Rural living environment upgrade is closely related to the well-being of farmers and the construction of a beautiful China, according to the plan jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council.

改善農(nóng)村人居環(huán)境，是實施鄉(xiāng)村振興戰(zhàn)略的重點任務。2018年農(nóng)村人居環(huán)境整治三年行動實施以來，全面扎實推進農(nóng)村人居環(huán)境整治，扭轉了農(nóng)村長期以來存在的臟亂差局面，村莊環(huán)境基本實現(xiàn)干凈整潔有序，農(nóng)民群眾環(huán)境衛(wèi)生觀念發(fā)生可喜變化、生活質量普遍提高。人民對農(nóng)村優(yōu)美人居環(huán)境的期待，從“擺脫臟亂差”逐步提升為“追求鄉(xiāng)村美”。
《農(nóng)村人居環(huán)境整治提升五年行動方案（2021-2025年）》的實施，標志著農(nóng)村人居環(huán)境建設已經(jīng)進入了系統(tǒng)提升、全面升級的新階段。按照這一行動方案，未來五年將扎實推進農(nóng)村廁所革命、加快推進農(nóng)村生活污水治理、全面提升農(nóng)村生活垃圾治理水平、推動村容村貌整體提升，并建立健全長效管護機制。目標是到2025年實現(xiàn)農(nóng)村人居環(huán)境顯著改善，生態(tài)宜居美麗鄉(xiāng)村建設取得新進步。

要推進城鄉(xiāng)區(qū)域協(xié)調發(fā)展，全面實施鄉(xiāng)村振興戰(zhàn)略，實現(xiàn)鞏固拓展脫貧攻堅成果同鄉(xiāng)村振興有效銜接，改善城鄉(xiāng)居民生產(chǎn)生活條件，加強農(nóng)村人居環(huán)境整治，培育文明鄉(xiāng)風，建設美麗宜人、業(yè)興人和的社會主義新鄉(xiāng)村。
Local authorities should promote coordinated development between rural and urban areas, advance rural vitalization on all fronts, consolidate and expand the achievements made in poverty alleviation in coordination with the extensive drive for rural vitalization. They should improve the people's well-being and rural living environment, cultivate social etiquette and civility, and build a new socialist countryside that is beautiful, prosperous and harmonious.
