數(shù)據(jù)分類分級(jí)保護(hù)制度 a category- and class-based data protection system

國(guó)家網(wǎng)信辦近日公布《網(wǎng)絡(luò)數(shù)據(jù)安全管理?xiàng)l例（征求意見稿）》（以下稱為《意見稿》），并向社會(huì)公開征求意見。

According to the regulations, the country shall establish a category- and class-based data protection system. The data will be classified as common, important, and core on account of its importance to national security, public interests, as well as the legitimate rights and interests of relevant individuals or organizations, said the draft regulations. Different protection measures based on the classifications will be imposed.

《意見稿》指出，國(guó)家建立數(shù)據(jù)分類分級(jí)保護(hù)制度。按照數(shù)據(jù)對(duì)國(guó)家安全、公共利益或者個(gè)人、組織合法權(quán)益的影響和重要程度，將數(shù)據(jù)分為一般數(shù)據(jù)、重要數(shù)據(jù)、核心數(shù)據(jù)，不同級(jí)別的數(shù)據(jù)采取不同的保護(hù)措施。

《意見稿》要求，數(shù)據(jù)處理者應(yīng)當(dāng)建立數(shù)據(jù)安全應(yīng)急處置機(jī)制（data processing entities should set up emergency response mechanisms），發(fā)生數(shù)據(jù)安全事件（data security incidents）時(shí)及時(shí)啟動(dòng)應(yīng)急響應(yīng)機(jī)制，采取措施防止危害擴(kuò)大，消除安全隱患。

《意見稿》對(duì)個(gè)人信息保護(hù)（personal information protection）進(jìn)行了具體規(guī)范，數(shù)據(jù)處理者利用生物特征進(jìn)行個(gè)人身份認(rèn)證的，應(yīng)當(dāng)對(duì)必要性、安全性進(jìn)行風(fēng)險(xiǎn)評(píng)估，不得將人臉（face）、步態(tài)、指紋（fingerprint）、虹膜（iris）、聲紋等生物特征作為唯一的個(gè)人身份認(rèn)證方式（exclusive method for personal identification），以強(qiáng)制個(gè)人同意收集其個(gè)人生物特征信息（coercive collection of personal biometric information）。

數(shù)據(jù)處理者不得因個(gè)人拒絕提供服務(wù)必需的個(gè)人信息以外的信息，拒絕提供服務(wù)或者干擾個(gè)人正常使用服務(wù)（data processing entities shall not refuse to provide services or hinder normal services to users on the ground of being rejected when collecting personal information that is unnecessary for related services）。

學(xué)科類校外培訓(xùn) curriculum-based academic training

教育部日前印發(fā)《義務(wù)教育階段校外培訓(xùn)項(xiàng)目分類鑒別指南》（以下簡(jiǎn)稱《指南》），從培訓(xùn)目的、培訓(xùn)內(nèi)容等多個(gè)維度明確了義務(wù)教育階段校外培訓(xùn)項(xiàng)目分類鑒別依據(jù)。

The Ministry of Education has asked local education authorities to differentiate academic tutoring companies from non-academic ones to prevent institutions from conducting curriculum-based training under the guise of non-academic tutoring.

教育部指導(dǎo)各地加強(qiáng)學(xué)科類校外培訓(xùn)項(xiàng)目鑒別工作，防范校外培訓(xùn)機(jī)構(gòu)假借非學(xué)科類培訓(xùn)項(xiàng)目實(shí)際開展學(xué)科類培訓(xùn)服務(wù)等問題。

《指南》明確了義務(wù)教育階段校外培訓(xùn)項(xiàng)目分類鑒別依據(jù)，即要從培訓(xùn)目的、培訓(xùn)內(nèi)容、培訓(xùn)方式、評(píng)價(jià)方式等維度（based on the purpose, content, procedure and evaluation method of the tutoring），對(duì)培訓(xùn)項(xiàng)目進(jìn)行綜合考量。

《指南》指出，如符合以下特征，即判定為學(xué)科類培訓(xùn)（be classified as academic ones）。

一是培訓(xùn)目的以學(xué)科知識(shí)與技能培訓(xùn)為導(dǎo)向，主要為提升學(xué)科學(xué)習(xí)成績(jī)服務(wù)（aim to improve students' academic knowledge and grades）。二是培訓(xùn)內(nèi)容主要涉及道德與法治、語文、歷史、地理、數(shù)學(xué)、外語（英語、日語、俄語）、物理、化學(xué)、生物等學(xué)科學(xué)習(xí)（academic subjects）內(nèi)容。三是培訓(xùn)方式重在進(jìn)行學(xué)科知識(shí)講解（curriculum-based knowledge teaching）、聽說讀寫算等學(xué)科能力訓(xùn)練，以預(yù)習(xí)、授課和鞏固練習(xí)等為主要過程，以教師（包括虛擬者、人工智能等）講授示范、互動(dòng)等為主要形式。四是結(jié)果評(píng)價(jià)側(cè)重甄別與選拔，以學(xué)生學(xué)習(xí)成績(jī)、考試結(jié)果等作為主要評(píng)價(jià)依據(jù)（evaluate students based on their exam results）。

各地要組建專家組（organize expert teams）或委托專業(yè)機(jī)構(gòu)，對(duì)無法直接判斷的培訓(xùn)項(xiàng)目進(jìn)行綜合研判，得出鑒別意見。鑒別專家組應(yīng)包括相關(guān)學(xué)科、課程、教學(xué)等方面專家，且相關(guān)人員及其直系親屬未在培訓(xùn)機(jī)構(gòu)中任職或兼職、屬于非利益相關(guān)方（not involved in the tutoring companies）。鑒別工作不得受外界干擾，不得徇私舞弊，確保結(jié)論的真實(shí)、客觀、公正。

培訓(xùn)機(jī)構(gòu)要進(jìn)行自我研判、自評(píng)自查（conduct self-examination and evaluation），規(guī)范開展培訓(xùn)活動(dòng)，不得出現(xiàn)名不符實(shí)的情況，不得隱形變異違規(guī)開展學(xué)科類培訓(xùn)活動(dòng)。

北京冬奧會(huì)運(yùn)動(dòng)員菜單 menu for athelets at the Beijing 2022 Winter Olympics

北京2022年冬奧會(huì)和冬殘奧會(huì)運(yùn)動(dòng)員菜單近日正式發(fā)布，來自世界各地的特色菜品“拼盤”成“舌尖上的冬奧”，向世界各地的冰雪健兒發(fā)出誠(chéng)摯邀請(qǐng)。

Organizers of the Beijing 2022 Olympic Winter Games have released a menu of 678 dishes that will be served during the Games to athletes from diverse cultural backgrounds. The menu, approved by the International Olympic Committee (IOC), was designed to meet the different dietary needs of athletes, while also taking religious diversity into consideration, said the organizers.

北京2022年冬奧組委近日發(fā)布運(yùn)動(dòng)員菜單，共678道特色菜品。菜單制定充分考慮不同口味、不同文化背景、不同宗教的運(yùn)動(dòng)員的特定需求，已獲國(guó)際奧委會(huì)審核同意。

冬奧會(huì)(冬殘奧會(huì))賽時(shí)期間，奧運(yùn)村部餐飲處（the catering service）嚴(yán)格遵守疫情防控要求。在運(yùn)動(dòng)員餐廳出入口（the entrance and exit of the restaurant）、取餐流線（the food distribution area）等關(guān)鍵點(diǎn)位，設(shè)置防疫用品臺(tái)，擺放口罩、手套、酒精棉片（alcohol cotton pads）和免洗手消毒劑（hand-washing disinfectants）等消毒用品。進(jìn)門后，設(shè)有智能保溫取餐柜，實(shí)現(xiàn)人員分流就餐；設(shè)有智能引導(dǎo)機(jī)器人（guiding robots），提供咨詢、引導(dǎo)服務(wù)。餐廳使用可降解環(huán)保餐具（biodegradable tableware），充分體現(xiàn)綠色辦奧（hold a green Olympic Games）的理念。冬殘奧會(huì)期間在運(yùn)動(dòng)員餐廳增設(shè)更多的無障礙餐飲服務(wù)（barrier-free access），增設(shè)可移動(dòng)座位、設(shè)計(jì)盲文菜單（braille menus）、對(duì)菜簽采取大字號(hào)進(jìn)行標(biāo)識(shí)。

媒體簽證 visas for journalists

中美雙方在11月16日元首視頻會(huì)晤前，就媒體問題達(dá)成三項(xiàng)共識(shí)。在11月17日舉行的外交部例行記者會(huì)上，發(fā)言人趙立堅(jiān)應(yīng)詢對(duì)此作進(jìn)一步介紹。

趙立堅(jiān)說，

中方高度重視媒體問題，一直盡最大努力為包括美國(guó)在內(nèi)的外國(guó)記者在華依法依規(guī)報(bào)道提供協(xié)助、便利和服務(wù)。與此同時(shí)，對(duì)美方對(duì)中國(guó)駐美媒體的歧視性做法予以明確反對(duì)。

China places great importance on the issue of media and has been doing its utmost to provide assistance, convenience and service to foreign journalists, including American journalists, in their reporting that is conducted in accordance with laws and regulations. In the meantime, we are unequivocally opposed to discriminatory practice on the US side against Chinese media in the US.

經(jīng)過多輪磋商，近日，雙方本著相互尊重、對(duì)等互惠的原則達(dá)成三項(xiàng)共識(shí)：
After multiple rounds of consultations, China and the United States have recently reached three consensuses on their visa policies for journalists based on the principles of mutual respect, reciprocity and mutual benefit.

一是雙方相互保障在對(duì)方國(guó)家工作的現(xiàn)任常駐記者在嚴(yán)格遵守防疫政策和領(lǐng)事規(guī)定前提下可正常進(jìn)出對(duì)方國(guó)家。
The two sides agreed to ensure that journalists from either country currently based in the other country can enter and leave that country normally on the premise of strictly observing laws and consular regulations.

二是雙方同意為對(duì)方國(guó)家記者頒發(fā)一年多次入境簽證。美方承諾將立即啟動(dòng)國(guó)內(nèi)程序解決中國(guó)記者簽證停留期問題，中方則承諾在美方政策措施到位后，給予駐華美媒記者同等待遇。
The two sides also agreed to issue one-year multiple entry visas to journalists from the other country, and the US side pledged to immediately initiate domestic procedures to address the "duration of status" issues for Chinese journalists. The Chinese side promised to give equal treatment to American journalists in China after the US policies enter into force.

三是雙方將依法依規(guī)為符合申請(qǐng)要求的新任常駐記者對(duì)等審批簽證。
Both parties will approve visas on an equal footing for new journalists who meet application requirements in accordance with laws and regulations.

趙立堅(jiān)說，這一成果來之不易，符合雙方媒體利益，值得珍惜（this achievement was hard-won, meets the interests of both sides, and is worth cherishing）。希望美方信守承諾（honor its words），盡快將有關(guān)措施政策落實(shí)到位（implement the relevant policies as soon as possible），同中方共同努力，為兩國(guó)媒體在對(duì)方國(guó)家工作生活持續(xù)創(chuàng)造有利條件（work with China to continue creating favorable working and living conditions for the media of both countries）。

黨的二十大代表選舉 election of the delegates for the 20th National Congress of the CPC

最近，中共中央印發(fā)了《關(guān)于黨的二十大代表選舉工作的通知》，對(duì)二十大代表選舉工作作出全面部署。中央組織部近日召開會(huì)議，對(duì)這項(xiàng)工作作出具體安排。

The Communist Party of China (CPC) will convene its 20th National Congress in Beijing in the second half of 2022, the 19th CPC Central Committee decided at its sixth plenary session earlier this month.

代辦級(jí) the chargé d’affaires level

外交部11月21日發(fā)表聲明。全文如下：

11月18日，立陶宛不顧中方嚴(yán)正抗議和反復(fù)交涉，允許臺(tái)灣當(dāng)局設(shè)立“駐立陶宛臺(tái)灣代表處”。此舉公然在國(guó)際上制造“一中一臺(tái)”，背棄立方在兩國(guó)建交公報(bào)中所作政治承諾，損害中國(guó)主權(quán)和領(lǐng)土完整，粗暴干涉中國(guó)內(nèi)政。中方對(duì)此表示強(qiáng)烈不滿和嚴(yán)正抗議，決定將中立兩國(guó)外交關(guān)系降為代辦級(jí)。
On November 18, Lithuania, in disregard of China’s strong protest and repeated representations, allowed the Taiwan authorities to set up a “Taiwanese Representative Office in Lithuania”. This act openly creates the false impression of “one China, one Taiwan” in the world, renounces the political commitment made by Lithuania in the communiqué on the establishment of diplomatic relations with the People's Republic of China, undermines China’s sovereignty and territorial integrity, and grossly interferes in China’s internal affairs. The Chinese side expresses its strong indignation and protest against this move, and decides to downgrade its diplomatic relations with Lithuania to the chargé d’affaires level.

There is only one China in the world and the government of the People’s Republic of China is the sole legal government representing the whole of China. The one-China principle is an overwhelming consensus of the international community, a widely recognized norm governing international relations, and the political foundation for China and Lithuania to develop bilateral ties. The Chinese government has, out of goodwill to preserve China-Lithuania ties, repeatedly warned Lithuania against acting in bad faith. Regrettably, Lithuania has chosen to ignore China’s solemn position and to disregard the broader interests of bilateral ties and the basic norms governing international relations. It has allowed the establishment in Lithuania of the “Representative Office” bearing the name of Taiwan, thus creating an egregious precedent in the world. Given the fact that the political foundation for an ambassadorial-level diplomatic relationship has been damaged by Lithuania, the Chinese government, out of the need to safeguard national sovereignty and basic norms governing international relations, has no choice but to downgrade its diplomatic relations with Lithuania to the chargé d’affaires level. The Lithuanian government must bear all the ensuing consequences. We urge the Lithuanian side to immediately put right its mistake and not to underestimate the Chinese people’s strong resolve, will and capability to defend national sovereignty and territorial integrity.

我們也正告臺(tái)灣方面，臺(tái)灣從來不是一個(gè)國(guó)家。無論“臺(tái)獨(dú)”勢(shì)力如何歪曲事實(shí)、顛倒黑白，都改變不了大陸和臺(tái)灣同屬一個(gè)中國(guó)的歷史事實(shí)。企圖挾洋自重，搞政治操弄，最終必將是死路一條。
We also have this stern warning for the Taiwan authorities: Taiwan is never a country. No matter how “Taiwan independence” forces try to misrepresent facts and confound black and white, the historical fact that the mainland and Taiwan belong to one and the same China cannot be changed. Attempts to seek foreign support for political manipulation will prove a dead end.

中美混雙 Chinese and US mixed double

根據(jù)國(guó)際乒聯(lián)消息，中國(guó)乒乓球協(xié)會(huì)聯(lián)合美國(guó)乒乓球協(xié)會(huì)向國(guó)際乒聯(lián)提交了允許中美混雙配隊(duì)參賽的申請(qǐng)。國(guó)際乒聯(lián)執(zhí)行委員會(huì)11月21日召開會(huì)議并批準(zhǔn)了該請(qǐng)求。

Chinese and US players will team up in the mixed doubles competition at the 2021 Houston World Table Tennis Championships, said the International Table Tennis Federation.Chinese player Lin Gaoyuan will partner with US player Lily Zhang, and US player Kanak Jha will partner with Chinese player Wang Manyu.

國(guó)際乒聯(lián)集團(tuán)首席執(zhí)行官史蒂夫·丹頓表示：

世界乒乓球職業(yè)大聯(lián)盟（WTT）理事會(huì)主席、中國(guó)乒協(xié)主席劉國(guó)梁是促成本次中美混雙配對(duì)的關(guān)鍵人物，他表示：

A few days ago, when the Chinese team arrived in Houston, I was deeply moved by the efforts ITTF, USA Table Tennis and Houston Sports Authority put into organizing a sports event during a pandemic. We have been thinking about how we can build on the China-US friendship kickstarted by our predecessors 50 years ago, and further enhance this relationship through sports events, sports activities and community events. On this basis, the CTTA alongside USA Table Tennis proposed to ITTF to have Chinese and American players paired up for Mixed Doubles – so that these athletes, who are friends with each other, can work together in the competition; so that fans from both countries can cheer them on, opening a new chapter of Ping-Pong Diplomacy in this new era.
幾天之前，當(dāng)中國(guó)隊(duì)到達(dá)休斯敦，看到疫情期間國(guó)際乒聯(lián)、美國(guó)乒協(xié)、休斯敦體育局在組織賽事方面的努力，備受感動(dòng)。我們一直在思考，“乒乓外交”50年后的今天，我們?nèi)绾卧谇拜吅粚?shí)的中美友誼的基礎(chǔ)上，再深一步地通過體育賽事、體育活動(dòng)、民間活動(dòng)來增進(jìn)兩國(guó)的友誼?；诖?，中國(guó)乒協(xié)聯(lián)合美國(guó)乒協(xié)向國(guó)際乒聯(lián)提出混雙中美跨國(guó)配對(duì)的建議，讓這幾位原本就是朋友的運(yùn)動(dòng)員并肩上場(chǎng)，兩個(gè)國(guó)家的球迷們共同為他們歡呼和吶喊，奏響新時(shí)期“乒乓外交”新篇章。

【知識(shí)點(diǎn)】

“乒乓外交”（Ping-Pong Diplomacy）始于1971年在日本名古屋舉行的第31屆世界乒乓球錦標(biāo)賽（World Table Tennis Championships）期間美國(guó)選手科恩誤上了中國(guó)隊(duì)的大巴車，該事件促成了中華人民共和國(guó)與美國(guó)兩國(guó)乒乓球隊(duì)互訪的一系列事件（the series of history-making reciprocal visits by the US and Chinese national table tennis teams），從此結(jié)束了中美兩國(guó)20多年來人員交往隔絕的局面。中美兩國(guó)乒乓球隊(duì)的友好往來，不僅推動(dòng)了中美兩國(guó)關(guān)系正?；╪ormalizing the countries' strained relations）的進(jìn)程，也加速了新中國(guó)走向世界的步伐。

這并非世乒賽首次出現(xiàn)跨國(guó)配對(duì)。2015年蘇州世乒賽，在中國(guó)乒協(xié)的提議和推動(dòng)下，國(guó)際乒聯(lián)重新允許跨國(guó)組合參加世乒賽。
