《地下水管理?xiàng)l例》簽署下月起施行

Chinese Premier Li Keqiang has signed a State Council decree unveiling a regulation on the management of groundwater. The new regulation, which will take effect on Dec 1, sets out specific rules for groundwater in the areas of survey and planning, conservation and protection, over-exploitation treatment, pollution control, and supervision and management.
國務(wù)院總理李克強(qiáng)日前簽署國務(wù)院令，公布《地下水管理?xiàng)l例》，自2021年12月1日起施行?！稐l例》從調(diào)查與規(guī)劃、節(jié)約與保護(hù)、超采治理、污染防治、監(jiān)督管理等方面作出規(guī)定。

To enhance groundwater conservation and protection, the total amount of groundwater extracted as well as groundwater levels will be placed under control.
《條例》規(guī)定，為加強(qiáng)地下水節(jié)約和保護(hù)，實(shí)行地下水取水總量控制和水位控制制度。

Except under special circumstances, groundwater that is not replenished easily should not be exploited.
除特殊情形外，禁止開采難以更新的地下水。

It said work should be done to strengthen the control of activities polluting groundwater and the rules that prevent groundwater pollution caused by soil pollution, production and construction activities should be refined.
強(qiáng)化對污染地下水行為的管控，細(xì)化防止生產(chǎn)建設(shè)活動污染地下水的制度。細(xì)化防止土壤污染導(dǎo)致地下水污染的制度。

>Students to be screened for depression
抑郁癥篩查納入學(xué)生健康體檢

China will include screening for depression in student health checks amid efforts to prevent mental disorders among teenagers, according to a statement released Tuesday by the Ministry of Education. The statement was released in response to a proposal on preventing depression among teenage students put forth by the 13th National Committee of the Chinese People's Political Consultative Conference, China's top political advisory body, during its fourth session.
教育部11月9日對政協(xié)第十三屆全國委員會第四次會議《關(guān)于進(jìn)一步落實(shí)青少年抑郁癥防治措施的提案》進(jìn)行了答復(fù)，明確將推進(jìn)青少年抑郁癥防治工作，將抑郁癥篩查納入學(xué)生健康體檢內(nèi)容。

A record of students' mental health will also be kept so as to track their health status on a regular basis and offer timely interventions if they show signs of mental illness, the statement said, noting a system for prevention will be put in place.
教育部還表示，將建立學(xué)生心理健康檔案，定期評估學(xué)生心理健康狀況，對測評結(jié)果異常的學(xué)生給予及時(shí)干預(yù)。建立全過程青少年抑郁癥防治體系。

>Weifang added to Creative Cities Network
濰坊獲'手工藝與民間藝術(shù)之都'稱號

Weifang, Shandong province has been added to UNESCO's Creative Cities Network as a Crafts and Folk Arts City, UNESCO said on Nov 8.
聯(lián)合國教科文組織11月8日宣布，山東省濰坊市成功加入聯(lián)合國教科文組織"創(chuàng)意城市網(wǎng)絡(luò)"，并被授予"手工藝與民間藝術(shù)之都"稱號。
