在長三角一體化發(fā)展上升為國家戰(zhàn)略三周年之際，國新辦11月4日舉行新聞發(fā)布會，介紹這一國家戰(zhàn)略實施的進展情況。

國家發(fā)展改革委副主任叢亮表示，

China's Yangtze River Delta region has generally become a strong and active growth engine to the country's economic development, as the region's GDP contribution continued to rally, according to the country's top economic planner.

長三角地區(qū)對全國經(jīng)濟貢獻率持續(xù)提高，全國發(fā)展強勁活躍增長極基本形成。

叢亮介紹說，長三角地區(qū)創(chuàng)新策源能力建設(shè)不斷加強，地區(qū)生產(chǎn)總值占全國比重從2018年的24.1%提高到今年前三季度的24.5%（the region's share of overall national GDP had increased from 24.1 percent in 2018 to 24.5 percent during the first three quarters of this year）；高水平建設(shè)長三角生態(tài)綠色一體化發(fā)展示范區(qū)（demonstration zone of green and integrated ecological development of the Yangtze River Delta)，已推出兩批八大類73項一體化制度創(chuàng)新(institutional breakthroughs)；推進生態(tài)優(yōu)勢轉(zhuǎn)變?yōu)榻?jīng)濟社會發(fā)展優(yōu)勢成效顯著，數(shù)字經(jīng)濟新優(yōu)勢(new strengths for the digital economy)正在為加快動力轉(zhuǎn)換提供重要牽引。

叢亮表示，長三角一體化發(fā)展戰(zhàn)略實施三年來已取得重大成果（the region has reaped major benefits from its integrated development during the past three years），一體化發(fā)展的新局面正在形成（the integrated development of the region is taking shape）。今年6月份，《長三角一體化發(fā)展規(guī)劃“十四五”實施方案》（the plan for the region's integration during the 14th Five-Year Plan period）印發(fā)實施。下一步將加大落實力度，腳踏實地把長三角一體化發(fā)展的既定目標任務(wù)變成實實在在的成果。

2018年11月5日，我國宣布支持長江三角洲區(qū)域一體化發(fā)展并上升為國家戰(zhàn)略（support integrated development of the Yangtze River Delta region, and make it a national strategy）。2019年12月1日，中共中央、國務(wù)院聯(lián)合印發(fā)了《長江三角洲區(qū)域一體化發(fā)展規(guī)劃綱要》。根據(jù)《綱要》，長三角一體化發(fā)展的規(guī)劃范圍包括上海市、江蘇省、浙江省、安徽省全域（面積35.8萬平方公里）（consists of Shanghai and Zhejiang, Jiangsu and Anhui provinces）。長江三角洲地區(qū)是我國經(jīng)濟發(fā)展最活躍、開放程度最高、創(chuàng)新能力最強的區(qū)域之一，在國家現(xiàn)代化建設(shè)大局和全方位開放格局中具有舉足輕重的戰(zhàn)略地位（as one of China's most economically active, open and innovative regions, the Yangtze River Delta boasts strategic significance in the country's modernization and further opening-up）。
