中共中央政治局10月18日下午就推動我國數(shù)字經(jīng)濟健康發(fā)展進行第三十四次集體學習。中共中央總書記習近平在主持學習時強調(diào)，近年來，互聯(lián)網(wǎng)、大數(shù)據(jù)、云計算、人工智能、區(qū)塊鏈等技術加速創(chuàng)新，日益融入經(jīng)濟社會發(fā)展各領域全過程，數(shù)字經(jīng)濟發(fā)展速度之快、輻射范圍之廣、影響程度之深前所未有，正在成為重組全球要素資源、重塑全球經(jīng)濟結構、改變?nèi)蚋偁幐窬值年P鍵力量。要站在統(tǒng)籌中華民族偉大復興戰(zhàn)略全局和世界百年未有之大變局的高度，統(tǒng)籌國內(nèi)國際兩個大局、發(fā)展安全兩件大事，充分發(fā)揮海量數(shù)據(jù)和豐富應用場景優(yōu)勢，促進數(shù)字技術與實體經(jīng)濟深度融合，賦能傳統(tǒng)產(chǎn)業(yè)轉型升級，催生新產(chǎn)業(yè)新業(yè)態(tài)新模式，不斷做強做優(yōu)做大我國數(shù)字經(jīng)濟。

中國科學院院士、南京大學校長呂建教授就這個問題進行講解，提出了工作建議。中央政治局的同志認真聽取了他的講解，并進行了討論。

Since the 18th CPC National Congress, the CPC Central Committee has paid high attention to digital economic development and implemented the national cyber development strategy and the national big data strategy, Xi said, noting that China's digital economy has witnessed relatively fast growth and made remarkable achievements.
他指出，黨的十八大以來，黨中央高度重視發(fā)展數(shù)字經(jīng)濟，實施網(wǎng)絡強國戰(zhàn)略和國家大數(shù)據(jù)戰(zhàn)略，我國數(shù)字經(jīng)濟發(fā)展較快、成就顯著。

Developing a digital economy is a strategic choice for grasping the new opportunities in the new round of revolution in science and technology and industrial transformation, as it can help foster a new development paradigm, a modern economic system, and new national competitive strengths, Xi stressed.
習近平強調(diào)，發(fā)展數(shù)字經(jīng)濟是把握新一輪科技革命和產(chǎn)業(yè)變革新機遇的戰(zhàn)略選擇。數(shù)字經(jīng)濟健康發(fā)展有利于推動構建新發(fā)展格局,數(shù)字經(jīng)濟健康發(fā)展有利于推動建設現(xiàn)代化經(jīng)濟體系，數(shù)字經(jīng)濟健康發(fā)展有利于推動構筑國家競爭新優(yōu)勢。

China needs to work hard on key and core technologies, achieve high-level self-reliance and self-improvement as soon as possible, and keep the autonomy of developing the digital economy firmly in its own hands, said Xi.
習近平指出，要打好關鍵核心技術攻堅戰(zhàn)，盡快實現(xiàn)高水平自立自強，把發(fā)展數(shù)字經(jīng)濟自主權牢牢掌握在自己手中。

Xi stressed further efforts in building a high-speed, ubiquitous, intelligent, and comprehensive digital information infrastructure that integrates space and ground, and the cloud and the internet. It should also be green, low-carbon, secure and controllable, he noted, calling for significant breakthroughs in key software.
習近平強調(diào)，加快建設高速泛在、天地一體、云網(wǎng)融合、智能敏捷、綠色低碳、安全可控的智能化綜合性數(shù)字信息基礎設施，提升關鍵軟件技術創(chuàng)新和供給能力。

Efforts should be made to push forward integrated development of the digital economy and the real economy, said Xi.
習近平指出，要推動數(shù)字經(jīng)濟和實體經(jīng)濟融合發(fā)展。

Calling for building a multi-tiered and three-dimensional supervision system that covers all directions, Xi stressed efforts to correct and standardize behaviors and practices that harm people's interests and impede fair competition in the course of development, and prevent platform monopolies and disorderly expansion of capital.
習近平強調(diào)，要建立全方位、多層次、立體化監(jiān)管體系，實現(xiàn)事前事中事后全鏈條全領域監(jiān)管。要糾正和規(guī)范發(fā)展過程中損害群眾利益、妨礙公平競爭的行為和做法，防止平臺壟斷和資本無序擴張。

Xi urged efforts to improve the governance system of the digital economy as well as related laws, rules, and policies. He also called for further participation in global cooperation on the digital economy and engagement in the digital economy agenda set by international organizations, to contribute China solutions and make the country's voice heard.
習近平指出，要完善數(shù)字經(jīng)濟治理體系，健全法律法規(guī)和政策制度。要積極參與數(shù)字經(jīng)濟國際合作，主動參與國際組織數(shù)字經(jīng)濟議題談判，及時提出中國方案，發(fā)出中國聲音。
