近日，中共中央辦公廳、國務(wù)院辦公廳印發(fā)了《關(guān)于深化生態(tài)保護補償制度改革的意見》，提出到2025年，與經(jīng)濟社會發(fā)展狀況相適應(yīng)的生態(tài)保護補償制度基本完備；到2035年，適應(yīng)新時代生態(tài)文明建設(shè)要求的生態(tài)保護補償制度基本定型。
China has released a guideline on deepening the reform of the country's ecological compensation mechanism to speed up the building of ecological civilization. By 2025, an ecological compensation mechanism that is aligned with economic and social development should be basically built up. By 2035, the country will form an ecological compensation mechanism that meets the requirements of ecological civilization in the new era, according to the guideline jointly released by the general offices of the Communist Party of China Central Committee and the State Council.

生態(tài)保護補償是指采取財政轉(zhuǎn)移支付或市場交易等方式，對生態(tài)保護者因履行生態(tài)保護責任所增加的支出和付出的成本，予以適當補償?shù)募钚灾贫劝才?。生態(tài)保護補償制度作為生態(tài)文明制度的重要組成部分，是落實生態(tài)保護權(quán)責、調(diào)動各方參與生態(tài)保護積極性、推進生態(tài)文明建設(shè)的重要手段。
《關(guān)于深化生態(tài)保護補償制度改革的意見》提出，要加快健全有效市場和有為政府更好結(jié)合、分類補償與綜合補償統(tǒng)籌兼顧、縱向補償與橫向補償協(xié)調(diào)推進、強化激勵與硬化約束協(xié)同發(fā)力的生態(tài)保護補償制度。
《意見》指出，要聚焦重要生態(tài)環(huán)境要素，完善分類補償制度，包括建立健全分類補償制度，逐步探索統(tǒng)籌保護模式。要圍繞國家生態(tài)安全重點，健全綜合補償制度，包括加大縱向補償力度，突出縱向補償重點，改進縱向補償辦法，健全橫向補償機制。要發(fā)揮市場機制作用，加快推進多元化補償，包括完善市場交易機制，拓展市場化融資渠道，探索多樣化補償方式。

【重要講話】
全面建立生態(tài)補償制度。要健全區(qū)際利益補償機制，形成受益者付費、保護者得到合理補償?shù)牧夹跃置?。要健全縱向生態(tài)補償機制，加大對森林、草原、濕地和重點生態(tài)功能區(qū)的轉(zhuǎn)移支付力度。
