中共中央、國務(wù)院9月6日印發(fā)了《全面深化前海深港現(xiàn)代服務(wù)業(yè)合作區(qū)改革開放方案》。方案將推動前海合作區(qū)全面深化改革開放，在粵港澳大灣區(qū)建設(shè)中更好發(fā)揮示范引領(lǐng)作用。
The reform and opening-up of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone will be comprehensively deepened, according to the plan issued by the Communist Party of China Central Committee and the State Council on Sept 6. The new blueprint was formulated to help Qianhai better play an exemplary and leading role in the development of the Guangdong-Hong Kong-Macao Greater Bay Area.

前海地區(qū)位于深圳南山半島西部，伶仃洋東側(cè)，珠江口東岸，包括南頭半島西部、寶安中心區(qū)，是穗—深—港發(fā)展主軸上的重要節(jié)點。2010年8月26日，在深圳經(jīng)濟(jì)特區(qū)30歲生日當(dāng)天，國務(wù)院批復(fù)同意《前海深港現(xiàn)代服務(wù)業(yè)合作區(qū)總體發(fā)展規(guī)劃》，明確把前海建設(shè)成為粵港現(xiàn)代服務(wù)業(yè)創(chuàng)新合作示范區(qū)。
《全面深化前海深港現(xiàn)代服務(wù)業(yè)合作區(qū)改革開放方案》明確，前海合作區(qū)總面積由14.92平方公里擴(kuò)展至120.56平方公里。
方案以“擴(kuò)區(qū)”和深化改革、擴(kuò)大開放為主題，大幅擴(kuò)展了前海深港現(xiàn)代服務(wù)業(yè)合作區(qū)的發(fā)展空間，明確提出了打造全面深化改革創(chuàng)新試驗平臺、建設(shè)高水平對外開放門戶樞紐的目標(biāo)任務(wù)。這是深入實施《粵港澳大灣區(qū)發(fā)展規(guī)劃綱要》的重大部署，是豐富“一國兩制”實踐的重大舉措，是對香港經(jīng)濟(jì)社會發(fā)展的重大利好。

深圳要建設(shè)好中國特色社會主義先行示范區(qū)，創(chuàng)建社會主義現(xiàn)代化強(qiáng)國的城市范例，提高貫徹落實新發(fā)展理念能力和水平，形成全面深化改革、全面擴(kuò)大開放新格局，推進(jìn)粵港澳大灣區(qū)建設(shè)，豐富“一國兩制”事業(yè)發(fā)展新實踐。
Shenzhen should build itself into a pilot zone for socialism with Chinese characteristics, set an example for cities of a modern socialist country, increase its capabilities to implement the new development philosophy, build a new pattern to deepen all-round reform and expand opening up on all fronts, and contribute to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area to enrich the new practices of the "one country, two systems" cause.
