2021年初，第十三屆全國人大四次會議審議通過了《中華人民共和國國民經(jīng)濟和社會發(fā)展第十四個五年規(guī)劃和2035年遠景目標綱要》（以下簡稱《綱要》）。

中國外文局、當代中國與世界研究院組織各語種中外專家進行全文翻譯，經(jīng)研商審定，形成漢英、漢法、漢俄、漢日、漢西、漢德、漢阿、漢葡、漢韓等9個漢外對照文版。目前漢英、漢日對照版已發(fā)布，其他語種將陸續(xù)推出。現(xiàn)將《綱要》專欄內(nèi)容形成漢英對照，供業(yè)界及相關人員參考使用。

（十一）新型城鎮(zhèn)化建設工程
Projects for advancing new urbanization

1. 都市圈建設
Development of metropolitan areas

在中心城市輻射帶動作用強、與周邊城市同城化程度高的地區(qū)，培育發(fā)展一批現(xiàn)代化都市圈，推進基礎設施互聯(lián)互通、公共服務互認共享。

Foster and develop a number of modern metropolitan areas in places where central cities have strong capacity for driving development of their surrounding areas and are highly integrated with surrounding cities, so as to promote interconnectivity of infrastructure and mutual recognition and sharing of public services.

2. 城市更新
Urban renewal

完成2000年底前建成的21.9萬個城鎮(zhèn)老舊小區(qū)改造，基本完成大城市老舊廠區(qū)改造，改造一批大型老舊街區(qū)，因地制宜改造一批城中村。
Complete the renovation of 219,000 old residential communities built before 2000 in cities and towns, complete the renovation of old factory areas in big cities and transform a number of large old blocks as well as a number of villages in cities, according to local conditions.

3. 城市防洪排澇
Urban flood control and drainage

以31個重點防洪城市和大江大河沿岸沿線城市為重點，提升改造城市蓄滯洪空間、堤防、護岸、河道、防洪工程、排水管網(wǎng)等防洪排澇設施，因地制宜建設海綿城市，全部消除城市嚴重易澇積水區(qū)段。
Focusing on 31 key flood control cities and cities along major rivers, we upgrade the flood storage and detention space, embankments, revetments, river courses, flood control works, drainage networks, and other flood control and drainage facilities in urban areas, and build sponge cities according to local conditions, to eliminate the areas that are very prone to waterlogging in cities.

4. 縣城補短板
Shoring up weaknesses in counties

推進縣城、縣級市城區(qū)及特大鎮(zhèn)補短板，完善綜合醫(yī)院、疾控中心、養(yǎng)老中心、幼兒園、市政管網(wǎng)、市政交通、停車場、充電樁、污水垃圾處理設施和產(chǎn)業(yè)平臺配套設施，高質(zhì)量完成120個縣城補短板示范任務。

Shore up weaknesses in county seats, urban areas of cities at the county-level as well as super large towns. Improve general hospitals, centers for disease control and prevention, elderly care centers, kindergartens, municipal pipe networks, municipal transportation, parking lots, charging piles, sewage and garbage treatment facilities and industrial platform supporting facilities, and ensure high-quality completion of demonstration tasks in 120 counties.

5. 現(xiàn)代社區(qū)培育
Fostering modern communities

完善社區(qū)養(yǎng)老托育、醫(yī)療衛(wèi)生、文化體育、物流配送、便民商超、家政物業(yè)等服務網(wǎng)絡和線上平臺，城市社區(qū)綜合服務設施實現(xiàn)全覆蓋。實施大學生社工計劃，每萬城鎮(zhèn)常住人口擁有社區(qū)工作者18人。
Improve the service network and online platforms for elderly care, childcare, health care, culture and sports, logistics and distribution, convenience stores and supermarkets, and homemaking and property management, in communities. Achieve the full coverage of urban communities with comprehensive service facilities. Implement social work programs for college students. Provide 18 community workers for every 10,000 permanent urban residents.

6. 城鄉(xiāng)融合發(fā)展
Integrated urban-rural development

建設嘉興湖州、福州東部、廣州清遠、南京無錫常州、濟南青島、成都西部、重慶西部、西安咸陽、長春吉林、許昌、鷹潭等國家城鄉(xiāng)融合發(fā)展試驗區(qū)，加強改革授權(quán)和政策集成。
Build national pilot areas for integrated urban-rural development, including Huzhou-Jiaxing, Eastern Fuzhou, Guangzhou-Qingyuan, Nanjing-Wuxi-Changzhou, Jinan-Qingdao, Western Chengdu, Western Chongqing, Xi’an-Xianyang, Changchun-Jilin, Xuchang, and Yingtan. Delegate more decision-making power for reforms and enhance policy integration.

（十二）促進邊境地區(qū)發(fā)展工程
Projects to promote the development of border areas

1. 邊境城鎮(zhèn)
Border towns

完善邊境城鎮(zhèn)功能，重點支持滿洲里、寬甸、琿春、綏芬河、東興、騰沖、米林、塔城、可克達拉等邊境城鎮(zhèn)提升承載能力。

Improve the functions of border towns and focus on supporting border towns such as Manzhouli, Kuandian, Hunchun, Suifenhe, Dongxing, Tengchong, Milin, Tayu, and Kokdala in increasing their carrying capacity.

2. 抵邊村莊
Border villages

完善邊境村莊基礎設施和公共服務設施，新建抵邊新村200個左右，實現(xiàn)抵邊自然村道路、電力、通信、郵政、廣電普遍覆蓋。
Improve the infrastructure and public service facilities in border villages, build about 200 new villages in border areas, and achieve universal coverage of roads, electricity, communications, postal services, radio, and television in border villages.

3. 沿邊抵邊公路
Highways along and to the borders

建設集安至桓仁、琿春至圈河、瀘水至騰沖、墨脫經(jīng)察隅至滇藏界、青河經(jīng)富蘊至阿勒泰、布倫口至紅其拉甫、巴里坤至老爺廟、二連浩特至賽罕塔拉等沿邊抵邊公路。
Build highways along and to the borders including Ji’an-Huanren, Hunchun-Quanhe, Lushui-Tengchong, Motuo-Chayu-Yunnan-Tibet border, Qinghe-Fuyun-Altay, Bulungkol-Khunjerab, Barkol-Laoyemiao, and Erenhot-Saihantalah roads.

4. 邊境機場
Border airports

建設塔什庫爾干、隆子、綏芬河等機場，遷建延吉機場，建設20個左右邊境通用機場。

Build airports in Tashkurgan, Longzi, and Suifenhe, relocate Yanji Airport, and build about 20 general airports in the border areas.

5. 邊境口岸
Border ports

建設里孜、黑河、同江、黑瞎子島口岸，改造提升吉隆、樟木、磨憨、霍爾果斯、阿拉山口、滿洲里、二連浩特、瑞麗、友誼關、紅其拉甫、甘其毛都、策克、吐爾尕特、伊爾克什坦口岸。
Build ports in Lizi, Heihe, Tongjiang, and Heixiazi Island, and transform and upgrade the ports in Jilong, Zhangmu, Mohan, Horgos, Alashankou, Manzhouli, Erenhot, Ruili, Youyiguan, Khunjerab, Ganqimaodu, Ceke, Torugart, and Irkeshtam.
