外交部發(fā)言人華春瑩8月16日在例行記者會上就阿富汗局勢回答了記者提問。

有記者問：阿富汗局勢發(fā)展很快，中方如何評價當(dāng)前阿富汗局勢？

華春瑩說，

阿富汗局勢已發(fā)生重大變化，我們尊重阿富汗人民的意愿和選擇。阿富汗戰(zhàn)亂已經(jīng)持續(xù)40多年，停止戰(zhàn)爭、實現(xiàn)和平，既是3000多萬阿富汗人民的一致心聲，也是國際社會和地區(qū)國家的共同期盼。
The situation in Afghanistan has undergone major changes. We respect the will and choice of the Afghan people. The war in Afghanistan has been dragging on for over 40 years. To stop the war and realize peace is the shared aspiration of the more than 30 million Afghan people and the common expectation of the international community and countries in the region.

中方注意到，昨天阿富汗塔利班方面表示，阿富汗戰(zhàn)爭業(yè)已結(jié)束，將協(xié)商建立開放包容的伊斯蘭政府，并采取負(fù)責(zé)任行動，確保阿富汗公民和外國駐阿使團(tuán)安全。中方期待這些表態(tài)能夠得到落實，確保阿富汗局勢實現(xiàn)平穩(wěn)過渡，遏制各類恐怖主義和犯罪行徑，讓阿富汗人民能夠遠(yuǎn)離戰(zhàn)亂，重建美好家園。
China has noted that the Afghan Taliban said yesterday that the war in Afghanistan is over and that they will hold talks aimed at forming an open, inclusive Islamic government in Afghanistan and take responsible actions to protect the safety of Afghan citizens and foreign diplomatic missions. China hopes these remarks can be implemented so as to ensure a smooth transition of the situation in Afghanistan, keep at bay all kinds of terrorism and criminal acts, and make sure that the Afghan people stay away from war and can rebuild their homeland.

有記者問：中方與塔利班是否有接觸？是否承認(rèn)塔利班政權(quán)？

華春瑩說，

中方在充分尊重阿富汗國家主權(quán)及國內(nèi)各派意愿基礎(chǔ)上，同阿富汗塔利班等保持著聯(lián)系和溝通，一直為推動政治解決阿富汗問題發(fā)揮建設(shè)性作用。正如大家所知，7月28日，王毅國務(wù)委員兼外長在天津會見了阿富汗塔利班政治委員會負(fù)責(zé)人巴拉達(dá)爾一行。
On the basis of fully respecting the sovereignty of Afghanistan and the will of all factions in the country, China has maintained contact and communication with the Afghan Taliban and played a constructive role in promoting the political settlement of the Afghan issue. On July 28, State Councilor and Foreign Minister Wang Yi met with the visiting delegation led by head of the Afghan Taliban political committee Mullah Abdul Ghani Baradar in Tianjin.

我們希望阿富汗塔利班同阿富汗各黨派、各民族團(tuán)結(jié)起來，建立符合阿富汗自身國情、廣泛包容的政治架構(gòu)，為阿富汗實現(xiàn)持久和平奠定基礎(chǔ)。
We hope the Afghan Taliban can form solidarity with all factions and ethnic groups in Afghanistan, and build a broad-based and inclusive political structure suited to the national realities, so as to lay the foundation for achieving enduring peace in the country.

阿富汗塔利班方面多次表示，希同中方發(fā)展良好關(guān)系，期待中方參與阿富汗重建與發(fā)展，絕不允許任何勢力利用阿富汗領(lǐng)土做危害中國的事情。我們對此表示歡迎。長期以來，中方始終尊重阿富汗主權(quán)獨(dú)立和領(lǐng)土完整，始終不干涉阿富汗內(nèi)政，始終奉行面向全體阿富汗人民的友好政策。中方尊重阿富汗人民自主決定自身命運(yùn)前途的權(quán)利，愿意繼續(xù)同阿富汗發(fā)展睦鄰友好合作關(guān)系，為阿富汗和平與重建發(fā)揮建設(shè)性作用。
The Afghan Taliban said on multiple occasions that it hopes to grow sound relations with China, looks forward to China's participation in Afghanistan's reconstruction and development and will never allow any force to use the Afghan territory to engage in acts detrimental to China. We welcome those statements. China has all along respected Afghanistan's sovereignty, independence and territorial integrity, adhered to non-interference in Afghanistan's internal affairs and pursued a friendly policy toward the entire Afghan people. China respects the Afghan people's right to decide on their own future independently. We are ready to continue to develop good-neighborliness and friendly cooperation with Afghanistan and play a constructive role in Afghanistan's peace and reconstruction.

另有記者問：美歐等國都在緊急撤離，中方有無撤館計劃？中方人員在阿是否安全？

華春瑩說，

中國駐阿富汗使館仍在正常運(yùn)作，中國駐阿大使和使館人員仍在履行職責(zé)。大部分在阿公民已經(jīng)在使館安排下先期回國?，F(xiàn)在還有一些自愿留下的零星人員，使館同他們保持著密切聯(lián)系，目前他們都是安全的。中國駐阿使館將繼續(xù)密切關(guān)注阿局勢發(fā)展，為每一位在阿中國公民提供必要服務(wù)和幫助。
The Chinese Embassy in Afghanistan is still operating normally. The Chinese Ambassador and embassy staff are fulfilling their duties. Most of the Chinese nationals in Afghanistan have already returned to China thanks to the arrangement of the embassy. For those few people who chose to stay, the embassy is in close contact with them. They are all safe and sound so far. The Chinese Embassy in Afghanistan will continue to follow closely the developments of the situation in Afghanistan and provide necessary service and assistance to every Chinese citizen there.
