德特里克堡生物實(shí)驗(yàn)室 Fort Detrick lab

自7月17日起，一場(chǎng)浩浩蕩蕩的聯(lián)署公開信行動(dòng)正在中國(guó)網(wǎng)民之間展開，他們有著一個(gè)共同的目標(biāo)，呼吁世衛(wèi)組織徹底調(diào)查美國(guó)德特里克堡生物實(shí)驗(yàn)室。

公開信表示：

2021年6月，一批中國(guó)網(wǎng)民曾經(jīng)聯(lián)署了一封公開信，要求世界衛(wèi)生組織調(diào)查美國(guó)德特里克堡生物實(shí)驗(yàn)室。
A group of Chinese netizens drafted a joint open letter to ask the WHO to investigate the US Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick in June.

公開信中表示，為了預(yù)防下一場(chǎng)疫情的到來，那些進(jìn)行危險(xiǎn)的病毒乃至生化武器研究的實(shí)驗(yàn)室，應(yīng)該被世界衛(wèi)生組織重點(diǎn)關(guān)注。
They said in the letter that to prevent the next pandemic, the WHO should pay special attention to labs that are conducting studies on dangerous viruses or even on biochemical weapons.

公開信特別指出了美國(guó)軍方的德特里克堡生物實(shí)驗(yàn)室。那里存放著全世界最致命也最具傳染性的病毒，比如埃博拉病毒、天花病毒，還有SARS病毒、MERS病毒以及如今的新冠病毒。任何一種病毒泄露，都會(huì)對(duì)全人類帶來嚴(yán)重危害。
The open letter particularly noted the Fort Detrick lab, which stores the deadliest and most infectious viruses in the world, including Ebola, smallpox, SARS, MERS and the novel coronavirus. A leak of any one of them would pose a severe danger to the world.

可該實(shí)驗(yàn)室卻有著臭名昭著的安全記錄!不僅發(fā)生過炭疽病菌被盜，致多人死亡和中毒的大丑聞，而且在新冠肺炎疫情大規(guī)模出現(xiàn)前夕的2019年秋季，該實(shí)驗(yàn)室還出現(xiàn)過一次泄露?？稍敿?xì)信息卻被美國(guó)方面以國(guó)家安全為由隱瞞。
But this lab has a notorious record on lab security. There have been scandals where anthrax bacteria was stolen the lab, leading to the poisoning of many and even death. There was a leak from the lab in the autumn of 2019 right before the outbreak of the COVID-19 pandemic, but detailed information had been withheld by the US under the guise of national security.

這些被美國(guó)媒體自己報(bào)道出的信息，越來越令世人擔(dān)憂和懷疑，目前肆虐全球的新冠病毒是否與之有聯(lián)系。
The information unveiled by US media has worried the world, with some questioning whether the novel coronavirus could be linked to the US lab.

更讓人們起疑的是，中國(guó)出于對(duì)溯源研究工作的支持，不僅允許來自西方國(guó)家的病毒學(xué)者到武漢進(jìn)行研究，還開放了武漢病毒所給他們乃至美國(guó)媒體參觀考察?？擅绹?guó)方面至今沒有同等地開放美國(guó)德特里克堡的實(shí)驗(yàn)室，給獨(dú)立于美國(guó)地緣政治影響的中國(guó)等國(guó)調(diào)查。
What is more perplexing is that, when China allowed virologists from Western countries and even US mainstream media to visit the Wuhan Institute of Virology, the US has not opened the Fort Detrick lab, let alone shared the original data with countries including China that are independent from US geopolitical influence.

The US even purposely neglected and distorted the Chinese people's call to investigate the Fort Detrick lab - referring to the questions raised in the letter as a "conspiracy theory," and at the same time, used untenable and flawed rumors to attack the Wuhan Institute of Virology.

Only by figuring out the origins of the virus can the world eliminate potential hazards, avoid the next round of epidemic and comfort the families of the dead who are seeking answers. Since the open letter was published on July 17, it has received encouraging responses from the Chinese people and endorsed by about 5 million people within 5 days. The increasing endorsement reflects the Chinese people's aspiration and their anger in the political manipulation by some in the US. A probe into Fort Detrick is long overdue, but the US has not done it yet.

The mystery of Fort Detrick remain unexplained and shrouded by suspicions. In July 2019, the US CDC issued a "cease and desist order" to halt most research at Fort Detrick. In the same month, there were reports on the unexplained outbreaks of respiratory disease in northern Virginia and on the subsequent EVALI outbreaks in Wisconsin. By the end of July, two retirement communities near the base experienced unexplained pneumonia outbreaks. In September, vaping-related lung illness cases doubled in Maryland where Fort Detrick is based. Even so, the US CDC refused to release critical information regarding the base's closure by citing "national security reasons". The Fort Detrick base has disturbing records and stains in history. The base has in its storage research outcomes of biological warfare from people recruited after WWII, including head of Nazi Germany's biological warfare lab and head of Unit 731 of the Imperial Japanese Army that waged the war of aggression against China. According to US media reports, Fort Detrick stores large amount of viruses that severely threaten people's safety. What is the correlation between those incidents? When will the US make public explanations?

無人機(jī)學(xué)名全稱為unmanned aerial vehicle，簡(jiǎn)稱UAV，在口語中一般稱為drone。Drone原意為“雄蜂”或者“嗡嗡聲”，后來為什么會(huì)成為“無人機(jī)”的簡(jiǎn)稱，目前沒有很確定的說法，有一個(gè)比較普遍被接受的說法是：英國(guó)皇家空軍在上世紀(jì)三四十年代的時(shí)候研制了一些無人飛行器作為對(duì)空防御武器的訓(xùn)練打擊目標(biāo)（aerial targets for antiaircraft gunnery training）。1935年，皇家空軍用新型的DH82B無人機(jī)取代了之前的B版Fairey Queen （簡(jiǎn)稱Queen Bee），大概因?yàn)楹?jiǎn)稱中有Bee（蜜蜂）這個(gè)單詞，所以人們就開始用drone或者target drone來指代這些無人機(jī)，一方面可能是因?yàn)檫@些無人機(jī)都是像雄蜂一樣聽從指令，另一方面，可能也是因?yàn)樗鼈儠?huì)發(fā)出“嗡嗡的聲音”。所以，drone這個(gè)叫法也算一舉兩得吧。

7月26日9點(diǎn)50分前后，今年第6號(hào)臺(tái)風(fēng)“煙花”在浙江嘉興平湖市沿海再次登陸，登陸時(shí)中心附近最大風(fēng)力10級(jí)。

此前，臺(tái)風(fēng)“煙花”已經(jīng)在浙江舟山登陸過一次。

Typhoon In-Fa, the sixth this year, made landfall in Zhoushan, Zhejiang province, at around 12:30 pm on Sunday, packing winds of up to 38 meters per second at its center.

【知識(shí)點(diǎn)】

英文中描述臺(tái)風(fēng)“登陸”的表達(dá)為make landfall，而臺(tái)風(fēng)“減弱為熱帶風(fēng)暴”則通常用weaken to tropical storm表示。

其實(shí)，熱帶風(fēng)暴和臺(tái)風(fēng)其實(shí)都屬于熱帶氣旋（tropical cyclone）。

從1989年開始，我國(guó)采用世界氣象組織規(guī)定的統(tǒng)一標(biāo)準(zhǔn)，按氣旋中心附近最大平均風(fēng)力將熱帶氣旋劃分為4個(gè)等級(jí)：

熱帶氣旋中心附近最大平均風(fēng)力小于8級(jí)，即風(fēng)速小于17.2米每秒，為熱帶低壓（tropical depression）；

最大風(fēng)力在8-9級(jí)，風(fēng)速在17.2米/秒-24.4米/秒的稱為熱帶風(fēng)暴（tropical storm）；

最大風(fēng)力為10-11級(jí)，即風(fēng)速在24.5米/秒-32.6米/秒者，稱為強(qiáng)熱帶風(fēng)暴（severe tropical storm）；

只有中心附近最大平均風(fēng)力達(dá)到12級(jí)或以上，風(fēng)速大于等于32.7米每秒的熱帶氣旋才稱為臺(tái)風(fēng)（typhoon）。

關(guān)于風(fēng)暴，我們經(jīng)常聽到3個(gè)意思相近的詞：tornado、typhoon、hurricane。Tornado即龍卷風(fēng)，主要發(fā)生在陸地上。Typhoon和hurricane其實(shí)是一回事，都是tropical cyclone（熱帶氣旋），只是颶風(fēng)名稱的使用多在北大西洋及東太平洋，所以我們經(jīng)常聽到美國(guó)發(fā)生颶風(fēng)，如2005年著名的Hurricane Katrina（卡特里娜颶風(fēng)）；而北太平洋西部使用的詞是typhoon，于是我國(guó)就習(xí)慣稱臺(tái)風(fēng)。

浙江多項(xiàng)措施應(yīng)對(duì)

【單詞講解】

說到“暫停”，我們可能立即會(huì)想到pause這個(gè)詞，不過，在具體使用的時(shí)候，pause更偏重“短時(shí)間暫停（后繼續(xù)進(jìn)行某事）”的意思，比如：He talked for two hours without pausing for breath.（他說了兩個(gè)小時(shí)的話，都沒有停下來喘口氣。）On leaving, she paused for a moment at the door.（離開的時(shí)候，她在門口停頓了一下。）動(dòng)詞suspend及其名詞suspension多指“把事情停下來一陣子（直到有后續(xù)的決策）”，比如：Tour groups were suspended because of the epidemic.（由于疫情原因，團(tuán)隊(duì)游被暫時(shí)叫停了。）這里的“暫?！币话銜?huì)持續(xù)一段時(shí)間，直到形勢(shì)變化允許這件事能繼續(xù)進(jìn)行。

Chinese authorities have introduced a guideline to ease the burden of excessive homework and off-campus tutoring for students undergoing compulsory education. The guideline, jointly issued by the general offices of the Communist Party of China Central Committee and the State Council on Saturday, bans local authorities from approving any new tutoring institutions for academic course training during the nine years of compulsory education. All existing curriculum-based tutoring institutions will have to register as nonprofit organizations and cannot raise money from the public, the guideline said, adding that investment in such institutions by listed companies will also be prohibited. Tutoring institutions should not offer overseas education courses, nor teach content too advanced for the school curriculum, it said. No curriculum-based training will be allowed on weekends, national holidays or during winter and summer vacations, the guideline said.
