7月16日，全國(guó)碳排放權(quán)交易市場(chǎng)啟動(dòng)上線交易。發(fā)電行業(yè)成為首個(gè)納入全國(guó)碳市場(chǎng)的行業(yè)，納入重點(diǎn)排放單位2225家。
The national carbon emissions trading market launched online trading on July 16. The power generation industry was the first industry to be included, with 2,225 power companies taking the lead.

【知識(shí)點(diǎn)】
全國(guó)碳市場(chǎng)是利用市場(chǎng)機(jī)制來達(dá)到控制和減少溫室氣體排放、推動(dòng)綠色發(fā)展的制度創(chuàng)新。碳交易市場(chǎng)，就是通過碳排放權(quán)的交易達(dá)到控制碳排放總量的目的。通俗來講，就是把二氧化碳的排放權(quán)當(dāng)做商品來進(jìn)行買賣，需要減排的企業(yè)會(huì)獲得一定的碳排放配額，成功減排可以出售多余的配額，超額排放則要在碳市場(chǎng)上購(gòu)買配額。　
全國(guó)碳市場(chǎng)對(duì)中國(guó)碳達(dá)峰、碳中和的作用和意義非常重要。主要體現(xiàn)在幾個(gè)方面：一是推動(dòng)碳市場(chǎng)管控的高排放行業(yè)實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)和能源消費(fèi)的綠色低碳化，促進(jìn)高排放行業(yè)率先達(dá)峰。二是為碳減排釋放價(jià)格信號(hào)，并提供經(jīng)濟(jì)激勵(lì)機(jī)制，將資金引導(dǎo)至減排潛力大的行業(yè)企業(yè)，推動(dòng)綠色低碳技術(shù)創(chuàng)新，推動(dòng)前沿技術(shù)創(chuàng)新突破和高排放行業(yè)的綠色低碳發(fā)展的轉(zhuǎn)型。三是通過構(gòu)建全國(guó)碳市場(chǎng)抵消機(jī)制，促進(jìn)增加林業(yè)碳匯，促進(jìn)可再生能源的發(fā)展，助力區(qū)域協(xié)調(diào)發(fā)展和生態(tài)保護(hù)補(bǔ)償，倡導(dǎo)綠色低碳的生產(chǎn)和消費(fèi)方式。四是依托全國(guó)碳市場(chǎng)，為行業(yè)、區(qū)域綠色低碳發(fā)展轉(zhuǎn)型，實(shí)現(xiàn)碳達(dá)峰、碳中和提供投融資渠道。

【重要講話】
中國(guó)將碳達(dá)峰、碳中和納入生態(tài)文明建設(shè)整體布局，正在制定碳達(dá)峰行動(dòng)計(jì)劃，廣泛深入開展碳達(dá)峰行動(dòng)，支持有條件的地方和重點(diǎn)行業(yè)、重點(diǎn)企業(yè)率先達(dá)峰。中國(guó)將嚴(yán)控煤電項(xiàng)目，“十四五”時(shí)期嚴(yán)控煤炭消費(fèi)增長(zhǎng)、“十五五”時(shí)期逐步減少。此外，中國(guó)已決定接受《〈蒙特利爾議定書〉基加利修正案》，加強(qiáng)非二氧化碳溫室氣體管控，還將啟動(dòng)全國(guó)碳市場(chǎng)上線交易。
The targets of carbon peak and carbon neutrality have been added to China’s overall plan for ecological conservation. We are now making an action plan and are already taking strong nationwide actions toward carbon peak. Support is being given to peaking pioneers from localities, sectors and companies. China will strictly control coal-fired power generation projects, and strictly limit the increase in coal consumption over the 14th Five-Year Plan period and phase it down in the 15th Five-Year Plan period. Moreover, China has decided to accept the Kigali Amendment to the Montreal Protocol and tighten regulations over non-carbon dioxide emissions. China’s national carbon market will also start trading.
