China on Sunday activated a Level-IV emergency response for flood control as heavy rain is expected to lash parts of the country, according to the Ministry of Emergency Management. The State Flood Control and Drought Relief Headquarters have dispatched three working teams to Shanxi, Hebei and Beijing to assist local authorities.

According to the country's meteorological department, downpours are expected in parts of north and northeast China, as well as some areas along the Yellow River and Huai River. Parts of Beijing, Tianjin and Hebei will see torrential rain, according to the forecast.
據(jù)氣象部門預(yù)測(cè)，華北及東北的部分地區(qū)、黃河流域及淮河流域部分地區(qū)有大到暴雨，北京、天津及河北等地的部分區(qū)域有大暴雨。

It was estimated that the heavy rain might cause floods in 14 small and medium-sized rivers, including the tributaries of the Qujiang in Sichuan and Hanjiang in Shaanxi.
受強(qiáng)降雨影響，四川渠江上游干流及支流、陜西漢江支流等14條中小河流發(fā)生超警以上洪水。

>Plan on modernizing primary-level governance released
加強(qiáng)基層治理體系和治理能力現(xiàn)代化建設(shè)

China's central authorities have released a plan on modernizing the system and capacity for primary-level governance. The plan, issued by the Communist Party of China Central Committee and the State Council, stresses upholding the full leadership of the Party over governance at the primary level, and focuses on improving people's well-being.
中共中央、國(guó)務(wù)院近日印發(fā)《關(guān)于加強(qiáng)基層治理體系和治理能力現(xiàn)代化建設(shè)的意見(jiàn)》。意見(jiàn)提出，要堅(jiān)持和加強(qiáng)黨的全面領(lǐng)導(dǎo)，以增進(jìn)人民福祉為出發(fā)點(diǎn)和落腳點(diǎn)。

Measures should be adapted to local conditions and implemented step by step, while power should be delegated to primary-level governments and their burden should be reduced, the plan said.
堅(jiān)持因地制宜，分類指導(dǎo)、分層推進(jìn)、分步實(shí)施，向基層放權(quán)賦能，減輕基層負(fù)擔(dān)。

It calls for establishing in about five years a primary-level governance system led by Party organizations, with law-based duty performance by the government, cooperation from various kinds of organizations, and participation from the public. The governance model should combine self-governance, rule of law, and rule of virtue.
力爭(zhēng)用5年左右時(shí)間，建立起黨組織統(tǒng)一領(lǐng)導(dǎo)、政府依法履責(zé)、各類組織積極協(xié)同、群眾廣泛參與，自治、法治、德治相結(jié)合的基層治理體系。

By another 10 years, modernization of the system and capacity for primary-level governance should be basically achieved, and the benefits of the primary-level governance system with Chinese characteristics should be fully demonstrated, the plan said.

>China-Europe freight-train service sees surging growth
中歐班列覆蓋范圍擴(kuò)展

The China-Europe freight-train service has handled 7,377 trips in the first half of this year, up 43 percent from the same period last year, data from the China State Railway Group Co Ltd showed. The freight trains have carried about 707,000 20-foot equivalent unit containers of goods in the six-month period, surging 52 percent year-on-year. Launched in 2011, the freight trains have reached 168 cities in 23 European countries and recorded more than 40,000 trips, according to the group. The freight trains have played a crucial role in stabilizing the international logistics supply chain, promoting Sino-European trade and helping with the global fight against the COVID-19 pandemic.
