The Decision on Major Issues Concerning Comprehensively Deepening Reforms was adopted at the Third Plenary Session of the 18th Communist Party of China (CPC) Central Committee on Nov 12, 2013. The general purpose of deepening its all-around reform is to develop socialism with Chinese characteristics, to advance modernization in the State governance system and governance capability, according to the decision. The focus of economic reform is the proper relationship between the government and the market, leaving the market to play a decisive role in allocation of resources and the government to better play its role.
2013年11月12日，中共十八屆三中全會(huì)通過(guò)《關(guān)于全面深化改革若干重大問(wèn)題的決定》。決定指出，全面深化改革的總目標(biāo)是完善和發(fā)展中國(guó)特色社會(huì)主義制度，推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化。經(jīng)濟(jì)體制改革的核心問(wèn)題是處理好政府和市場(chǎng)的關(guān)系，使市場(chǎng)在資源配置中起決定性作用和更好發(fā)揮政府作用。
