建立健全生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)機(jī)制

China has issued a guideline on setting up and improving the mechanism to realize the value of ecological products amid its environmental protection and green development efforts. The country vows to establish a basic policy framework for value realization of the products by 2025, according to the guideline jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council. Problems related to measuring, mortgages, transactions, and value realization of ecological products will be effectively solved by 2025, and an interest-oriented mechanism for environmental protection will take basic shape.
為保護(hù)環(huán)境，推動(dòng)綠色發(fā)展，中共中央辦公廳、國(guó)務(wù)院辦公廳近日印發(fā)了《關(guān)于建立健全生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)機(jī)制的意見(jiàn)》。主要目標(biāo)是，到2025年，生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)的制度框架初步形成，生態(tài)產(chǎn)品"難度量、難抵押、難交易、難變現(xiàn)"等問(wèn)題得到有效解決，保護(hù)生態(tài)環(huán)境的利益導(dǎo)向機(jī)制基本形成。

A sound mechanism for realizing the value of the products will be formed by 2035, and green production and a green way of life will be widely adopted in the country, the guideline said.
到2035年，完善的生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)機(jī)制全面建立，廣泛形成綠色生產(chǎn)生活方式。

Measures will promote the trading of rights and interests related to ecological resources, such as improving carbon-trading plans, piloting carbon emissions trading, and fine-tuning the system for paid use of pollutant discharge rights.
推動(dòng)生態(tài)資源權(quán)益交易。健全碳排放權(quán)交易機(jī)制，探索碳匯權(quán)益交易試點(diǎn)。健全排污權(quán)有償使用制度。

The guideline also stressed more support for green finance, and encouraging banks to increase medium and long-term loan support for entities managing or developing ecological products and reasonably reducing financing costs.
加大綠色金融支持力度。鼓勵(lì)銀行機(jī)構(gòu)加大對(duì)生態(tài)產(chǎn)品經(jīng)營(yíng)開(kāi)發(fā)主體中長(zhǎng)期貸款支持力度，合理降低融資成本。

>Inquiry system for EU trademarks
歐盟商標(biāo)查詢(xún)系統(tǒng)上線

China's National Intellectual Property Administration on Monday launched a registration-information inquiry system for trademarks registered in the European Union.
國(guó)家知識(shí)產(chǎn)權(quán)局表示，歐盟商標(biāo)查詢(xún)系統(tǒng)(EUTMS )4月26日正式上線運(yùn)行。

The system, named EUTMS, is the first official inquiry tool of international trademark information in China, and is capable of handling 100 active users simultaneously, according to Wang Peizhang, head of the administration's Public Service Department. The general public may search with keywords, such as trademark name, application number and applicant, to browse and download trademark information.
國(guó)家知識(shí)產(chǎn)權(quán)局公共服務(wù)司司長(zhǎng)王培章在北京召開(kāi)的新聞發(fā)布會(huì)上表示，作為我國(guó)首個(gè)國(guó)際商標(biāo)信息官方查詢(xún)系統(tǒng)，EUTMS可以滿足100個(gè)用戶(hù)同時(shí)在線，提供基于商標(biāo)名稱(chēng)、申請(qǐng)?zhí)?、申?qǐng)人等基本信息的商標(biāo)檢索、結(jié)果下載功能。

The system was developed following an agreement signed on Sept 25, 2020 on the mutual exchange of trade mark information between the administration and the European Union Intellectual Property Office.
2020年9月25日，國(guó)家知識(shí)產(chǎn)權(quán)局與歐盟知識(shí)產(chǎn)權(quán)局簽訂中歐商標(biāo)信息交換協(xié)議。

By the end of March, the EU Intellectual Property Office had offered nearly 2 million pieces of trademark information to China’s administration, and China had shared more than 31 million pieces of information to the EU’s TMview database, Wang said at a press conference in Beijing.
截至2021年3月底，歐盟知識(shí)產(chǎn)權(quán)局共向我國(guó)提供歐盟商標(biāo)數(shù)據(jù)近200萬(wàn)件，與此同時(shí)，我國(guó)也向歐盟知識(shí)產(chǎn)權(quán)局提供中國(guó)商標(biāo)數(shù)據(jù)3100余萬(wàn)件。

>28 policies liberalizing trade in Hainan
海南推出28項(xiàng)政策措施

Chinese authorities have released a circular of 28 policies and measures to liberalize and facilitate trade in goods and services at the Hainan free trade port. The circular was jointly issued by the Ministry of Commerce and 19 other government bodies.
商務(wù)部等20個(gè)部門(mén)聯(lián)合發(fā)布《關(guān)于推進(jìn)海南自由貿(mào)易港貿(mào)易自由化便利化若干措施的通知》，聚焦貨物貿(mào)易自由便利和服務(wù)貿(mào)易自由便利兩大方面，明確28項(xiàng)政策措施。

In terms of the trade in goods, the country will implement 13 policies, such as allowing certain regions to pilot the easing of controls on the import and export of commodities like crude oil and refined oil. The import of sugar at the Hainan free trade port also will be excluded from tariff rate quota management.
其中，13項(xiàng)圍繞推進(jìn)貨物貿(mào)易自由便利進(jìn)行制度安排，比如，在洋浦保稅港區(qū)內(nèi)先行試點(diǎn)經(jīng)"一線"進(jìn)出口原油和成品油，進(jìn)口食糖不納入關(guān)稅配額總量管理。

Regarding trade in services, the country will adopt 15 measures, including supporting the establishment of national cultural export bases.
15項(xiàng)聚焦服務(wù)貿(mào)易自由便利設(shè)計(jì)政策舉措，包括支持海南自由貿(mào)易港創(chuàng)建國(guó)家文化出口基地。

>IAEA to invite Chinese experts
IAEA邀中國(guó)專(zhuān)家入工作組

Experts from China will be invited to be part of an International Atomic Energy Agency technical working group pertaining to Japan's disposal of nuclear wastewater, a Chinese Foreign Ministry spokesman said Monday. Spokesman Wang Wenbin said at a daily press briefing that the news has been recently confirmed by the IAEA.
外交部發(fā)言人汪文斌在4月26日外交部例行記者會(huì)上表示，國(guó)際原子能機(jī)構(gòu)正積極籌建相關(guān)技術(shù)工作組，日前已向中方確認(rèn)將邀請(qǐng)中國(guó)專(zhuān)家加入日本福島核污水處置相關(guān)技術(shù)工作組。

Noting that the Fukushima nuclear accident is one of the most serious in the world, Wang said the Japanese government, in disregard of concerns and opposition both at home and abroad, has unilaterally decided to discharge the wastewater into the sea without exhausting every means for safe disposal, disclosing complete relevant information, or having sufficient consultations with neighboring countries and the international community. "Such an irresponsible act not only directly jeopardizes the immediate interests of the people in Japan's neighboring countries, but also poses threats to the global marine environment and international public health security," Wang said.
汪文斌表示，日本福島核事故是全球發(fā)生的最嚴(yán)重核事故之一。日本政府不顧國(guó)內(nèi)外質(zhì)疑和反對(duì)，在未窮盡安全處置手段、未全面公開(kāi)相關(guān)信息、未與周邊國(guó)家和國(guó)際社會(huì)充分協(xié)商的情況下，單方面決定以排海方式處置福島核電站事故核污染水，此舉極不負(fù)責(zé)任，不僅直接危害日本周邊國(guó)家人民切身利益，也威脅全球海洋環(huán)境和國(guó)際公共健康安全。

It is only natural for China, as a major stakeholder, to have serious concerns over Japan's irresponsible practice, Wang said.
中方作為重要利益攸關(guān)方，對(duì)日方不負(fù)責(zé)任做法存有嚴(yán)重關(guān)切，這理所當(dāng)然。

China maintains that the IAEA should initiate a technical working group as soon as possible that involves China and other relevant stakeholders to carry out work concerning the wastewater disposal plans, their implementation and international assessment and supervision, the spokesman said.
中方主張國(guó)際原子能機(jī)構(gòu)盡快成立包括中方等利益攸關(guān)方在內(nèi)的技術(shù)工作組，就日本福島核污染水處置方案、后續(xù)落實(shí)與國(guó)際評(píng)估和監(jiān)督等開(kāi)展工作。

Before discharging the radioactive wastewater into the sea, Japan should earnestly address the concerns of relevant stakeholders, including China and the international community, Wang added.
日方在啟動(dòng)核污染水排海之前，應(yīng)該切實(shí)滿足中方等利益攸關(guān)方和國(guó)際社會(huì)的關(guān)切。
