China and ASEAN countries need to remove distractions and press ahead with consultations on the Code of Conduct in the South China Sea, and work toward the early conclusion of a set of regional rules that are more substantive and effective, consistent with international law and serve the needs of all parties.
中國與東盟國家要排除干擾，推進“南海行為準(zhǔn)則”磋商，力爭盡快達成符合國際法、符合各方需要、更具實質(zhì)內(nèi)容、更為行之有效的地區(qū)規(guī)則。
