3月5日舉行的全國兩會首場“部長通道”上，面對記者關(guān)心的財政熱點(diǎn)問題，財政部部長劉昆第一時間給予回應(yīng)。

China will keep its fiscal policy basically stable and make no sharp turns in 2021, the finance minister said Friday.
劉昆表示，今年的財政政策保持基本穩(wěn)定，不急轉(zhuǎn)彎。

The country will lower the deficit ratio and quota of the local government special bonds from last year.
今年的赤字率、新增地方政府專項(xiàng)債券限額比去年有所降低。

However, compared with 2019, China's total deficit will increase by 810 billion yuan (about 124.8 billion US dollars) to 3.57 trillion yuan this year. The quota of the newly-added special-purpose local government bonds for 2021 will stand at 3.65 trillion yuan, up by 1.5 trillion yuan from 2019.
然而，和2019年相比，今年的赤字總額達(dá)3.57萬億元，增加了0.81萬億元；地方政府專項(xiàng)債券限額新增3.65萬億元，增加了1.5萬億元。

The general expenditure of the central government has decreased for two consecutive years. The money saved was used to expand transfer payments to the local governments, Liu said.
中央本級財政支出連續(xù)兩年負(fù)增長，節(jié)省的資金用于增加對地方的轉(zhuǎn)移支付。

Liu vowed that China will continue to improve management of government debt, keep the macro leverage ratio basically stable, maintain the necessary support for economic recovery, and leave policy space to cope with future risks and challenges.
下一步，將持續(xù)完善政府債務(wù)管理，保持政府部門宏觀杠桿率基本穩(wěn)定，既保持對經(jīng)濟(jì)恢復(fù)的必要支出力度，又為今后應(yīng)對風(fēng)險挑戰(zhàn)預(yù)留政策空間。
