Newly married couples can receive up to 600,000 yen to cover their rent and other costs to start a new life from next April if they live in a municipality adopting Japan's newlywed support program, government sources said Sunday.
日本政府消息人士9月20日透露，居住在實施新婚補助計劃的市町村的新婚夫婦，從2021年4月起可以獲得最高60萬日元(約合人民幣3.9萬元)的補貼來開啟新生活，用以支付房租和其他費用。
To be eligible, both husband and wife will have to be under age 40 as of the registered date of marriage and have a combined income of less than 5.4 million yen, up from age 35 and 4.8 million yen under the current conditions for aid of up to 300,000 yen.
申請人需滿足以下條件：夫妻雙方在登記結婚之日須未滿40歲，且家庭收入低于540萬日元(約合人民幣35萬元)。新規(guī)較目前的新婚補助條件有所放寬，當前這兩項條件分別為登記結婚當日須未滿35歲，家庭收入低于480萬日元，補助金額則為30萬日元。
Only 281 municipalities, or 15% of all cities, towns and villages in Japan, had adopted the program as of July as they must shoulder half the expenses.
消息人士稱，截至7月，日本國內實施該項目的有281個市町村，僅占所有市町村的15%左右，因為當?shù)卣毘袚话氲馁M用。
But to increase the number, the central government will bear two-thirds of the cost starting in fiscal year 2021, sources said.

The program is part of government efforts to address the low birth rate.

>Restaurants add COVID surcharge

New York City diners may soon see a COVID-19 surcharge on their bills as the restaurant industry continues to suffer due to the coronavirus pandemic.
由于新冠疫情，餐飲業(yè)的處境仍然艱難，紐約市的食客們可能很快就會在賬單上看到一項新冠疫情附加費。
In a 46-2 vote, the New York City Council passed a bill on Sept 16 that would allow restaurants to charge as much as 10% to customers dining indoors or outdoors to help cover COVID-19 expenses.
紐約市議會上9月16日以46票贊成、2票反對通過了一項法案，允許餐館向在室內或室外就餐的顧客收取最高10%的費用，以彌補餐館在新冠疫情期間的損失。
Labeled as a "COVID-19 recovery charge," the surcharge does not add to the bill's overall tax, nor does it apply to delivery or takeout orders.

A restaurant implementing the surcharge is free to use the new funds however it likes, though it must also make it clear the surcharge is not a substitute for a tip or gratuity for waitstaff.

China's Tianwen 1 Mars probe carried out its second midcourse correction maneuver on Sunday night, according to the China National Space Administration.

The robotic spacecraft ran its four 120-Newton thrusters for 20 seconds at around 11 pm after receiving control signals from its ground controllers, the administration said in a statement on Monday morning.
