正在安徽視察調(diào)研防汛救災工作的中共中央總書記、國家主席、中央軍委主席習近平，聽取軍隊參與防汛救災情況匯報后發(fā)表重要講話。他強調(diào)，要發(fā)揚連續(xù)奮戰(zhàn)作風，切實完成防汛救災后續(xù)任務(wù)。
President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), has instructed the armed forces to make unremitting efforts to complete the follow-up tasks of flood control and disaster relief. Xi, who was inspecting flood control and disaster relief work in east China's Anhui province, gave the instruction after hearing reports from the military on joining localities in battling floods across the country.

2013年3月11日，習近平在十二屆全國人大一次會議解放軍代表團全體會議上強調(diào)，建設(shè)一支聽黨指揮、能打勝仗、作風優(yōu)良的人民軍隊，是黨在新形勢下的強軍目標。
今年入汛以來，我國多地發(fā)生洪澇地質(zhì)災害，防汛形勢十分嚴峻，防汛工作刻不容緩。從6月28日至7月17日，習近平三次對防汛救災做出重要指示。在7月12日的指示中，他明確要求，駐地解放軍和武警部隊要積極參與搶險救災工作。
據(jù)統(tǒng)計，截至8月19日，解放軍和武警部隊共出動兵力120多萬人次，組織民兵30多萬人次，參加了17個省份的防汛救災行動，共轉(zhuǎn)移群眾17萬余人、封堵決口和管涌3900多處、加固堤壩900多公里、搶通道路350多公里。人民軍隊聽黨指揮、聞令而動、向險而行，關(guān)鍵時刻發(fā)揮了突擊隊作用。
