德國推出病毒預警應用
Germany launched its official COVID-19 warning app which was now available for download to smartphones, the government announced on Tuesday.
德國政府6月16日宣布，推出官方版新冠肺炎預警應用，目前該應用已可以在智能手機上下載。
Released by Germany's disease control agency Robert Koch Institute, the app informs citizens who had been in contact with an infected person in order to detect and break the chains of infection.
這款由德國疾控機構(gòu)羅伯特?科赫研究所發(fā)布的應用會對接觸過新冠感染者的市民發(fā)出警示，以便發(fā)現(xiàn)并打破感染鏈。
German Health Minister Jens Spahn stressed that the app was "not a panacea, not a free ride ticket, but it is an important additional tool in containing the pandemic."
德國衛(wèi)生部長延斯?施潘強調(diào)，該應用并非靈丹妙藥，也不是免費車票，而是遏制疫情的重要附加工具。
Downloading and using the app was "a small step for each of us, but a big step in the fight against the pandemic," said head of the Chancellery Helge Braun, adding that citizens could rely on high standards of data protection.
總理府部長黑爾格?布勞恩表示，下載并使用該應用對我們每個人來說只是一小步，但對抗擊疫情來說卻是一大步。布勞恩還說，該應用在數(shù)據(jù)保護方面采用高標準，值得信賴。
The app was based on a "decentralized software architecture" which stored data on the mobile phones of users instead of a central server.
這是一款"分散管理軟件架構(gòu)"型應用，數(shù)據(jù)是被儲存在用戶手機上而不是中央服務(wù)器上。

>US Open to be held without fans
美網(wǎng)將以空場形式舉辦
The US Open will be held as scheduled in New York City from Aug 31 to Sept 13 without fans, said New York State Governor Andrew Cuomo on Tuesday.
紐約州州長安德魯?科莫6月16日表示，美網(wǎng)公開賽將于8月31日至9月13日在紐約市如期舉辦，比賽現(xiàn)場將沒有球迷。
The US Tennis Association (USTA) "will take extraordinary precautions to protect players and staff," said Cuomo on Twitter.
科莫在推特上說，美國網(wǎng)球協(xié)會"將采取嚴格的預防措施，保護球員和工作人員"。
He noted that precaution measures will include robust testing, additional cleaning, extra locker room space, and dedicated housing and transportation.

The decision came as major indicators of the pandemic keep trending down in the northeastern US state with more areas entering a new phase of reopening.

USTA Chief Executive Officer Mike Dowse said in a statement on Tuesday that the association is "incredibly excited" about Cuomo's decision.

>Beijing ups emergency response

Beijing upgraded its public health emergency response to COVID-19 from level III to II starting Tuesday.

Classes are moved online for primary and middle school students, and class resumption of college students will be suspended.

Residents of Beijing's medium- and high-risk areas, as well as those related to the Xinfadi market, should not leave Beijing. Other people who need to leave the city must have negative results of the nucleic acid test taken within seven days.

The epidemic situation in Beijing remains grim, as the city has been reporting a daily double-digit growth in domestically transmitted COVID-19 cases since June 11, said Chen Bei, deputy secretary-general of the Beijing municipal government, at a news conference.

>Special bonds to be issued
抗疫特別國債發(fā)行啟動
China will issue 100 billion yuan in special government bonds for COVID-19 control measures in a bid to balance epidemic control with economic and social development, the Ministry of Finance (MOF) said Monday. The MOF will issue two batches of fixed-rate special bonds, including 50 billion yuan in five-year bonds and 50 billion yuan in seven-year bonds, the MOF said in a statement. Both will be listed and traded on June 23, 2020.
財政部6月15日發(fā)布公告稱，為統(tǒng)籌推進疫情防控和經(jīng)濟社會發(fā)展，將發(fā)行兩期共1000億元抗疫特別國債，包括5年期固定利率附息債和7年期固定利率附息債各500億元，6月23日起上市交易。
China will pursue a more proactive and impactful fiscal policy, setting its fiscal deficit above 3.6% of GDP and issuing 1 trillion yuan of government bonds for COVID-19 control this year to release more funds for companies and individuals.
今年我國將實行更加積極有為的財政政策，赤字率安排在3.6%以上，還計劃發(fā)行總計1萬億元抗疫特別國債，向企業(yè)和個人釋放更多流動性。
