起步區(qū)作為雄安新區(qū)主城區(qū)，肩負(fù)著集中承接北京非首都功能疏解的時(shí)代重任。起步區(qū)規(guī)劃面積約198平方公里。未來(lái)，起步區(qū)將是北京疏解出的高校、科研院所、醫(yī)療機(jī)構(gòu)、企業(yè)總部、金融機(jī)構(gòu)、事業(yè)單位等的集中承載區(qū)。
The start-up area will be part of the Xiongan city proper, which will cover 198 square km. Designed for taking over Beijing's functions nonessential to its role as the national capital, the city proper will be a new home for Beijing's colleges, research institutes, hospitals, business headquarters, and financial and public institutions.

目前，雄安新區(qū)“1+4+26”規(guī)劃體系（規(guī)劃綱要，總體規(guī)劃、白洋淀生態(tài)治理與保護(hù)規(guī)劃、起步區(qū)控制性規(guī)劃、啟動(dòng)區(qū)控制性詳細(xì)規(guī)劃，26個(gè)專(zhuān)項(xiàng)規(guī)劃）基本形成。2019年年底，經(jīng)黨中央同意，國(guó)務(wù)院正式批復(fù)《河北雄安新區(qū)起步區(qū)控制性規(guī)劃》和《河北雄安新區(qū)啟動(dòng)區(qū)控制性詳細(xì)規(guī)劃》，其中的起步區(qū)就是雄安新區(qū)主城區(qū)。起步區(qū)的發(fā)展定位是北京非首都功能疏解集中承載區(qū)、高質(zhì)量高水平社會(huì)主義現(xiàn)代化城市主城區(qū)、貫徹落實(shí)新發(fā)展理念的創(chuàng)新發(fā)展示范區(qū)，承擔(dān)著打造“雄安質(zhì)量”樣板、培育建設(shè)現(xiàn)代化經(jīng)濟(jì)體系新引擎的歷史使命，在深化改革、擴(kuò)大開(kāi)放、創(chuàng)新發(fā)展、城市治理、公共服務(wù)等方面發(fā)揮先行先試和示范引領(lǐng)作用。啟動(dòng)區(qū)則是起步區(qū)的一部分，是雄安新區(qū)率先建設(shè)的區(qū)域，規(guī)劃范圍38平方公里。雄安新區(qū)主城區(qū)建成后，將形成“一方城、兩軸線、五組團(tuán)、十景苑、百花田、千年林、萬(wàn)頃波”的空間意象。

建設(shè)雄安新區(qū)是千年大計(jì)。新區(qū)首先就要新在規(guī)劃、建設(shè)的理念上，要體現(xiàn)出前瞻性、引領(lǐng)性。
The establishment of the Xiongan New Area is a strategy crucial for a millennium to come. The new area is supposed to showcase prospective and leading new ideas in both planning and construction.
