解除離鄂通道管控 lift outbound transportation restrictions in Hubei

湖北省新冠肺炎疫情防控指揮部3月24日發(fā)布通告說，湖北省除武漢市以外地區(qū)，將于3月25日起解除離鄂通道管控，武漢市將于4月8日起解除離漢離鄂通道管控措施。

People in Wuhan will be allowed to leave the city and Hubei province from April 8 if they hold a green health code, meaning no contact with any infected or suspected COVID-19 cases, according to the circular.
通告指出，自4月8日起，在漢人員憑湖北健康碼“綠碼”可離開武漢及湖北。健康碼“綠碼”表示未曾接觸過新冠肺炎確診或疑似病例。

Other areas in Hubei will lift outbound transportation restrictions from Wednesday. Migrant workers who hold green codes and negative nucleic acid testing results will be sent out of the province to their workplace directly.
湖北省除武漢市以外地區(qū)，將于3月25日起解除離鄂通道管控。對持有湖北健康碼“綠碼”的外出務(wù)工人員，經(jīng)核酸檢測合格后，直接輸送至務(wù)工所在地。

【單詞講解】

“解除管控”這里用lift restrictions表示，lift除了本身的“抬起、舉起”之意外，也有“撤銷、解除”的意思，后面一般搭配restrictions、ban等表示“禁令”的詞，比如， lift the ban on imports of British beef（解除英國牛肉進口禁令）。與之相反的“實施禁令”則多用impose restrction來表示。

今年1月23日，武漢市新冠肺炎疫情防控指揮部發(fā)布通告，自當日10時起離漢通道暫時關(guān)閉。

暫停外籍人士入境 entry of foreign nationals suspended

中華人民共和國外交部、國家移民管理局3月26日發(fā)布關(guān)于暫時停止持有效中國簽證、居留許可的外國人入境的公告。

The suspension -- starting on Saturday Mar 28 -- is a temporary measure that China is compelled to take in light of the outbreak situation and the practices of other countries, the announcement said.
公告指出，該政策自2020年3月28日0時起生效，這是中方為應對當前疫情，參考多國做法，不得已采取的臨時性措施。

According to the announcement, entry by foreign nationals with APEC business travel cards will be suspended.
暫停外國人持APEC商務(wù)旅行卡入境。

Policies including port visas, 24/72/144-hour visa-free transit policy, Hainan 30-day visa-free policy, 15-day visa-free policy specified for foreign cruise-group-tour through Shanghai Port, Guangdong 144-hour visa-free policy specified for foreign tour groups from Hong Kong or Macao SAR, and Guangxi 15-day visa-free policy specified for foreign tour groups of ASEAN countries will also be temporarily suspended.
暫停口岸簽證、24/72/144小時過境免簽、海南入境免簽、上海郵輪免簽、港澳地區(qū)外國人組團入境廣東144小時免簽、東盟旅游團入境廣西免簽等政策。

Entry with diplomatic, service, courtesy or C visas will not be affected and foreign nationals coming to China for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may apply for visas at Chinese embassies or consulates, the announcement said.
持外交、公務(wù)、禮遇、C字簽證入境不受影響。外國人如來華從事必要的經(jīng)貿(mào)、科技等活動，以及出于緊急人道主義需要，可向中國駐外使領(lǐng)館申辦簽證。

Entry by foreign nationals with visas issued after this announcement will not be affected.

公告指出，

China will stay in close touch with all sides and properly handle personnel exchanges with the rest of the world under the special circumstances, it said, adding that the above-mentioned measures will be calibrated in light of the evolving situation and announced accordingly.

民航局也于同日發(fā)布《關(guān)于疫情防控期間繼續(xù)調(diào)減國際客運航班量的通知》，決定進一步調(diào)減國際客運航班運行數(shù)量，各航空公司的航班計劃自2020年3月29日起執(zhí)行。

All domestic airlines were allowed to operate only one flight to each country per week, while foreign aviation companies should keep only one air route to China and there should be no more than one flight every week for each of the air route to China, according to the circular.

無癥狀感染者 asymptomatic patients

Asymptomatic COVID-19 patients refer to those who do not show any symptoms, including fever and cough, but their tests for the novel coronavirus are positive.
新冠肺炎“無癥狀感染者”指沒有發(fā)燒和咳嗽等癥狀，但是新冠病毒檢測為陽性的人。

Asymptomatic patients are not categorized as confirmed cases, because only those showing symptoms can be labeled as confirmed cases, according to the latest version of the COVID-19 diagnosis and treatment guidelines released by the National Health Commission.
根據(jù)國家衛(wèi)健委發(fā)布的最新版新冠肺炎診療方案，“無癥狀感染者”不能算確診病例，只有出現(xiàn)癥狀的感染者才能被納入確診病例。

Asymptomatic patients could infect others, but are not the major source of the spread of novel coronavirus, according to the World Health Organization.
世界衛(wèi)生組織表示，“無癥狀感染者”會感染他人，但不是新冠病毒的主要傳染源。

針對我國“無癥狀感染者”的情況，鐘南山院士近期在采訪中進行了回應。

鐘南山表示：

The infection rate is usually very high of those who have close contacts with asymptomatic novel coronavirus carriers.
一般來說，“無癥狀感染者”對與其密切接觸的人的傳染率很高。

But the number of confirmed COVID-19 cases is not increasing but reducing in the mainland, and that indicates China did not have many asymptomatic novel coronavirus carriers.
但是中國近期新冠肺炎新確診病例數(shù)不僅沒有上升，反而在不斷下降……這可以說明：中國還沒有大量的“無癥狀感染者”。

There isn't any specific number on China's asymptomatic novel coronavirus carriers and more detailed and professional studies and research are needed in the following months.
目前關(guān)于中國國內(nèi)“無癥狀感染者”的情況沒有具體數(shù)字，未來幾個月還需進行詳盡專業(yè)的研究。

China will scale up screening of asymptomatic patients of COVID-19 and expand testing to close contacts of infected patients in an effort to prevent a possible domestic rebound of the outbreak, according to a decision made at a meeting chaired by Premier Li Keqiang on Monday. The meeting of the leading group of the Communist Party of China Central Committee on coping with the novel coronavirus pneumonia underlined the importance of prioritizing the monitoring, tracking, isolation and treatment of asymptomatic cases to consolidate the country's epidemic containment efforts.
