十三屆全國(guó)人大常委會(huì)第十六次會(huì)議2月24日下午表決通過(guò)了關(guān)于全面禁止非法野生動(dòng)物交易、革除濫食野生動(dòng)物陋習(xí)、切實(shí)保障人民群眾生命健康安全的決定。決定自公布之日起施行。

A decision made by the National People's Congress Standing Committee on Monday has made it clear that all wildlife on the protection list of the existing Wild Animal Protection Law or other laws, and all terrestrial wildlife, including those artificially bred and farmed, are banned from consumption.
決定明確規(guī)定，凡野生動(dòng)物保護(hù)法和其他有關(guān)法律禁止的，以及人工繁育、人工飼養(yǎng)的陸生野生動(dòng)物，全面禁止食用。

【知識(shí)點(diǎn)】

這里所說(shuō)的陸生野生動(dòng)物（wild terrestrial animals），是指依法受保護(hù)的珍貴、瀕危、有益的（rare, protected, endangered and beneficial）和有重要經(jīng)濟(jì)、科學(xué)研究?jī)r(jià)值（of economic and scientific significance）的陸生野生動(dòng)物。

The decision also calls for harsh penalties for the hunting, trading, transportation and eating of wild animals on the protection list of existing laws.
對(duì)違反野生動(dòng)物保護(hù)法和其他有關(guān)法律規(guī)定，獵捕、交易、運(yùn)輸、食用野生動(dòng)物的，在現(xiàn)行法律規(guī)定基礎(chǔ)上加重處罰。

The hunting, trading and transportation of wild terrestrial animals for purposes of consumption are also banned.
全面禁止以食用為目的獵捕、交易、運(yùn)輸在野外環(huán)境自然生長(zhǎng)繁殖的陸生野生動(dòng)物。

對(duì)于鴿、兔等人工養(yǎng)殖、利用時(shí)間長(zhǎng)、技術(shù)成熟，人民群眾已廣泛接受的人工飼養(yǎng)的動(dòng)物（farm-raised animals），決定規(guī)定，列入畜禽遺傳資源目錄的動(dòng)物，屬于家畜家禽（under the category of poultry and livestock），適用畜牧法的規(guī)定。

決定還規(guī)定，因科研、藥用、展示等特殊情況，需要對(duì)野生動(dòng)物進(jìn)行非食用性利用的（ wild animals that are used for nonedible purposes, such as for scientific research, for drugs and display），應(yīng)當(dāng)按照國(guó)家有關(guān)規(guī)定實(shí)行嚴(yán)格審批和檢疫檢驗(yàn)（strict approval procedures and quarantine measures are required）。

對(duì)違法經(jīng)營(yíng)場(chǎng)所和違法經(jīng)營(yíng)者，依法予以取締或者查封、關(guān)閉（venues for illegal production and trade will be seized and closed）。

有關(guān)地方人民政府應(yīng)當(dāng)支持、指導(dǎo)、幫助受影響的農(nóng)戶(hù)調(diào)整、轉(zhuǎn)變生產(chǎn)經(jīng)營(yíng)活動(dòng)（support and help them to adjust and transform production），根據(jù)實(shí)際情況給予一定補(bǔ)償（offer them compensation）。
