中共中央總書(shū)記、國(guó)家主席、中央軍委主席、中央全面依法治國(guó)委員會(huì)主任習(xí)近平2月5日下午主持召開(kāi)中央全面依法治國(guó)委員會(huì)第三次會(huì)議并發(fā)表重要講話。他強(qiáng)調(diào)，要在黨中央集中統(tǒng)一領(lǐng)導(dǎo)下，始終把人民群眾生命安全和身體健康放在第一位，從立法、執(zhí)法、司法、守法各環(huán)節(jié)發(fā)力，全面提高依法防控、依法治理能力，為疫情防控工作提供有力法治保障。

中共中央政治局常委、中央全面依法治國(guó)委員會(huì)副主任李克強(qiáng)、栗戰(zhàn)書(shū)、王滬寧出席會(huì)議。

會(huì)議審議通過(guò)了《中央全面依法治國(guó)委員會(huì)關(guān)于依法防控新型冠狀病毒感染肺炎疫情、切實(shí)保障人民群眾生命健康安全的意見(jiàn)》、《關(guān)于深化司法責(zé)任制綜合配套改革的意見(jiàn)》、《關(guān)于加強(qiáng)法治鄉(xiāng)村建設(shè)的意見(jiàn)》、《行政復(fù)議體制改革方案》和關(guān)于上海市推進(jìn)法治化營(yíng)商環(huán)境建設(shè)情況的報(bào)告、關(guān)于推進(jìn)綜合行政執(zhí)法體制改革情況的報(bào)告。

While addressing the meeting, Xi said the infection prevention and control is at a critical moment and stressed the utmost importance of carrying out the work in a law-based, scientific and orderly manner.
習(xí)近平在講話中強(qiáng)調(diào)，當(dāng)前，疫情防控正處于關(guān)鍵時(shí)期，依法科學(xué)有序防控至關(guān)重要。

Xi spoke of the need to improve legislation related to epidemic prevention and control, strengthen the building of supporting institutions and improve punishment procedures. Laws and regulations on epidemic prevention and control and emergency response must be strictly enforced, risk assessment be improved and decisions be made prudently and in accordance with the law, Xi said.
習(xí)近平指出，要完善疫情防控相關(guān)立法，加強(qiáng)配套制度建設(shè)，完善處罰程序。要嚴(yán)格執(zhí)行疫情防控和應(yīng)急處置法律法規(guī)，加強(qiáng)風(fēng)險(xiǎn)評(píng)估，依法審慎決策。

He also stressed strict enforcement of law on prevention and control of infectious diseases and the regulation regarding its implementation, laws on wildlife protection and animal quarantine, as well as the regulation on public health emergency response.
嚴(yán)格執(zhí)行傳染病防治法及其實(shí)施條例、野生動(dòng)物保護(hù)法、動(dòng)物防疫法、突發(fā)公共衛(wèi)生事件應(yīng)急條例等法律法規(guī)。

Xi called for a severe crackdown on illegal activities and crimes ranging from resisting epidemic prevention and control efforts, assaulting medical workers, manufacturing and selling fake products, to rumor-mongering that undermines epidemic prevention and control efforts.
依法嚴(yán)厲打擊抗拒疫情防控、暴力傷醫(yī)、制假售假、造謠傳謠等破壞疫情防控的違法犯罪行為。

Donations and receiving donations should be carried out according to the law, Xi stressed, noting that all donated funds and goods should be used for epidemic prevention and control in a timely manner.
要依法規(guī)范捐贈(zèng)、受贈(zèng)行為，確保受贈(zèng)財(cái)物全部及時(shí)用于疫情防控。

Xi also stressed timely and accurate release of the epidemic information in accordance with the law, as well as strengthened public legal education and legal services related to the epidemic prevention and control.
要依法做好疫情報(bào)告和發(fā)布工作，要加強(qiáng)疫情防控法治宣傳和法律服務(wù)。

Xi told Party committees and governments at all levels to improve law-based governance through coping with major emergencies.
習(xí)近平強(qiáng)調(diào)，各級(jí)黨委和政府要在處置重大突發(fā)事件中推進(jìn)法治政府建設(shè)。

The meeting stressed implementing judicial reforms, strengthening rule of law in rural areas and reforming the system of administrative reconsideration.
會(huì)議指出，要抓好司法改革，加強(qiáng)法治鄉(xiāng)村建設(shè)，落實(shí)行政復(fù)議體制改革方案。

Chinese socialist rule of law is the most basic, stable and reliable guarantee to the governance of systems, said the meeting, adding that law-based governance should be advanced to boost the role of rule of law in modernizing China's system and capacity for governance.
我國(guó)社會(huì)主義法治是制度之治最基本最穩(wěn)定最可靠的保障。要推進(jìn)全面依法治國(guó)，發(fā)揮法治在國(guó)家治理體系和治理能力現(xiàn)代化中的積極作用。
