國務院近日召開常務會議，部署進一步多措并舉做好穩(wěn)就業(yè)工作，要求大力支持靈活就業(yè)；更好地促進殘疾人就業(yè)；用法治手段治理農(nóng)民工工資拖欠頑疾。
China will take robust and multi-pronged measures to ensure that employment remains stable. The government will scale up support for flexible employment, boost job opportunities for people with disabilities, and tackle the stubborn issue of wage arrears affecting migrant workers with legal means. A host of steps was decided upon at the State Council's executive meeting.

就業(yè)是民生之本、財富之源。通過多方采取措施，今年我國就業(yè)形勢總體平穩(wěn)，全年城鎮(zhèn)新增就業(yè)預期目標提前實現(xiàn)。但當前國內外風險挑戰(zhàn)增多，穩(wěn)就業(yè)壓力加大。要更大力度實施就業(yè)優(yōu)先政策，在積極擴內需、穩(wěn)外貿(mào)帶動就業(yè)擴大的基礎上，進一步完善促進就業(yè)的舉措。
一是各地要著眼穩(wěn)就業(yè)大局，出臺更多支持新增就業(yè)崗位的措施，抓緊清理取消不合理限制靈活就業(yè)的規(guī)定。二是加大力度援企穩(wěn)崗。將階段性降低失業(yè)保險和工傷保險費率、失業(yè)保險穩(wěn)崗返還及職工在崗培訓補貼政策延續(xù)實施1年。三是深入推進職業(yè)技能提升行動，加強職業(yè)培訓基礎能力建設。組織城鄉(xiāng)未繼續(xù)升學初高中畢業(yè)生、20歲以下登記失業(yè)人員參加技能培訓，并按規(guī)定給予培訓補貼，對其中農(nóng)村學員和困難家庭成員再給予生活費補貼。四是完善就業(yè)托底保障。允許城鄉(xiāng)勞動者在常住地進行失業(yè)登記。

就業(yè)是最大的民生。要堅持就業(yè)優(yōu)先戰(zhàn)略和積極就業(yè)政策，實現(xiàn)更高質量和更充分就業(yè)。大規(guī)模開展職業(yè)技能培訓，注重解決結構性就業(yè)矛盾，鼓勵創(chuàng)業(yè)帶動就業(yè)。提供全方位公共就業(yè)服務，促進高校畢業(yè)生等青年群體、農(nóng)民工多渠道就業(yè)創(chuàng)業(yè)。
Employment is pivotal to people’s wellbeing. We must give high priority to employment and pursue a proactive employment policy, striving to achieve fuller employment and create better quality jobs. We will launch vocational skills training programs on a big scale, give particular attention to tackling structural unemployment, and create more jobs by encouraging business startups. We will provide extensive public employment services to open more channels for college graduates and other young people as well as migrant rural workers to find jobs and start their own businesses.
