近期，中央農(nóng)辦、農(nóng)業(yè)農(nóng)村部等11個(gè)部門(mén)共同印發(fā)《關(guān)于進(jìn)一步推進(jìn)移風(fēng)易俗 建設(shè)文明鄉(xiāng)風(fēng)的指導(dǎo)意見(jiàn)》，發(fā)布會(huì)于 10月29日舉行。
Chinese authorities have released a guideline on efforts to further eliminate outmoded customs and promote social civility in rural areas. Jointly issued by the Office of the Central Rural Work Leading Group, the Ministry of Agriculture and Rural Affairs and nine other departments, the guideline was unveiled at a press conference Tuesday.

指導(dǎo)意見(jiàn)提出，爭(zhēng)取通過(guò)3到5年的努力，文明鄉(xiāng)風(fēng)管理機(jī)制和工作制度基本健全，農(nóng)村陳規(guī)陋習(xí)蔓延勢(shì)頭得到有效遏制，婚事新辦、喪事簡(jiǎn)辦、孝親敬老等社會(huì)風(fēng)尚更加濃厚，農(nóng)民人情支出負(fù)擔(dān)明顯減輕，鄉(xiāng)村社會(huì)文明程度進(jìn)一步提高。
It is expected that within three to five years, sound management and working systems for rural civility will be set up across the country, a more civilized society will be established in rural areas. The spread of outdated practices and customs will be effectively controlled, new practices such as frugality in weddings or funerals and respecting elders will be more prominent in rural areas, and rural residents' expenditures on interpersonal relations will be greatly reduced, according to the guideline.

近年來(lái)，各地在革除農(nóng)村陋習(xí)、樹(shù)文明新風(fēng)方面的工作，取得了明顯成效，但是天價(jià)彩禮“娶不起”、豪華喪葬“死不起”、名目繁多的人情禮金“還不起”以及孝道式微、農(nóng)村老人“老無(wú)所養(yǎng)”等問(wèn)題還大量存在，廣大干部和群眾熱切盼望出臺(tái)相關(guān)措施抵制歪風(fēng)、弘揚(yáng)正氣。

《關(guān)于進(jìn)一步推進(jìn)移風(fēng)易俗 建設(shè)文明鄉(xiāng)風(fēng)的指導(dǎo)意見(jiàn)》指出，要以黨風(fēng)政風(fēng)引領(lǐng)農(nóng)村新風(fēng)，落實(shí)農(nóng)村基層黨組織責(zé)任，充分發(fā)揮農(nóng)村黨員干部的模范帶頭作用。在相關(guān)法律法規(guī)修訂中要增加文明鄉(xiāng)風(fēng)建設(shè)相關(guān)內(nèi)容。對(duì)不贍養(yǎng)、虐待父母等行為要加大懲處力度。建立正面激勵(lì)機(jī)制，發(fā)揮典型的示范引領(lǐng)作用。

要推動(dòng)鄉(xiāng)村文化振興，加強(qiáng)農(nóng)村思想道德建設(shè)和公共文化建設(shè)，以社會(huì)主義核心價(jià)值觀為引領(lǐng)，深入挖掘優(yōu)秀傳統(tǒng)農(nóng)耕文化蘊(yùn)含的思想觀念、人文精神、道德規(guī)范，培育挖掘鄉(xiāng)土文化人才，弘揚(yáng)主旋律和社會(huì)正氣，培育文明鄉(xiāng)風(fēng)、良好家風(fēng)、淳樸民風(fēng)，改善農(nóng)民精神風(fēng)貌，提高鄉(xiāng)村社會(huì)文明程度，煥發(fā)鄉(xiāng)村文明新氣象。
We will push forward the revitalization of culture in rural areas under the guidance of socialist core values, and strengthen ideological and moral education, as well as public cultural services. Concepts, humanism and moral codes in traditional rural culture will be further explored, talents in related sectors cultivated, and mainstream values and social norms highlighted. In this way, rural civilization, good family virtues and simple folkways will be formed, the overall outlook of farmers and rural civilization improved and a fresh prospect of rural civilization will be in sight.

We must prioritize the development of agriculture and rural areas. To build rural areas with thriving businesses, pleasant living environments, social etiquette and civility, effective governance, and prosperity, we need to put in place sound systems, mechanisms, and policies for promoting integrated urban-rural development, and speed up the modernization of agriculture and rural areas.
