為了不斷解放和發(fā)展社會(huì)生產(chǎn)力，推動(dòng)高質(zhì)量發(fā)展，國(guó)務(wù)院于10月23日公布《優(yōu)化營(yíng)商環(huán)境條例》。《條例》對(duì)標(biāo)國(guó)際先進(jìn)水平，為各類市場(chǎng)主體投資興業(yè)營(yíng)造穩(wěn)定、公平、透明、可預(yù)期的良好環(huán)境。
The State Council on Wednesday made public a regulation on optimizing the business environment in the latest step to unleash and develop productive forces and advance high-quality development. Aligning with advanced international levels, the regulation specifies the principles and directions for fostering a stable, fair, transparent and predictable business environment.

黨中央、國(guó)務(wù)院高度重視優(yōu)化營(yíng)商環(huán)境工作。近年來(lái)，各地區(qū)、各部門按照黨中央、國(guó)務(wù)院部署，順應(yīng)社會(huì)期盼，持續(xù)推進(jìn)“放管服”等改革，我國(guó)營(yíng)商環(huán)境明顯改善。為了持續(xù)優(yōu)化營(yíng)商環(huán)境，不斷解放和發(fā)展社會(huì)生產(chǎn)力，加快建設(shè)現(xiàn)代化經(jīng)濟(jì)體系，推動(dòng)高質(zhì)量發(fā)展，有必要制定專門行政法規(guī)，從制度層面為優(yōu)化營(yíng)商環(huán)境提供更為有力的保障和支撐。
《優(yōu)化營(yíng)商環(huán)境條例》認(rèn)真總結(jié)近年來(lái)我國(guó)優(yōu)化營(yíng)商環(huán)境的經(jīng)驗(yàn)和做法，將實(shí)踐證明行之有效、人民群眾滿意、市場(chǎng)主體支持的改革舉措用法規(guī)制度固化下來(lái)，重點(diǎn)針對(duì)我國(guó)營(yíng)商環(huán)境的突出短板和市場(chǎng)主體反映強(qiáng)烈的痛點(diǎn)難點(diǎn)堵點(diǎn)問(wèn)題，對(duì)標(biāo)國(guó)際先進(jìn)水平，從完善體制機(jī)制的層面作出相應(yīng)規(guī)定。一是明確優(yōu)化營(yíng)商環(huán)境的原則和方向。二是加強(qiáng)市場(chǎng)主體保護(hù)。三是優(yōu)化市場(chǎng)環(huán)境。四是提升政務(wù)服務(wù)能力和水平。五是規(guī)范和創(chuàng)新監(jiān)管執(zhí)法。六是加強(qiáng)法治保障。

【重要講話】

營(yíng)商環(huán)境只有更好，沒(méi)有最好。各國(guó)都應(yīng)該努力改進(jìn)自己的營(yíng)商環(huán)境，解決自身存在的問(wèn)題，不能總是粉飾自己、指責(zé)他人，不能像手電筒那樣只照他人、不照自己。
Improvement of the business environment is an on-going process, and there is always room for things to become better. Countries need to improve their business environment by addressing their problems. They should not just point fingers at others to gloss over their own problems. They should not hold a “flashlight” in hand doing nothing but to check out on the weakness of others and not on their own.
