10月16日，國務院召開常務會議，部署進一步推進減稅降費，確保為企業(yè)減負擔、為發(fā)展增動能。會議指出，今年前8個月全國減稅降費1.5萬多億元。據(jù)測算，全年減稅降費總額將超過2萬億元。
The State Council, China's cabinet, on Wednesday called for enhanced efforts to further carry out the policies of cutting taxes and fees to alleviate burdens on companies and increase the momentum of development. In the first eight months, tax and fee cuts exceeded 1.5 trillion yuan, according to the meeting. It estimated that the total tax and fee cuts will surpass 2 trillion yuan by the end of this year.

減輕企業(yè)稅費負擔。推進增值稅等實質性減稅，對小微企業(yè)、科技型初創(chuàng)企業(yè)可以實施普惠性稅收免除，根據(jù)實際情況降低社保繳費名義費率。

Substantial tax cuts including the reduction of value-added taxes should be advanced, while tax exemptions can be provided for micro and small firms as well as technology startups.
