“十三五”期間，我國將進一步推進區(qū)域發(fā)展總體戰(zhàn)略，并構建以“四大板塊”與“三大軸帶”相結合的“4+3”布局。

20世紀末，我國相繼提出西部大開發(fā)、東北振興(revitalization of the northeast)、中部崛起(the rise of Central China)戰(zhàn)略，與東部地區(qū)優(yōu)先開發(fā)的戰(zhàn)略(the strategy gives priority to development of the eastern)共同構筑了中國區(qū)域發(fā)展的總體戰(zhàn)略。

“十二五”(the 12th Five-Year Plan (2011-15))期間，區(qū)域協(xié)調發(fā)展機制基本形成、總體戰(zhàn)略更加完善，在“四大板塊”戰(zhàn)略(four-region strategy)的基礎上，又提出了“一帶一路”(the Belt and Road)、京津冀協(xié)同發(fā)展(integrated development of Beijing, Tianjin municipalities and Hebei province)、長江經(jīng)濟帶(the Yangtze River economic belt)“三個支撐帶”戰(zhàn)略?！笆濉逼陂g，在現(xiàn)有區(qū)域發(fā)展總體格局的基礎上，將繼續(xù)深入實施區(qū)域發(fā)展總體戰(zhàn)略，即“四大板塊”+“三個支撐帶”("Three-Support-Belt Strategy")的戰(zhàn)略大布局。

中期到2020年：北京市常住人口控制在2300萬人以內，北京“大城市病”等突出問題得到緩解；區(qū)域一體化交通網(wǎng)絡基本形成，生態(tài)環(huán)境質量得到有效改善，產(chǎn)業(yè)聯(lián)動發(fā)展取得重大進展。公共服務共建共享取得積極成效，教育和醫(yī)療等服務差距明顯縮小?？萍紕?chuàng)新領域投資得到加強。
2020: The population of Beijing will be contained within 23 million, and the problems that arose with its urban development could be effectively solved. A coordinated transportation network will take shape, and the regional environment will be improved significantly, with progress being made in the coordinated development of industries. Gaps in public services such as education and medical care will be effectively closed. The investments in science and innovation will be further strengthened.
