中共中央印發(fā)了修訂后的《中國共產(chǎn)黨問責(zé)條例》，并發(fā)出通知，要求各地區(qū)各部門認真遵照執(zhí)行。修訂后的《條例》主要針對各級黨組織、黨委領(lǐng)導(dǎo)干部以及各級紀委（紀檢組）。
The Communist Party of China (CPC) Central Committee has issued a revised regulation on Party accountability, as well as a circular calling on Party organizations at all levels to follow the regulation. The revised regulation targets Party organizations and leading officials of Party committees and discipline inspection committees.

【知識點】

2016年7月中共中央印發(fā)的《中國共產(chǎn)黨問責(zé)條例》，為黨的問責(zé)工作提供了制度遵循，推動失責(zé)必問、問責(zé)必嚴成為常態(tài)，發(fā)揮了全面從嚴治黨的利器作用。根據(jù)新的形勢、任務(wù)和要求，黨中央對《條例》予以修訂。
《條例》規(guī)定，黨委（黨組）應(yīng)當(dāng)履行全面從嚴治黨主體責(zé)任，加強對本地區(qū)本部門本單位問責(zé)工作的領(lǐng)導(dǎo)，追究在黨的建設(shè)、黨的事業(yè)中失職失責(zé)黨組織和黨的領(lǐng)導(dǎo)干部的主體責(zé)任、監(jiān)督責(zé)任、領(lǐng)導(dǎo)責(zé)任。紀委應(yīng)當(dāng)履行監(jiān)督專責(zé)，協(xié)助同級黨委開展問責(zé)工作。紀委派駐（派出）機構(gòu)按照職責(zé)權(quán)限開展問責(zé)工作。問責(zé)對象是黨組織、黨的領(lǐng)導(dǎo)干部，重點是黨委（黨組）、黨的工作機關(guān)及其領(lǐng)導(dǎo)成員，紀委、紀委派駐（派出）機構(gòu)及其領(lǐng)導(dǎo)成員。對黨組織問責(zé)的，應(yīng)當(dāng)同時對該黨組織中負有責(zé)任的領(lǐng)導(dǎo)班子成員進行問責(zé)。黨組織和黨的領(lǐng)導(dǎo)干部應(yīng)當(dāng)堅持把自己擺進去、把職責(zé)擺進去、把工作擺進去，注重從自身找問題、查原因，勇于擔(dān)當(dāng)、敢于負責(zé)，不得向下級黨組織和干部推卸責(zé)任。
《條例》明確，實行終身問責(zé)，對失職失責(zé)性質(zhì)惡劣、后果嚴重的，不論其責(zé)任人是否調(diào)離轉(zhuǎn)崗、提拔或者退休等，都應(yīng)當(dāng)嚴肅問責(zé)。

堅持開展批評和自我批評，堅持懲前毖后、治病救人，運用監(jiān)督執(zhí)紀“四種形態(tài)”，抓早抓小、防微杜漸。賦予有干部管理權(quán)限的黨組相應(yīng)紀律處分權(quán)限，強化監(jiān)督執(zhí)紀問責(zé)。加強紀律教育，強化紀律執(zhí)行，讓黨員、干部知敬畏、存戒懼、守底線，習(xí)慣在受監(jiān)督和約束的環(huán)境中工作生活。
We will continue to carry out criticism and self-criticism in keeping with the principle of learning from mistakes to prevent recurrence and treating the illness to save the patient. We will conduct four forms of oversight over discipline compliance,' identify problems early and correct them while they are nascent. Party organizations with the power to supervise officials will be given corresponding power to take disciplinary action as called for, and accountability for overseeing discipline compliance will be tightened up on. We will raise Party members' awareness of discipline and strengthen discipline enforcement, and demand that Party members and officials hold discipline in awe and respect, do not cross the line, and become used to working and living under oversight and constraints.
