中共中央總書記、國家主席、中央軍委主席、中央財經(jīng)委員會主任習(xí)近平8月26日下午主持召開中央財經(jīng)委員會第五次會議，研究推動形成優(yōu)勢互補高質(zhì)量發(fā)展的區(qū)域經(jīng)濟布局問題、提升產(chǎn)業(yè)基礎(chǔ)能力和產(chǎn)業(yè)鏈水平問題。

President Xi Jinping on Monday called for efforts to improve regional economic planning featuring complementary advantages and high-quality development, and to upgrade basic industries and industrial chains. Efforts should be made to achieve such regional economic planning by improving space governance and adapting to each region's core functions and local conditions while utilizing appropriate labor distribution and optimized development, said Xi.
習(xí)近平在會上發(fā)表重要講話強調(diào)，要根據(jù)各地區(qū)的條件，走合理分工、優(yōu)化發(fā)展的路子，落實主體功能區(qū)戰(zhàn)略，完善空間治理，形成優(yōu)勢互補、高質(zhì)量發(fā)展的區(qū)域經(jīng)濟布局。

Xi also called for efforts to leverage the country's institutional strengths and super-scale market advantages to boost basic industries and modernize industrial chains.
要充分發(fā)揮集中力量辦大事的制度優(yōu)勢和超大規(guī)模的市場優(yōu)勢，打好產(chǎn)業(yè)基礎(chǔ)高級化、產(chǎn)業(yè)鏈現(xiàn)代化的攻堅戰(zhàn)。

China's current regional development is doing well, while the structure of economic development is undergoing profound changes and central cities and city clusters are becoming the major vessels for development, the meeting said.
會議指出，當(dāng)前我國區(qū)域發(fā)展形勢是好的，同時經(jīng)濟發(fā)展的空間結(jié)構(gòu)正在發(fā)生深刻變化，中心城市和城市群正在成為承載發(fā)展要素的主要空間形式。

Efforts should be made to reinforce the economic and population carrying capacity of central cities, city clusters and advantaged areas for economic development, and strengthen other areas' functions for guaranteeing food and ecological security and the safety of border areas.
增強中心城市和城市群等經(jīng)濟發(fā)展優(yōu)勢區(qū)域的經(jīng)濟和人口承載能力，增強其他地區(qū)在保障糧食安全、生態(tài)安全、邊疆安全等方面的功能。

The bottom line for people's livelihood must be ensured while the equalization of basic public services should be promoted.
要保障民生底線，推進基本公共服務(wù)均等化，在發(fā)展中營造平衡。

The meeting stressed the need to form unified, open, competitive and orderly markets of commodities and factors of production across the country to ensure that the market plays the decisive role in allocating resources, and improve the mechanisms for promoting integrated markets and regional cooperation.
會議強調(diào)，要形成全國統(tǒng)一開放競爭有序的商品和要素市場，使市場在資源配置中起決定性作用，健全市場一體化發(fā)展機制，深化區(qū)域合作機制。

China is the world's largest manufacturer and is the only country owning all industrial categories worldwide.
會議指出，我國制造業(yè)規(guī)模居全球首位，是全世界唯一擁有全部工業(yè)門類的國家。

To upgrade China's industrial base and modernize its industrial chain, efforts should be made to combine government guidance and the market mechanism as well as to facilitate independence and opening-up.
堅持政府引導(dǎo)和市場機制相結(jié)合，堅持獨立自主和開放合作相促進，打好產(chǎn)業(yè)基礎(chǔ)高級化、產(chǎn)業(yè)鏈現(xiàn)代化的攻堅戰(zhàn)。

More support is needed to strengthen industry collaboration and technological cooperation between upstream and downstream enterprises, in a bid to establish strategic industrial chains with more resilience, innovation and higher added value.
