習近平強調(diào)，西北地區(qū)因自然條件限制，發(fā)展相對落后。區(qū)域之間發(fā)展條件有差異，但在機會公平上不能有差別。要解決這個問題，關鍵是要發(fā)展教育，特別是職業(yè)教育。
China's northwestern region lags behind in development due to natural conditions, Xi said, noting that although development conditions vary from region to region, there should be no difference in equality of opportunity. 職業(yè)教育與普通教育是兩種不同教育類型，具有同等重要地位。改革開放以來，職業(yè)教育為我國經(jīng)濟社會發(fā)展提供了有力的人才和智力支撐，現(xiàn)代職業(yè)教育體系框架全面建成，服務經(jīng)濟社會發(fā)展能力和社會吸引力不斷增強，具備了基本實現(xiàn)現(xiàn)代化的諸多有利條件和良好工作基礎。隨著我國進入新的發(fā)展階段，產(chǎn)業(yè)升級和經(jīng)濟結(jié)構(gòu)調(diào)整不斷加快，各行各業(yè)對技術技能人才的需求越來越緊迫，職業(yè)教育重要地位和作用越來越凸顯。2019年1月，國務院發(fā)布《國家職業(yè)教育改革實施方案》，提出經(jīng)過5—10年左右時間，職業(yè)教育基本完成由政府舉辦為主向政府統(tǒng)籌管理、社會多元辦學的格局轉(zhuǎn)變，由追求規(guī)模擴張向提高質(zhì)量轉(zhuǎn)變，由參照普通教育辦學模式向企業(yè)社會參與、專業(yè)特色鮮明的類型教育轉(zhuǎn)變，大幅提升新時代職業(yè)教育現(xiàn)代化水平，為促進經(jīng)濟社會發(fā)展和提高國家競爭力提供優(yōu)質(zhì)人才資源支撐。
