為加快營(yíng)造穩(wěn)定公平透明、可預(yù)期的營(yíng)商環(huán)境，更大激發(fā)市場(chǎng)活力和社會(huì)創(chuàng)造力，國(guó)家發(fā)展和改革委員會(huì)于7月14日發(fā)布《優(yōu)化營(yíng)商環(huán)境條例(征求意見稿)》，向社會(huì)公開征求意見。
China on Sunday unveiled plans to further improve its business environment, and began to solicit public opinion on how to proceed. The draft, published by the National Development and Reform Commission (NDRC), aims at accelerating the creation of a stable, fair, transparent and predictable business environment and stimulate market vitality and the creative power of the whole society.

《優(yōu)化營(yíng)商環(huán)境條例（征求意見稿）》分為總則、市場(chǎng)主體、市場(chǎng)環(huán)境、政務(wù)服務(wù)、監(jiān)管執(zhí)法、法治保障、附則7章，共68條。其中，在“市場(chǎng)主體”部分，《條例》強(qiáng)調(diào)了平等對(duì)待各類市場(chǎng)主體，包括市場(chǎng)準(zhǔn)入、平等獲取要素、招標(biāo)投標(biāo)和政府采購(gòu)等環(huán)節(jié)。"市場(chǎng)環(huán)境"主要圍繞破解市場(chǎng)主體生產(chǎn)經(jīng)營(yíng)活動(dòng)中可能遇到的痛點(diǎn)難點(diǎn)堵點(diǎn)問題，從便利生產(chǎn)經(jīng)營(yíng)，規(guī)范稅費(fèi)辦理，公用事業(yè)、融資與人才服務(wù)三個(gè)方面，對(duì)企業(yè)開辦等內(nèi)容進(jìn)行了規(guī)定。近年來(lái)，黨中央、國(guó)務(wù)院圍繞深化“放管服”改革、優(yōu)化營(yíng)商環(huán)境作出了一系列重大決策部署，通過制定《條例》，有利于更加全面系統(tǒng)貫徹落實(shí)這些決策部署，更加有力推動(dòng)優(yōu)化營(yíng)商環(huán)境工作。此外，制定《條例》是提升營(yíng)商環(huán)境法治化水平的重要舉措，也是破解當(dāng)前營(yíng)商環(huán)境痛點(diǎn)堵點(diǎn)難點(diǎn)問題的迫切需要。
