安莎社記者:歐中都是多邊主義和自由貿(mào)易的堅(jiān)定支持者,同時(shí)雙方也存在分歧。您認(rèn)為歐中應(yīng)該如何鞏固雙邊關(guān)系和互信?
ANSA: Both the EU and China are strong supporters of multilateralism and free trade. In the meantime, the two sides do not see eye to eye on everything. In your opinion, how can the two sides strengthen diplomatic relations and mutual trust?
王毅:我們始終把歐洲放在中國(guó)對(duì)外關(guān)系的重要位置,始終支持歐洲一體化進(jìn)程和歐盟的團(tuán)結(jié)自強(qiáng)。本月下旬,習(xí)近平主席今年首次出訪就選擇了歐洲,充分體現(xiàn)了中國(guó)對(duì)歐洲的支持。
Wang Yi: Europe is always an important priority on China’s diplomatic agenda. China supports European integration and a united and strong EU. Later this month, President Xi will visit Europe on his first overseas trip this year, which speaks volumes about China’s support for Europe.
中歐關(guān)系當(dāng)前總體向好,雙方之間的共識(shí)遠(yuǎn)多于分歧。特別是面對(duì)充滿不確定性的國(guó)際形勢(shì),中歐雙方在維護(hù)多邊主義、反對(duì)單邊主義和保護(hù)主義等方面有著一致立場(chǎng)和共同訴求。另一方面,中歐關(guān)系也不時(shí)受到一些干擾和影響。我們希望與歐方加強(qiáng)對(duì)話溝通,妥善加以管控和處理。獨(dú)立自主歷來(lái)是歐洲的傳統(tǒng)。我們相信,作為國(guó)際上的主要力量之一,歐洲一定會(huì)從自身的根本和長(zhǎng)遠(yuǎn)利益出發(fā),保持對(duì)華政策的獨(dú)立性、穩(wěn)定性和積極性,與中方一道深化各領(lǐng)域互利合作,共同為捍衛(wèi)國(guó)際規(guī)則、維護(hù)世界和平作出貢獻(xiàn)。
Overall, China-Europe relations are in good shape. There are far more areas where we agree than disagree. In a world full of uncertainties, China and Europe both stand for multilateralism and against unilateralism and protectionism. We have common views and concerns on these important issues. On the other hand, our relationship is not insulated from external interference and distraction. China hopes to have more dialogue with Europe to properly handle and manage the situation. Europe has always prided itself on its independence. We trust that as a key force in the world, Europe will surely keep its fundamental, long-term interests in mind and pursue a China policy that is independent, consistent and forward-leaning. We hope Europe will work with China to deepen all areas of our mutually beneficial cooperation, uphold international rules and contribute to global peace.
中央廣播電視總臺(tái)央視記者:今年是中美建交40周年,您認(rèn)為中美做到“四十不惑”了嗎?您如何定義當(dāng)前的中美關(guān)系?
China Central Television: This year marks the 40th anniversary of diplomatic relations between China and the US. It is said that “at 40, one should have no more doubts”. Do you think the two countries have reached that place? How would you characterize the relationship as it stands today?
王毅:中美建交40周年是我們雙方總結(jié)過(guò)去、規(guī)劃未來(lái)的重要年頭。40年來(lái),中美關(guān)系風(fēng)雨兼程,既取得了歷史性進(jìn)展,也面臨著新的挑戰(zhàn)。過(guò)去的經(jīng)驗(yàn)歸結(jié)到一條,就是合則兩利、斗則俱傷。盡管今天國(guó)際局勢(shì)和中美兩國(guó)都已發(fā)生了很大變化,但這條啟示仍是金科玉律,需要雙方堅(jiān)持和維護(hù),從而保持“不惑”的定力。今后的道路也已明確,就是共同推進(jìn)以協(xié)調(diào)、合作、穩(wěn)定為基調(diào)的中美關(guān)系。這是中美兩國(guó)元首達(dá)成的重要共識(shí),也應(yīng)當(dāng)成為兩國(guó)各界的最大公約數(shù)和共同努力的方向。
Wang Yi: The 40th anniversary is an important opportunity to review the past and plan for the future. The China-US relationship has gone through a lot in the last 40 years. We have made historic progress, but also face new challenges. The most important thing we can learn from the past is that China and America stand to gain from cooperation and lose from confrontation. Although a great deal has changed in the world and in both countries, this valuable lesson still holds true today and must continue to guide our interactions. We must stay the course without any doubts. We have a clear sense on our future path: the two countries will work together to build a relationship based on coordination, cooperation and stability. This is an important understanding reached by our presidents. It should be what unites both nations and what the two sides work together to accomplish.
中美之間在開(kāi)展合作的同時(shí),也會(huì)出現(xiàn)一些競(jìng)爭(zhēng),這是國(guó)際關(guān)系的正常現(xiàn)象,關(guān)鍵取決于我們?nèi)绾慰创吞幚怼R晃斗糯蟾?jìng)爭(zhēng),就會(huì)擠壓合作的空間。聚焦擴(kuò)大合作,才符合中美共同利益,也是兩國(guó)對(duì)世界承擔(dān)的責(zé)任。我們希望美方摒棄零和思維,同中方相向而行,在深化合作的進(jìn)程中形成良性競(jìng)爭(zhēng),在各自發(fā)展的同時(shí)實(shí)現(xiàn)互利雙贏。
Even as China and America engage in cooperation, there may also be some competition. This is normal in international relations. The key is to put things in perspective. Exaggerating our competition out of all proportion would squeeze our space of cooperation. The right attitude is to focus on expanding our cooperation. This is both in our mutual interests and what we owe to the world. We hope the US will reject its zero-sum approach, pursue shared goals with China, foster healthy competition while deepening our cooperation, and strive for win-win outcomes as we seek our own countries’ development.

RIA Novosti: China and Russia are celebrating 70 years of our diplomatic relations this year. What are the highlights of our bilateral relations and cooperation? Some countries see the close ties between Moscow and Beijing as a threat. How do you respond to this allegation?
王毅:今年是中俄建交70周年。兩國(guó)關(guān)系走過(guò)極不平凡的歷程。正是在這種磨礪和考驗(yàn)中,中俄關(guān)系日臻穩(wěn)定、成熟,并且找到了一條正確的相處之道。雙方政治上彼此信任,經(jīng)濟(jì)上互利合作,國(guó)際事務(wù)中相互支持,成為當(dāng)今大國(guó)關(guān)系的典范,既為兩國(guó)人民帶來(lái)巨大福祉,又為地區(qū)與世界和平穩(wěn)定作出了重要貢獻(xiàn)。
Wang Yi: Indeed, China and Russia will mark the 70th anniversary of our diplomatic relations this year. Our relationship has traveled an extraordinary course and, emerging from trials and tribulations, it has become more steady and mature. Our two countries have found a way of getting along. Marked by deep political trust, win-win economic cooperation and mutual support in the international arena, our relationship is held up as a good example of how major countries should interact with one another. A strong Sino-Russian relationship both delivers huge benefits to our two peoples and contributes significantly to peace and stability in our region and globally.

In terms of high-level engagement, President Vladimir Putin will attend the second BRF at President Xi Jinping’s invitation, and President Xi intends to pay a state visit to Russia at President Putin’s invitation. Guided by our presidents, the relationship will stride into a new era.

In terms of win-win cooperation, our two-way trade passed the US$100 billion mark last year. This year will be one of harvest, notably the completion of three major projects. The eastern route of the China-Russia natural gas pipeline, known as “a project of the century”, will be operational within the year. Our first cross-border highway bridge through Heihe will be opened to traffic, and our first railway bridge through Tongjiang will be completed. China and Russia will also seek greater complementarity between the BRI and the Eurasian Economic Union to strengthen the internal drivers of our practical cooperation. While consolidating traditional areas of cooperation such as energy, we will explore new areas such as high technology, agriculture, e-commerce and financial services. Upgraded Sino-Russian cooperation will better enable our countries’ development and deliver greater benefits to our two peoples.
國(guó)際事務(wù)中,中俄作為兩個(gè)世界大國(guó)和安理會(huì)常任理事國(guó),肩負(fù)著重要職責(zé)和使命。我們?cè)趲缀跛兄卮髥?wèn)題上都保持著密切溝通,持有相同或相近立場(chǎng)。新的一年,中俄將進(jìn)一步加強(qiáng)戰(zhàn)略協(xié)作,堅(jiān)定維護(hù)《聯(lián)合國(guó)憲章》宗旨和原則,堅(jiān)定維護(hù)國(guó)際戰(zhàn)略安全。只要中俄站在一起,世界就多一分和平,多一分安全,多一分穩(wěn)定。
In the area of international affairs, China and Russia shoulder important responsibility and mission as major countries in the world and permanent members of the UN Security Council. Our two countries are in constant communication on almost all the major issues and we invariably have common or similar views. In the year ahead, we will strengthen strategic coordination, and firmly uphold the purposes and principles of the UN Charter and global strategic security. When China and Russia stand together, the world will be a safer and more peaceful and stable place.
新華社記者:在保護(hù)主義和單邊主義影響國(guó)際合作背景下,中方正日益成為多邊主義和國(guó)際合作的帶頭人。中方未來(lái)將如何維護(hù)多邊主義?
Xinhua News Agency: At a time when international cooperation is buffeted by protectionism and unilateralism, China is increasingly seen as a champion of multilateralism and international cooperation. What will China do to uphold multilateralism?
王毅:這幾年,單邊主義和保護(hù)主義不斷抬頭,時(shí)而來(lái)勢(shì)洶洶。但令人欣慰的是,面對(duì)這股逆流,越來(lái)越多的國(guó)家公開(kāi)站出來(lái)予以抵制和反對(duì)。大家都意識(shí)到,身處全球化時(shí)代,彼此命運(yùn)相連,休戚與共,需要的是團(tuán)隊(duì)精神,而不是各行其是;是同舟共濟(jì),而不是獨(dú)善其身。堅(jiān)持多邊主義已經(jīng)成為國(guó)際社會(huì)的廣泛共識(shí)。中方始終認(rèn)為,多邊主義是現(xiàn)有國(guó)際秩序的基石。只有堅(jiān)持多邊主義,國(guó)際關(guān)系才能逐漸實(shí)現(xiàn)民主化,國(guó)際格局才能逐步走向多極化。我們將高舉構(gòu)建人類命運(yùn)共同體的旗幟,繼續(xù)站在歷史前進(jìn)的正確方向一邊,站在世界大多數(shù)國(guó)家的共同利益一邊,與各國(guó)一道,本著多邊主義的理念,堅(jiān)定維護(hù)以聯(lián)合國(guó)為核心的國(guó)際體系,堅(jiān)定維護(hù)以國(guó)際法為基礎(chǔ)的國(guó)際秩序。
Wang Yi: In the last few years, unilateralism and protectionism has reared its head and returned with a vengeance. The good news is that more and more countries are stepping forward to resist and oppose this disturbing trend. There’s a growing realization that in the age of globalization, all countries share the same destiny – we rise and fall together. Therefore, instead of each going his own way, we should act as a team; instead of each minding his own business, we should help each other as passengers in the same boat. Championing multilateralism is the overwhelming consensus of the international community. China sees multilateralism as a cornerstone of the existing international order. The practice of multilateralism will, over time, make international relations more democratic and our world a more multi-polar one. China will carry the banner of building a community with a shared future for mankind, continue to stand on the right side of history and support the common interests of the majority of countries. China will work with all nations under the principle of multilateralism to resolutely uphold the international system centered on the UN and the international order underpinned by international law.
路透社記者:現(xiàn)在美國(guó)內(nèi)有人對(duì)中國(guó)有越來(lái)越多的疑慮,摩擦和沖突增多。您是否認(rèn)為中美兩國(guó)正在走向沖突?如何避免這種情況?
Reuters: There is deep and growing suspicion in the US about China. Do you believe that China and the US are inevitably headed toward confrontation? How do you resolve that?
王毅:中美關(guān)系歷來(lái)合作與摩擦并存,但合作始終大于分歧。近段時(shí)間,兩國(guó)間的問(wèn)題和矛盾確有所增多。但歷史地看,這一現(xiàn)象并不代表中美關(guān)系發(fā)展的大趨勢(shì)。我們對(duì)中美關(guān)系的未來(lái)仍然秉持積極的預(yù)期,相信兩國(guó)人民也是如此。我們認(rèn)為,中美兩國(guó)不會(huì)也不應(yīng)走向?qū)?,重拾冷?zhàn)舊思維違背時(shí)代潮流,沒(méi)有出路,更不得人心。
Wang Yi: Cooperation and rifts have always existed alongside each other in China-US relations, but cooperation has always outweighed frictions. The recent period has indeed seen more problems and rifts in the relationship, but a historical perspective would reveal that what we’re witnessing is contrary to the long arc of our relations. We still have a positive outlook on China-US relations and trust that this view is shared by people in both countries. China and America should not and will not descend into confrontation. A return to the outdated Cold War thinking goes against the current trend, is deeply unpopular and has no future.
中美兩國(guó)的利益已經(jīng)高度融合。去年中美雙邊貿(mào)易額超過(guò)6300億美元,雙向投資存量超過(guò)2400億美元,人員往來(lái)超過(guò)500萬(wàn)人次。美國(guó)幾乎所有大公司在中國(guó)都有業(yè)務(wù),所有的州與中國(guó)都有合作。個(gè)別人聲稱要讓中美“脫鉤”,這顯然是不現(xiàn)實(shí)的。與中國(guó)“脫鉤”,就是與機(jī)遇“脫鉤”,與未來(lái)“脫鉤”。某種意義上,也是與世界“脫鉤”。
The interests of China and America are already inseparable. Last year, two-way trade exceeded US$630 billion, the stock of mutual investment topped US$240 billion and visits in both directions surpassed five million. Almost all major US corporations have business in China and all American states are engaged in cooperation with China. Some individuals vow to decouple our economies. This is just their wishful thinking. Decoupling from China would mean decoupling from opportunities, from the future and, in a sense, even from the world.
合作仍是中美關(guān)系的主流。這既是兩國(guó)領(lǐng)導(dǎo)人的共同認(rèn)知,也是雙方各界有識(shí)之士的一致共識(shí)。最近中美經(jīng)貿(mào)磋商取得實(shí)質(zhì)性進(jìn)展,得到兩國(guó)各界以及國(guó)際社會(huì)的歡迎。這表明,只要堅(jiān)持相互尊重,致力于平等協(xié)商,任何難題都能夠找到雙方都可接受的解決辦法。
Cooperation is still the mainstream of China-US ties. Chinese and American leaders both agree to this description and it is supported by people of foresight in both societies. Our ongoing economic and trade consultations have made substantial progress, to the applause of both sides and the wider world. It shows that through consultation grounded in mutual respect and equality, there is no problem between our two countries that cannot be solved in a mutually satisfactory fashion.
《中國(guó)日?qǐng)?bào)》記者:一段時(shí)間以來(lái),對(duì)“一帶一路”建設(shè)有不少質(zhì)疑和指責(zé),如“債務(wù)陷阱論”、“地緣政治工具論”等。您對(duì)此如何回應(yīng)?
China Daily: There has been some skepticism and criticism about the BRI, which is described as a “debt trap” or “geopolitical tool”. What’s your response to these allegations?
王毅:“一帶一路”倡議提出6年來(lái),已經(jīng)成為世界上規(guī)模最大的合作平臺(tái)和最受歡迎的公共產(chǎn)品。目前已有123個(gè)國(guó)家和29個(gè)國(guó)際組織簽署了共建“一帶一路”合作文件,明確投出了信任票和支持票。
Wang Yi: Six years since it was proposed, the BRI has become the largest platform for international cooperation and the most welcomed global public good. To date, 123 countries and 29 international organizations have signed BRI agreements with China. They have cast a vote of support and confidence in the BRI.
“一帶一路”始終堅(jiān)持共商共建共享的黃金法則,給各方帶來(lái)的是滿滿的發(fā)展機(jī)遇。通過(guò)“一帶一路”合作,東非有了第一條高速公路,馬爾代夫有了第一座跨海大橋,白俄羅斯第一次有了自己的轎車制造業(yè),哈薩克斯坦第一次有了出海通道,東南亞正在施工建設(shè)高速鐵路,中歐班列成為亞歐大陸上距離最長(zhǎng)的合作紐帶。在肯尼亞,被稱為“世紀(jì)工程”的蒙內(nèi)鐵路建成通車,累計(jì)為當(dāng)?shù)貏?chuàng)造了近5萬(wàn)個(gè)工作崗位,拉動(dòng)經(jīng)濟(jì)增長(zhǎng)1.5個(gè)百分點(diǎn)。在烏茲別克斯坦,中國(guó)工人和當(dāng)?shù)厝嗣褚坏?,?00天時(shí)間建成19公里長(zhǎng)的隧道,使偏遠(yuǎn)地區(qū)的人民坐火車僅用900秒就能穿越崇山峻嶺。大量的事實(shí)證明,“一帶一路”不是債務(wù)的“陷阱”,而是惠民的“餡餅”;不是地緣政治工具,而是共同發(fā)展機(jī)遇。參與“一帶一路”建設(shè),加快了各國(guó)的發(fā)展進(jìn)程,改善了沿線的民生需求,開(kāi)辟了互利共贏的前景。
From the start, the BRI follows the sound principle of consultation and cooperation for shared benefits. It has created enormous opportunities for all participants. Thanks to the BRI, East Africa now has its first motorway, the Maldives has built its first inter-island bridge, Belarus is able to produce passenger vehicles, Kazakhstan is connected to the sea, Southeast Asia is constructing a high-speed railway, and the Eurasian continent is benefiting from the longest-distance freight train service. In Kenya, the Mombasa-Nairobi Railway, built with Chinese assistance and dubbed “a project of the century”, has created nearly 50,000 local jobs and boosted Kenya’s economic growth by 1.5 percentage points. In Uzbekistan, Chinese construction workers in collaboration with the locals have, in just 900 days, built a 19-kilometer railway tunnel through high mountains, cutting travel time to only 900 seconds. Plenty of facts like these are proof that the BRI is not a “debt trap” that some countries may fall into, but an “economic pie” that benefits the local population; it is no “geopolitical tool”, but a great opportunity for shared development. Signing up for the BRI has enabled countries to grow at a faster pace, improve their people’s lives and reap win-win outcomes.
當(dāng)然,任何新生事物的發(fā)展,都有一個(gè)成長(zhǎng)的過(guò)程。我們歡迎各方在積極參與的同時(shí),隨時(shí)提出建設(shè)性意見(jiàn),真正把共商共建共享落到實(shí)處。我們相信,在大家共同努力下,共建“一帶一路”一定能使古老的絲綢之路在新時(shí)代煥發(fā)出勃勃生機(jī),為不同民族和不同國(guó)家攜手構(gòu)建人類命運(yùn)共同體注入強(qiáng)勁動(dòng)力。
Of course, all new initiatives need time to mature. We welcome constructive suggestions from our BRI partners to fully reflect the principle of consultation and cooperation for shared benefits. I’m convinced that with everyone pitching in, the BRI will reinvigorate the ancient Silk Road in the new era and be a great help to nations and countries who are joining together to build a community with a shared future for mankind.
