3月6日，全國政協(xié)十三屆二次會(huì)議新聞中心舉行記者會(huì)，邀請(qǐng)全國政協(xié)委員劉世錦、南存輝、葉青、周群飛等人談優(yōu)化營商環(huán)境、促進(jìn)民營經(jīng)濟(jì)高質(zhì)量發(fā)展。

全國政協(xié)經(jīng)濟(jì)委員會(huì)副主任劉世錦：發(fā)展民營經(jīng)濟(jì)要靠政策，更要靠法治

Liu Shijin, deputy director of the Economic Affairs Committee of the CPPCC, called for deepening reforms to offer private firms an equal playing field and a stable legal environment.

劉世錦說，要進(jìn)一步深化改革，為民營企業(yè)提供公平的競(jìng)爭(zhēng)環(huán)境和穩(wěn)定的法治環(huán)境。

"Putting policies into practice is a top priority as China has launched an array of related policies to support private businesses, including expanding market access," said Liu at a news briefing during the ongoing two sessions.

劉世錦說：“大的戰(zhàn)略部署、頂層設(shè)計(jì)都有了，具體政策也出臺(tái)了不少，但當(dāng)務(wù)之急是大政方針能夠落實(shí)到位，要推動(dòng)進(jìn)一步的放寬準(zhǔn)入。”

全國工商聯(lián)副主席、北京葉氏企業(yè)集團(tuán)有限公司董事長葉青：銀行應(yīng)增加中長期貸款等金融產(chǎn)品

"Financial institutions should also add more financial products, such as medium and long-term loans, to private businesses for their long-term solid development," said Ye, who is also vice-president of the All-China Federation of Industry and Commerce.

葉青說：“很多金融機(jī)構(gòu)應(yīng)該增加金融產(chǎn)品，比如中長期貸款，這樣有利于穩(wěn)定信心、把企業(yè)做扎實(shí)?！?/p>

"Moreover, major State-owned banks are expected to offer loans tailored to different regions as business environments vary across different areas of China," he added.

他說：“我國地大區(qū)域廣，大的國有銀行制定金融政策應(yīng)該因地而異，把產(chǎn)品做細(xì)?！?/p>

全國政協(xié)委員、藍(lán)思科技股份有限公司董事長周群飛：做好先進(jìn)制造業(yè)要“內(nèi)外并舉”

Zhou Qunfei, founder of touchscreen maker Lens Technology, also hailed the role of an easy financing process to keep advanced manufacturing on a growth path.

觸摸屏制造商藍(lán)思科技股份有限公司創(chuàng)始人周群飛表示，希望政府可以給民營企業(yè)融資提供更好的平臺(tái)，做好先進(jìn)制造業(yè)。

"Currently in China, 90 percent of private companies are engaged in manufacturing, and advanced manufacturing is a key economic growth driver," she noted.

她說：“制造業(yè)領(lǐng)域的民營企業(yè)占比已經(jīng)達(dá)90%，先進(jìn)制造業(yè)又是制造業(yè)體系當(dāng)中的高端環(huán)節(jié)?！?/p>

To support advanced manufacturing, Zhou proposed that the government should introduce more high-end talent.

她建議說，為了支持先進(jìn)制造業(yè)的發(fā)展，我們希望政府對(duì)外引進(jìn)人才。

"Private firms should also raise awareness of protecting intellectual property," she said.

她說：“我們希望推動(dòng)民營企業(yè)參與知識(shí)產(chǎn)權(quán)保護(hù)?！?/p>

全國政協(xié)常委、全國工商聯(lián)副主席、正泰集團(tuán)董事長南存輝：增值稅從16%降至13%對(duì)民營企業(yè)是巨大利好

"In the Government Work Report, Premier Li Keqiang proposed that the value-added tax rate for the manufacturing industry will be lowered to 13 percent from 16 percent, which is great news for all manufacturing industries, including private enterprises," Nan said.

南存輝說：“總理在政府報(bào)告中提出，增值稅從16%降至13%，對(duì)于民營企業(yè)在內(nèi)的制造業(yè)都是巨大的利好?！?/p>

"Reductions in taxes and fees will increase enterprises' cash flow and profits, which will make the capital market pay more attention to manufacturing industry, and then bring about a very good expectation for private enterprises, especially manufacturing industry, and promote companies to continue to invest in innovation and then promote high-quality development."

“特別是通過減稅降費(fèi)，增加了企業(yè)的現(xiàn)金流和利潤，這樣使資本市場(chǎng)也會(huì)更加關(guān)注制造業(yè)，進(jìn)而帶來對(duì)民營企業(yè)，特別是對(duì)制造業(yè)，會(huì)有一個(gè)非常好的預(yù)期，促進(jìn)大家繼續(xù)在創(chuàng)新上進(jìn)行投入，進(jìn)而推動(dòng)高質(zhì)量發(fā)展?！?/p>
