中共中央總書(shū)記、國(guó)家主席、中央軍委主席習(xí)近平5日下午在參加他所在的十三屆全國(guó)人大二次會(huì)議內(nèi)蒙古代表團(tuán)審議時(shí)強(qiáng)調(diào)，保持加強(qiáng)生態(tài)文明建設(shè)的戰(zhàn)略定力（to maintain strategic resolve in enhancing the building of an ecological civilization），探索以生態(tài)優(yōu)先、綠色發(fā)展為導(dǎo)向的高質(zhì)量發(fā)展新路子，加大生態(tài)系統(tǒng)保護(hù)力度，打好污染防治攻堅(jiān)戰(zhàn)，守護(hù)好祖國(guó)北疆這道亮麗風(fēng)景線（to protect the country's beautiful scenery in the northern border areas）。

習(xí)近平在發(fā)言中強(qiáng)調(diào)：

Building Inner Mongolia into an important shield for ecological security in northern China is a strategic position set with full consideration of the country's overall development and a major responsibility the region must shoulder, Xi said.
把內(nèi)蒙古建成我國(guó)北方重要生態(tài)安全屏障，是立足全國(guó)發(fā)展大局確立的戰(zhàn)略定位，也是內(nèi)蒙古必須自覺(jué)擔(dān)負(fù)起的重大責(zé)任。

Fundamentally speaking, environmental protection and economic development are closely integrated and complement each other, Xi said.
保護(hù)生態(tài)環(huán)境和發(fā)展經(jīng)濟(jì)從根本上講是有機(jī)統(tǒng)一、相輔相成的。

In the Chinese economy's transition from the phase of rapid growth to a stage of high-quality development, pollution control and environmental governance are two major tasks that must be accomplished, he added.
在我國(guó)經(jīng)濟(jì)由高速增長(zhǎng)階段轉(zhuǎn)向高質(zhì)量發(fā)展階段過(guò)程中，污染防治和環(huán)境治理是需要跨越的一道重要關(guān)口。

The country should explore a new path of high-quality development that prioritizes ecology and highlights green development, Xi said.
要探索以生態(tài)優(yōu)先、綠色發(fā)展為導(dǎo)向的高質(zhì)量發(fā)展新路子。

對(duì)于生態(tài)文明建設(shè)的重要性，習(xí)近平在多個(gè)場(chǎng)合強(qiáng)調(diào)過(guò)。

2018年5月召開(kāi)的全國(guó)生態(tài)環(huán)境保護(hù)大會(huì)上，習(xí)近平指出，新時(shí)代推進(jìn)生態(tài)文明建設(shè)，必須堅(jiān)持好以下原則。

Ensuring harmony between human and nature. China must stick to the policy of putting conservation and protection first, and mainly relying on the natural recovery of the environment.
一是堅(jiān)持人與自然和諧共生，堅(jiān)持節(jié)約優(yōu)先、保護(hù)優(yōu)先、自然恢復(fù)為主的方針。

Lucid waters and lush mountains are invaluable assets. China must pursue the vision of innovative, coordinated, green and open development that is for everyone, accelerate forming spatial patterns, industrial structures, production and living modes that are resource-saving and environmental-friendly, and provide time and space for the natural ecology to rehabilitate.
二是綠水青山就是金山銀山，貫徹創(chuàng)新、協(xié)調(diào)、綠色、開(kāi)放、共享的發(fā)展理念，加快形成節(jié)約資源和保護(hù)環(huán)境的空間格局、產(chǎn)業(yè)結(jié)構(gòu)、生產(chǎn)方式、生活方式，給自然生態(tài)留下休養(yǎng)生息的時(shí)間和空間。

Sound ecological environment is the most inclusive benefits to people's wellbeing. Priority should be given to addressing prominent environmental problems that are harmful to people's health in order to keep up with people's ever-growing needs for a better environment.
三是良好生態(tài)環(huán)境是最普惠的民生福祉，重點(diǎn)解決損害群眾健康的突出環(huán)境問(wèn)題，不斷滿(mǎn)足人民日益增長(zhǎng)的優(yōu)美生態(tài)環(huán)境需要。

Mountains, rivers, forests, farmlands, lakes, and grasslands are a life community. The building of ecological civilization must take all factors into consideration with good overall plans and multiple measures.
四是山水林田湖草是生命共同體，要統(tǒng)籌兼顧、整體施策、多措并舉，全方位、全地域、全過(guò)程開(kāi)展生態(tài)文明建設(shè)。

Protecting the environment requires the best institutional arrangements and the strictest rule of law. Institutional innovations must be accelerated and enforcement of laws and regulations must be strengthened.
五是用最嚴(yán)格制度最嚴(yán)密法治保護(hù)生態(tài)環(huán)境，加快制度創(chuàng)新，強(qiáng)化制度執(zhí)行，讓制度成為剛性的約束和不可觸碰的高壓線。

Working together on global ecological civilization construction and getting deeply involved in global environmental governance to come up with a worldwide solution for environmental protection and sustainable development, while guiding international cooperation to tackle climate change.
六是共謀全球生態(tài)文明建設(shè)，深度參與全球環(huán)境治理，形成世界環(huán)境保護(hù)和可持續(xù)發(fā)展的解決方案，引導(dǎo)應(yīng)對(duì)氣候變化國(guó)際合作。
