2018年3月20日，十三屆全國人大一次會議閉幕會上，習(xí)近平發(fā)表重要講話，他提出：

我們要以更大的力度、更實的措施全面深化改革、擴(kuò)大對外開放，貫徹新發(fā)展理念，推動經(jīng)濟(jì)高質(zhì)量發(fā)展，建設(shè)現(xiàn)代化經(jīng)濟(jì)體系，不斷增強(qiáng)我國經(jīng)濟(jì)實力、科技實力、綜合國力，讓社會主義市場經(jīng)濟(jì)的活力更加充分地展示出來。
We will devote more energy and take more concrete measures in deepening reform in all areas, expanding opening up, applying a new vision of development, promoting high-quality economic development and developing a modernized economy to increase China's economic and technological strength, and composite national strength, so as to better demonstrate the vitality of the socialist market economy.

之后這一年間，習(xí)近平在多個場合都提到“高質(zhì)量發(fā)展”，并作出重要部署，我們帶大家一起回顧。

防范化解金融風(fēng)險，事關(guān)國家安全、發(fā)展全局、人民財產(chǎn)安全，是實現(xiàn)高質(zhì)量發(fā)展必須跨越的重大關(guān)口。

What has happened proves that opening-up was key to China’s economic growth over the past 40 years and in the same vein, high-quality development of China’s economy in the future can only be achieved with greater openness.
