海南自由貿(mào)易賬戶體系于2019年1月1日在海南省內(nèi)部分金融機(jī)構(gòu)正式上線運(yùn)行。

The Hainan free trade account system dispenses with the earlier requirement of maintaining two accounts, one for domestic transactions and the other for international transactions, replacing them with a unified domestic and foreign currency account with the renminbi as the base currency.
海南自由貿(mào)易賬戶體系不再執(zhí)行此前保留兩個(gè)賬戶，即一個(gè)國內(nèi)交易賬戶、一個(gè)國際交易賬戶的要求，用一套以人民幣為本位幣、本外幣統(tǒng)一的賬戶取而代之。

海南自由貿(mào)易賬戶（Hainan free trade account）是指海南省金融機(jī)構(gòu)根據(jù)客戶需要在分賬核算單元開立的規(guī)則統(tǒng)一的本外幣賬戶，按照“一線便利，二線管理”的原則規(guī)范賬戶收支管理，是一套以人民幣為本位幣（renminbi as its base currency）、賬戶規(guī)則統(tǒng)一（using unified accounting rules）、兼顧本外幣風(fēng)險(xiǎn)差別管理（taking into account types of different risk management between the renminbi and foreign currencies）的本外幣可兌換賬戶體系（a convertible accounting system），是海南自由貿(mào)易試驗(yàn)區(qū)的重要金融基礎(chǔ)設(shè)施。

The Hainan free trade account system allows market entities to conveniently carry out investment, financing, and cross-border transactions applicable to the Hainan free trade zone.
海南自由貿(mào)易賬戶為市場(chǎng)主體在海南自貿(mào)區(qū)開展投資、融資和跨境貿(mào)易提供了便利。

海南自由貿(mào)易賬戶體系建設(shè)，是海南確定的自貿(mào)區(qū)(港)建設(shè)十二個(gè)先導(dǎo)性項(xiàng)目之一（one of the 12 pilot programs）。賬戶正式上線運(yùn)行對(duì)于促進(jìn)市場(chǎng)主體貿(mào)易投融資匯兌便利化（facilitating trade investment and financing）、提升海南自由貿(mào)易試驗(yàn)區(qū)(港)營(yíng)商環(huán)境（improve business environment in Hainan Pilot Free Trade Zone）具有重要意義。
