深汕特別合作區(qū) Shenzhen-Shanwei Special Cooperation Zone

The Shenzhen-Shanwei Special Cooperation Zone was established on Dec 16, 2018.
2018年12月16日，深汕特別合作區(qū)成立。

The zone, 60 kilometers to the east of Shenzhen, is a cooperative project between Shenzhen and Shanwei governments, and aims to grow into a mid-size city with a projected population of 1.5 million and a concentration of high-tech industry including artificial intelligence and robotics within 15 years.
深汕特別合作區(qū)位于深圳以東60公里處，是深圳市政府和汕尾市政府的合作項目，計劃在15年內(nèi)發(fā)展成為人口規(guī)模150萬、聚集了人工智能和機器人技術(shù)等高科技行業(yè)的中等規(guī)模城市。

深汕特別合作區(qū)（the Shenzhen-Shanwei Special Cooperation Zone）位于粵港澳大灣區(qū)最東端，地處珠三角平原和潮汕平原之間，距離深圳60公里，西與惠州市接壤，東與汕尾市相連，南臨南海紅海灣，規(guī)劃范圍包括汕尾市海豐縣鵝埠、小漠、鲘門、赤石鎮(zhèn)和圓墩林場四鎮(zhèn)一場，總面積468.3平方公里，海岸線長50.9公里，人口約7.65萬人，海域面積1152平方公里。

作為國家示范項目（national demonstration project），深汕特別合作區(qū)地處珠三角核心區(qū)（core area of the Pearl River Delta）和沿海經(jīng)濟帶的連接點（junction of coastal economic belt），區(qū)位獨特、交通便利、空間廣闊、生態(tài)優(yōu)美，是珠三角通往粵東的橋頭堡（a bridgehead from the less developed eastern Guangdong to the Pearl River Delta region），深港向東拓展輻射的戰(zhàn)略支點。

深汕特別合作區(qū)打破了行政區(qū)劃和屬地化管理原則限制的掣肘，機構(gòu)管理體系由原來的“深圳市主導(dǎo)經(jīng)濟管理和建設(shè)，汕尾市負責征地拆遷和社會事務(wù)”變?yōu)椤吧钲谑腥嬷鲗?dǎo)建設(shè)發(fā)展（Shenzhen takes the leading role in development）”。

深汕特別合作區(qū)堅持“深圳總部+深汕基地”的產(chǎn)業(yè)發(fā)展模式，借力深圳科技產(chǎn)業(yè)創(chuàng)新優(yōu)勢，重點引進戰(zhàn)略性新興產(chǎn)業(yè)（strategic emerging industries）、未來產(chǎn)業(yè)（future-oriented industries）及科技創(chuàng)新（scientific and technological innovation）等產(chǎn)業(yè)項目，著重布局人工智能、機器人等前沿領(lǐng)域，與深圳之間形成了產(chǎn)業(yè)布局合理、產(chǎn)業(yè)層次清晰、產(chǎn)業(yè)分工明確、產(chǎn)業(yè)鏈互補的經(jīng)濟發(fā)展模式。

退押金 deposit refund

Over 12 million users of bike-sharing firm Ofo have requested deposit refunds as of Friday, with the company possibly owing in excess of 1 billion yuan to its riders.
截至21日，逾1200萬用戶已向共享單車企業(yè)Ofo申請退押金，Ofo待退押金可能超過10億元。

近日，Ofo小黃車因為退押金(deposit refund)問題被推上了輿論的風口浪尖。Ofo公司北京總部數(shù)百名用戶排隊退押金(hundreds of users lined up at Ofo's Beijing headquarters to get their deposits refunded)、假裝外國人Ofo秒退押金(pretend to be foreigners and Ofo returns deposits in seconds)等消息，引爆了Ofo退押金的熱潮。

本月17日晚，Ofo官方微博公布退押金新政(new deposit return policy)，表示所有退押金申請，無論線上線下，都將統(tǒng)一進行收集和審核(all deposit refund applications, online or offline, will be collected and reviewed)，公司會按申請順序退還押金(the deposit will be refunded in order of application)。目前排隊人數(shù)已經(jīng)突破1200萬，按照每名用戶99-199元押金來算，待退押金或超過10億元。2017年11月，Ofo用戶超過兩億。千萬用戶集體退押金，意味著大量用戶將流失，Ofo營收可能面臨雪崩式下滑。

針對"大量用戶到Ofo總部排隊現(xiàn)場退押金"一事，交通運輸部新聞發(fā)言人吳春耕回應(yīng)稱，正督促Ofo暢通退押金渠道(smooth channels to return deposits)，優(yōu)化退押金流程，加快退款進度(speed up refund procedures)，切實保障用戶合法權(quán)益(protect the legitimate rights and interests of users)。

據(jù)中國執(zhí)行信息公開網(wǎng)披露，深陷困境的(beleaguered, in hot water)Ofo小黃車和它的創(chuàng)始人戴威收到了法院頒出的限制消費令(be issued consumption restrictions by a court)。該公司及戴威本人不得坐飛機及軟臥(be forbidden from taking an airplane as well as the soft berths in trains)、不能在星級賓館等場合消費。

撤軍 US troops withdrawal

The Trump administration says US troops are being withdrawn from Syria, after the president said the Islamic State (IS) group had been "defeated".

"Striving" and "the 40th anniversary of reform and opening-up" have been respectively chosen as the Chinese Character and Word of the Year 2018 in China.
